The problems of this research focus on four main aspects of people's lives affected by coal mining, namely the physical environment, socio-economic community, public health, and social psychological community. This study uses a qualitative approach about four main aspects of people's lives affected by coal mining. Data collection techniques using interviews, observation, and documentation. The results of the study show that there have been four impacts of coal mining companies on people's lives. This has an impact on the majority of residents using dug wells to meet their daily water needs; the occurrence of changes in employment opportunities, namely working as coal extraction in the Kemumu River and changes in work patterns from farming to coal collectors in the river; public health also declines such as the emergence of skin diseases; as well as the accumulation of community disillusionment that has been buried for a long time, which can lead to acts of violence. This issue is focused on budget transparency not only to encourage public involvement, but public involvement is very necessary for budget transparency. However, this public engagement has its challenges and benefits. This analysis is carried out through literature studies, journals, and related publications. The data were collected through SCOPUS a qualitative. This study concludes that there are several challenges that need to be considered in implementing public involvement in budgeting. Overly complex budgets and inadequate knowledge make this public disinterest a challenge. A conflict occurs when many groups with different interests take part in it. Public involvement is supported because it can increase tax revenue collection and satisfaction in public services and other benefits for social welfare. Namun banyak yang belum terungkap. Begitu banyak kasus kekerasan yang terjadi pada anak namun hanya sedikit yang ditindaklanjuti. Penelitian ini menganalisis pendampingan Pusat Pelayanan Terpadu Perempuan Pemberdayaan dan Perlindungan Anak (P2TP2A) bagi anak korban kekerasan seksual di Kabupaten Garut. Penelitian ini menemukan bahwa dalam penanganan kasus kekerasan terhadap anak di Pelayanan Terpadu Pusat Pemberdayaan Perempuan dan Perlindungan Anak (P2TP2A) telah sesuai dengan prosedur operasi standar yang ditetapkan dalam Peraturan Menteri Negara Perempuan Pemberdayaan dan Perlindungan Anak Nomor 5 Tahun 2010. Pengumpulan data pada penelitian ini dilakukan dengan studi kepustakaan dan studi lapangan berupa observasi, wawancara dan dokumentasi. Masalah yang ditemukan diantaranya masih kurangnya anggaran untuk fasilitas di P2TP2A Kabupaten Garut, kurangnya tenaga kerja psikologi profesional dan anak korban yang bersikap tidak kooperatif saat proses wawancara. Hasil penelitian pelayanan Pendampingan Anak Korban Kekerasan Seksual di P2TP2A Garut pada implementasinya sudah berjalan cukup baik sesuai empat indikator pelayanan pendampingan yang prima, yaitu adanya pihak pemberi layanan, pihak penerima layanan, jenis layanan dan kepuasan pelanggan. Kinerja pegawai belum optimal karena budaya organisasi yang belum optimal dan efektivitas pelaksanaan program pengembangan desa wisata yang belum optimal. Tujuan dari penelitian ini adalah untuk menganalisis pengaruh budaya organisasi terhadap kinerja pegawai dalam rangka mewujudkan efektivitas pelaksanaan program pengembangan desa wisata. Metode survei yang digunakan dalam survei ini adalah metode analisis deskriptif dengan menggunakan metode survei, wawancara, observasi dan survei dokumenter. Teknik analisis data yang digunakan untuk menjawab hipotesis penelitian ini adalah statistika dengan menggunakan model analisis jalur. Populasi dan responden dalam survei ini adalah pegawai Dinas Pariwisata dan Kebudayaan Kabupaten Garth yang bekerja minimal selama lima tahun terakhir, dengan metode sampling jenuh sebanyak 40 responden. Hasil pengujian hipotesis utama menunjukan nilai Fhitung lebih besar dari Ftabel 14,0896 > 2,0281. Dari nilai tersebut diperoleh keputusan bahwa H0 ditolak dan H1 diterima, artinya variabel budaya organisasi (X) berpengaruh terhadap variabel kenerja pegawai (Y) dan variabel efektivitas pencapaian program pengemabangan desa wisata (Z). Metode penelitian yang digunakan adalah metode deskriftif. Responden dalam penelitian ini adalah sebanyak 100 responden yang diambil sampel berdasarkan menggunakan teknik sampel jenuh (sensus). Teknik analisis data untuk menjawab hipotesis penelitian adalah analisis statistic dengan model path analysis menggunakan Ms.excel. Pengujian terhadap hipotesis utama menunjukan nilai F-hitung lebih kecil dari nilai F-tabel yaitu F-hitung = 10,9651> F-tabel = 1,5695. diperoleh nilai t-hitung lebih kecil dari nilai t-tabel yaitu t-hitung = 4,2518> t-tabel = 1,6600. Dari nilai tersebut diperoleh keputusan Ho ditolak, sehingga variabel Pelaksanaan Kebijakan Pembinaan Organisasi masyarakat berpengaruh positif dan signifikan terhadap manajemen pembinaan organisasi masyarakat dalam mewujudkan efektivitas pencapaian program pembinaan organisasi masyarakat di Badan Kesatuan Bangsa dan Politik Kabupaten Garut, dengan besaran nilai Koefisien Determinasi (R2 YZX) sebesar = 0,6046. Nilai tersebut diartikan bahwa Pelaksanaan kebijakan pembinaan Ormas berpengaruh signifikan terhadap Manajemen Pembinaan Ormas untuk mewujudkan efektivitas Pencapaian Program Pembinaan Ormas sebesar 60,46%, sedangkan sisanya sebesar 39,54% (Epsilon) dipengaruhi oleh variabel lain di luar variabel Pelaksanaan Kebijakan Pembinaan Organisasi masyarakat yang tidak dimasukkan ke dalam model. Melalui Dinas Pendidikan dan Kebudayaan