{"title":"MEMAHAMI FAKSIONALISME SEBAGAI UNSUR INHEREN BAGI DINAMIKA PARTAI POLITIK","authors":"Aprilianto Satria Pratama","doi":"10.24198/jwp.v6i2.34416","DOIUrl":"https://doi.org/10.24198/jwp.v6i2.34416","url":null,"abstract":"Tidak diundangnya Ganjar Pranowo ke acara resmi Partai Demokrasi Indonesia Perjuangan (PDIP) di Semarang, Jawa Tengah (Jateng), pada 22 Mei 2021 dan ilegalitas penyelenggaraan Kongres Luar Biasa Partai Demokrat di Deli Serdang (KLB-DS), Sumatera Utara, pada 5 Maret 2021 semakin mengukuhkan peran faksionalisme sebagai unit analisis yang inheren bagi kajian partai politik dan elektoral. Dengan mengajukan ‘bagaimana faksionalisme muncul dan mempengaruhi partai politik’ sebagai rumusan masalah, penelitian ini berupaya untuk menunjukkan proses kemunculan, cara kerja sekaligus konsekuensi-konsekuensi faksionalisme bagi partai politik. Penelitian ini meminjam kerangka berpikir V.O. Junior-Zariski dan metode penelitian studi kasus dengan literature review sebagai teknik pengambilan data dominan untuk mengungkap realitas yang terjadi. Penelitian ini lantas sampai pada beberapa temuan. Pertama, bahwa faksionalisme bisa diproduksi oleh aktor-aktor internal dan eksternal, meski awal mula konflik akan selalu berasal dari sumber internal. Kedua, meski faksionalisme lekat dengan nuansa konfliktual yang merugikan, namun demikian, ternyata faksionalisme juga memproduksi keuntungan. Pada setiap pergelaran pemilihan umum, kandidat-kandidat yang termasuk sebagai bagian dari mayoritas, cenderung lebih berpotensi untuk memenangkan kontestasi dibandingkan kandidat-kandidat minoritas. Kendati demikian, hal ini tidak berarti bahwa minoritas akan kalah pada saat pergelaran pemilu, tergantung dari strategi yang dipakai oleh kandidat. Penelitian ini bertujuan untuk menjelaskan tentang strategi politik Schroderian yang dibingkai dalam praktik sosial ala Bourdieusian pada diri Andrei Angouw yang beragama Khonghucu. Metode penelitian kualitatif-studi pustaka menjadi dipilih dalam penelitian ini. Hasil penelitian menjelaskan bahwa keuntungan Andrei dalam membangun modalitas politik (anggota dan ketua DPRD Sulawesi Utara), sosial (merakyat dan transformasi modal politik), ekonomi (pengusaha, Direktur PT. Media di Indonesia memberitakan konflik Israel-Palestina sebagai berita utama seiring warga yang melakukan pergerakan sosial dalam membantu korban konflik. Gerakan dukungan terhadap warga Palestina juga dilakukan secara politis oleh oleh kepala daerah, politisi Dewan Perwakilan Rakyat-DPR dan Presiden Republik Indonesia, Joko Widodo yang menunjukkan kebijakan politik internasional Indonesia. Pemerintah, politisi dan organisasi masyarakat tampil di media dalam menunjukkan dukungan mereka terhadap kedaulatan Palestina. Namun, terdapat masyarakat Indonesia yang juga mendukung Israel. Penelitian ini bertujuan untuk menginvestigasi objektifitas media di Indonesia dalam memberitakan konflik Israel-Palestina. Studi ini mengadopsi konsep objektifitas media terhadap berita dari tiga media siber di Indonesia yaitu okezone.com, detik.com, dan kompas.com. Metode yang diterapkan adalah penelitian analisis konten kuantitatif terhadap berita yang dipublikasikan tiga media siber nasional Indonesia tersebut selama bulan Mei-Juni 2021. Terdapat 225 sample berita yang didapat secara acak dari 675 berita yang terkumpul. Uji validitas dan reliabilitas intercoder menunjukkan hasil memuaskan dengan rata-rata nilai Cronbach Alpha 0.875. Hasil penelitian ini menunjukkan bahwa tiga media siber Indonesia yang diteliti aktif memberitakan konflik Israel-Palestina dengan frekuensi berita yang tinggi. Ketiga media mengikuti objektifitas berdasarkan kepentingan publik yang sejalan dengan objektifitas pemerintah, dan media. Hak politik elektoral sebagian Suku Anak Dalam Sub-etnis Orang Rimba pada Pemilihan Umum Tahun 2019 di Kabupaten Batanghari tidak terpenuhi. Tulisan ini mengungkap bagaimana strategi komisi pemilihan umum (KPU) Batanghari dalam mengupayakan terpenuhinya hak politik elektoral Orang Rimba pada Pemilihan Umum Tahun 2019. Metode penelitian yang digunakan adalah kualitatif berupa studi kasus tipe ekstrim terbanyak. Data dikumpulkan dengan menyelenggarakan focus group discussion, wawancara mendalam, dan dokumentasi. Data dianalisis menggunakan matrik peranan dalam kelompok. Penelitian ini menghasilkan tiga temuan, yaitu: pertama, Dinas Kependudukan dan Catatan Sipil (Disdukcapil) tidak dapat memberikan