Analisis Stakeholder Dalam Upaya Mempertahankan Industri Bulu Mata Palsu Guna Mengantisipasi Pengangguran di Kabupaten Purbalingga

Abstract

Purbalingga Regency is the largest false eyelash producing industrial district in Indonesia and even the world. The false eyelash industry has become one of the mainstays of the economy in Purbalingga Regency, absorbing tens of thousands of workers. In early 2019 the false eyelash industry in Purbalingga District experienced a decline of up to 50% due to competition with China which resulted in many workers being laid off and losing their jobs. To overcome this problem requires a role that involves many stakeholders. The purpose of this study was to determine how the roles of stakeholders are involved and analyze stakeholders based on their power and interests in an effort to maintain the false eyelash industry in Purbalingga Regency. The roles played by stakeholders include policy creators, coordinators, facilitators, implementers and accelerators. This study used a qualitative descriptive method with data collection methods using interviews and documentation. The results showed that in carrying out strategies that include financial strengthening, marketing development, and labor protection, not all role models were carried out by the involved stakeholders. The mapping of stakeholders based on interests and influence shows the company as a key player of all the strategies implemented, stakeholders from the government side have low influence even though they have high interests, this results in no policies issued specifically to deal with this problem so that the workforce is still many have lost their jobs.