Kabupaten Wajo telah menggelar Pembelajaran Tatap Muka mulai tanggal 6 September 2021. Hal ini berdasarkan Surat Edaran Bupati Wajo, untuk melaksanakan pembelajaran tatap muka di sejumlah sekolah yang telah memenuhi syarat. \u0000Berdasarkan Verifikasi sesuai hasil pengecekan dari satgas Covid-19. Pada kenyataannya Dikbud Kabupaten Wajo dapat dengan cepat terkonfirmasi pada objek sasaran kebijakan dengan baik, sumberdaya pelaksana kebijakan memanfaatkan kewenangan, sarana dan prasarana termasuk penganggaran dalam membantu masyarakat memperoleh hak dasar dengan praktek pembelajaran dan pelayanan kesehatan. Melalui disposisi, pelibatan seluruh birokrat struktural dan fungsional serta stakeholder telah berjalan secara kondusif. Kebijakan ini tidak terlepas dari mekanisme dan prosedur dalam struktural birokrasi yang pada dasarnya menginginkan Kebijakan PembelajaranTatap Muka untuk bersama-sama agar dilaksanakan secara maksimal. The false eyelash industry has become one of the mainstays of the economy in Purbalingga Regency, absorbing tens of thousands of workers. In early 2019 the false eyelash industry in Purbalingga District experienced a decline of up to 50% due to competition with China which resulted in many workers being laid off and losing their jobs. To overcome this problem requires a role that involves many stakeholders. The purpose of this study was to determine how the roles of stakeholders are involved and analyze stakeholders based on their power and interests in an effort to maintain the false eyelash industry in Purbalingga Regency. The roles played by stakeholders include policy creators, coordinators, facilitators, implementers and accelerators. This study used a qualitative descriptive method with data collection methods using interviews and documentation. The results showed that in carrying out strategies that include financial strengthening, marketing development, and labor protection, not all role models were carried out by the involved stakeholders. Variabel bebas penelitian ini terdiri dari dua yakni : kinerja guru yang sudah disertifikasi (X1) dan kinerja guru yang belum disertifikasi (X2). Guru yang telah memperoleh sertifikasi sebanyak 57 orang merupakan populasi dari penelitian ini dan guru yang belum disertifikasi sebanyak 66 orang. Sedangkan jumlah sampel penelitian ini sebanyak 36 orang guru yang sudah disertifikasi dan 40 orang guru yang belum disertifikasi. Pengumpulan data dilakukan dengan teknik kuesioner, wawancara, dokumentasi dan pengamatan. Instrumen penelitian yang digunakan diuji coba terlebih dahulu untuk mengukur tingkat validitas dan reliabilitas. Analisis data penelitian menggunakan analisis statistic deskriptif dan inferensial. \u0000Hasil penelitian menunjukkan bahwa : kinerja guru yang sudah disertifikasi berada dalam kategori baik dimana diperoleh skor 67% (kategori baik), sedangkan kinerja guru yang belum disertifikasi berada dalam kategori cukup baik dimana diperoleh skor 60% (kategori cukup baik). Hasil pengujian hipotesis diperoleh nilai sebesar 9,86 lebih besar dari = 1,67 pada taraf signifikan = 0,05 dengan derajat bebas 74, karena nilai > maka hipotesis ditolak yang berarti hipotesis diterima. Hal ini berimplikasi pada lahirnya akselerasi pembelajaran berbasis digital, termasuk yang dilakukan di Pusat Pengembangan Sumber Daya Manusia (PPSDM) Badan Narkotika Nasional (BNN). Tujuan dari penelitian adalah menganalisis pelaksanaan akselerasi pembelajaran berbasis digital yang telah dilaksanakan di PPSDM BNN dalam meningkatkan kompetensi selama pandemi dan memberikan pertimbangan serta evaluasi bagi para pemangku kepentingan bidang pengembangan kompetensi SDM di BNN dalam hal akselerasi pembelajaran berbasis digital terutama di masa pandemi. Penelitian ini memilih metode kualitatif deskriptif meliputi kepustakaan yang bertumpu pada pengkajian data-data sekunder dari berbagai sumber kepustakaan yang terkait dengan masalah penelitian serta wawancara mendalam sebagai alat pengumpul data atau pilihan yang dilakukan kepada informan yang ada di lokus penelitian. Digital learning yang dikembangkan di PPSDM BNN dilakukan dalam rangka mendukung mendukung kinerja organisasi BNN. Penerapan teknologi pembelajaran dimasa pandemi covid-19 yang berorientasi kepada optimalisasi penggunaan teknologi informasi komunikasi berbasis digital telah menghadirkan akselerasi pembelajaran yang memaksimalkan kompetensi pegawai baik hardware, software dan brainware. \u0000Kata kunci: akselerasi, digital, kompetensi, pembelajaran \u0000 \u0000Abstract \u0000The Covid-19 pandemic that hit Indonesia and the world at the beginning of 2020 has changed almost all of life. This has implications for the birth of accelerated digital-based learning, including that carried out at the Human Resources Development Center (PPSDM) of the National Narcotics Agency (BNN). The purpose of the research is to analyze the implementation of digital-based learning acceleration that has been carried out at BNN's PPSDM in improving competence during the pandemic and to provide considerations and evaluations for stakeholders in the field of HR competency development at BNN in terms of accelerating digital-based learning, especially during the pandemic. This study chose a descriptive qualitative method covering literature that relies on the study of secondary data from various literature sources related to research problems and in-depth interviews as a data collection tool or choices made to informants at the research locus. Digital learning developed at PPSDM BNN is carried out in order to support the performance of the BNN organization.