identitas kependudukan berupa kartu tanda penduduk elektronik (KTP-el) dan Kartu Keluarga kepada Orang Rimba karena domisili selalu berpindah-pindah. The interesting thing that is still hitherto controversial is the limitation of presidential term of office for no more than two periods. Our review of various literatures illustrates that there is no standard exemplar to limit or not to limit the period that must be applied in a country that adheres to presidentialism. Furthermore, if it is associated with democracy, the limitation of presidential period will cause contradiction especially with president’s accountability in which the president is directly elected by the people. Based on this, we conducted a study using qualitative method with historiography approach that aims at knowing how the periodisation of presidential term of office in Indonesia viewed from a democratic perspective. This article argues that the model of presidential period limitation for at maximum two periods must be carried out by adding the length of service to more than five years and requiring an interlude between the first and the second period. Bangka Belitung were an area that is moving shifted from the main plantation and mining sectors to the tourism sector. The local government and various local communities are actively encouraging the improvement of this alternative economy to become a new source of income. Critical questions related to what is the true economic dimension from the perspective of tourism business actors and government intervention are very interesting to be elaborated. This study focuses on what the reasons of tourism actors are involved, particularly small enterprises and managers of tourist areas, and examines how the political economy dimension in making political decisions in ecotourism development regulated by local governments. Applying a descriptive qualitative study, this study found that ecotourism traders and managers see a bright prospects in the tourism industry development. As a result, local governments have not enhanced an optimal role the function as motivator, facilitator and dynamisator. Beloning three aspects, local governments are less than optimal in providing support for facilities and infrastructure as well as area permits, only optimal in providing capacity building support. This article aims to describe how the Indonesian government has implemented various pandemic control policies based on the indicators of democracy from the Freedom House, which include transparency, freedom of opinion, human rights, and pluralism. This article uses a qualitative method with a descriptive analysis approach, while data collection uses a literature study focusing on various government efforts and responses from civil society regarding pandemic control. The research results reveal that the policy does not pay attention to the transparency of state budget allocations, including the appointment of goods supplier partners. Threats of doxing against those critical of pandemic control policies interfere with free speech. In the civil society realm, a pandemic’s fear raises the stigma that this virus is identical to the Chinese-ethnic group. Personalisasi politik tidak dikompromikan karena fenomena tersebut berdampak bangunan partai politik ABSTRACT. Political parties are one of the important instruments in building democracy. However, when political parties are demanded to be modern parties that carry out their activities legally and rationally, in the reform era, parties have fallen into various problems, one of which is the problem of personalizing political parties. By using qualitative explanatory methods that try to the phenomenon of political personalization in the Indonesian Democratic Party of Struggle, the Gerindra Party, and the Nasdem Party, it is known that factors caused the party personification are the charisma of certain person, patron-client culture, and economic motive. Although some previous studies have stated that personalizing political parties under certain conditions favors parties to maintain party solidity, the study found that these positive impacts were only apparent and short-term impacts. Personalization of political parties cannot be tolerated and compromised because the phenomenon has an impact on the building of political parties that are built from a system of dependence on certain figures who can play a holistic role for their parties.
