{"title":"Strategy for the Development of Librarianship in Russia: Variety of Experiences and Ideas","authors":"E. The main topic of the Meeting is “Strategy for the Development of Librarianship in the Russian Federation up to 2030. Implementation Mechanisms”. Organizers are the Ministry of Culture of the Russian Federation, the Russian State Library (RSL) and the National Library of Russia (NLR). 169 people from 34 regions of the Russian Federation took part in the meeting, held at the RSL; 5320 connections were recorded during the broadcasts. Special attention was focused on the following areas: launch of the federal departmental and regional projects to solve the key problems of libraries’ activities; development of the library holdings of Russia; digitalization of libraries. Within the framework of the meeting, the plenary session took place; the winners of three All-Russian competitions were awarded (“Libraries. PROmotion”, “Library Analytics”, as well as scientific works on library science, bibliography and book studies). Two sections worked (“Federal, departmental and regional projects, modernization of the countryʼs library system” and “Development of the library holdings”), and the conference “Russian Electronic Knowledge Space” was conducted. Following the results of the Meeting, proposals were formulated to help solve a number of problems facing modern libraries. The author notes the desire of the participants to cooperate in line with the unified library policy. The successful implementation of the “Strategy for the Development of Librarianship in the Russian Federation up to 2030” requires coordinated efforts of the governing bodies in the field of culture and libraries at all levels, primarily federal and central regional libraries. {"title":"Naming of Libraries: Terminological Aspects","authors":"Aleksei D. The concepts “onomastics”, “nomination”, “brand”, “branding”, “naming”, “brand-naming” are used in the marketing of library and information activities in Russia and abroad. The author notes that in the specialized literature in the USA, the problem of naming the library-information sphere is not covered in detail, and often gives way to general branding issues. The paper concludes that the special interest in the name of domestic libraries is a cultural phenomenon emanating from the value-historical context of Russia. The author stresses the relevance of this article because the naming becomes one of the most important elements of marketing strategy of organization. The increased research interest in this topic demonstrates the problem of terminological disunity. In this regard, generalization of library names (personalized, conceptual and toponymic) is substantiated, as well as the use of the term “naming” as the universal and most correct designation of activities for the creation and functioning of an effective name of an organization, product or service. Libraries bearing the names of famous writers and other famous representatives of culture and art have personalized names. The conceptual version of the name is associated with the reflection of the priority direction of the activity of the cultural institution, as well as with associative names, the basis of which is a special image. Toponymic names characterize the relationship with the territory where the library is located. Due to the active increase of libraries that have conceptual or toponymic names, the question arises about the correct terminological generalization of cultural institutions that do not have numbered designations. The author concludes that the terminological aspects of naming will be the subject of further discussions in the professional library community, because the well-established term “named library” is currently perceived as a cultural institution with a personalized name. {"title":"Rural Libraries of Chuvashia are Keepers of the Language and Ethnic Culture of the People","authors":"Tikhon S. Traditional forms of native language development, cognition and direct communication include reading, writing, oral counting, live communication at home and in social events, as well as collective forms of leisure. Both urban and rural residents began to turn to books and periodicals less often that naturally led to narrowing of the vocabulary, the general outlook of people, as well as to the decrease in their cultural level and loss of ethnic identity. As sociological studies show, there is decrease in interest in the book in general and in the library in particular. This tendency is clearly manifested in the attitude to the printed word in the Chuvash language. Rural libraries, being the leading institutions in the socio-cultural centre of rural settlement and promoting books and reading to the masses, are the fighters for the purity of their native language, for the preservation of age-old traditions and, in general, the ethnoculture of the people. The paper shows the forms of cultural and educational activities of rural libraries of Chuvashia at various stages of modern history. Special attention is paid to the development of the network and the deepening of the content of their educational and social mobilization work in direct connection with collective farm construction. The author notes with regret that due to the collapse of the USSR (1991), the destruction of collective farms, the growth of unemployment, the departure of able-bodied men to find work elsewhere, there was a sharp discrepancy in the income level of the majority of villagers. Market relations have led to the expansion of paid services, including education and culture. In such conditions, libraries with free access to their book collections have become the only centres of rural culture. Instead of the traditional “place of lending books”, they have turned into publicly accessible socio-cultural centres of the village, into keepers of the language and ethnoculture of the people. Computer technologies and Internet access attract readers to rural libraries, which have again proved to be in demand. In 2016, the Federal Law № 77-FZ of 29.12.1994 “On the Legal Deposit Copy of Documents” was supplemented, among other things, by the regulation on the legal deposit of printed publications in electronic form. Taking into account the Russian legislation, the Interparliamentary Assembly of the CIS Member States adopted in November 2021 Recommendations on establishing common approaches to the submitting of legal deposit of printed publication in electronic form in the CIS member States. Our country has accumulated the experience of implementing the amendments and additions adopted in 2016. On the one hand, the users who have access to the collections of the Russian State Library (RSL) have the opportunity to work with documents that have been received by the RSL from a number of publishers and other copyright holders and placed in the National Digital Library. On the other hand, many Russian document producers still do not send legal deposit copies of their printed publications in electronic form to the RSL, citing the fear that users may resort to illegal copying of electronic files.The author discloses the actions aimed at ensuring the rights and interests of both library users and copyright holders. The Government of the Russian Federation has submitted to the State Duma of the Federal Assembly of the Russian Federation the Draft Law on the abolition of the existing procedure obliging document producers to deliver the legal deposit of printed publication in electronic form to both the RSL and the Russian Book Chamber. The sources for this study were collections of archival documents, monographs, publications in periodicals and serials, conference materials and Internet resources, official documents, including regulatory documents. The author considers evolution of library education taking into account the principle of linking its development and theory and practice of librarianship with the socio-political and economic life of the country. The paper identifies socio-economic conditions and state policy in the field of library construction as the main factors determining the directions and specifics of transformation of the library education system. Much attention is paid to the work of higher educational institutions and their role in the formation of personnel potential of the library sector of the Republic of Kazakhstan. The author characterizes the system of advanced training of librarians, developed in the republic in the second half of the 20th century, and describes its goals, objectives, structure and the main ways and forms of advanced training. The paper presents the historical facts reflecting the achievements and problems in the field of staffing of libraries of the republic. The modern stage is distinguished by the rapid pace of development of science and technology, the increase in the volume of information produced and consumed by people, and raised requirements for the quality of qualification of library and information specialists. Currently, the number of state educational grants has increased in the country; libraries maintain link between science, education and practical activities; the decision has been made to develop the Concept for the development of librarianship in the Republic of Kazakhstan. It is the panegyrical poem printed on silk in Hamburg in 1715 by order of Russian resident J.F. Böttiger. The poem is devoted to the two events of the end of 1715: namely, the births of the Tsar’s grandson Petr Alexeevich (the future Peter II) and the younger son Petr Petrovich. The anonymous author’s rejoicing is accompanied by praise of the infants’ mothers and especially the Tsarina Catherine I. Both the contents and the physical execution of the copy provide reasons to classify it as presentational copy intended for the Tsar or member of his family.Earlier, only one copy of the edition was known. It is kept in the Duke Augustus Library in Wolfenbüttel and has been briefly described by M.I. Fundaminski in his review article on Böttiger’s publishing activities. In this article, the author provides a detailed description of the RGADA’s copy, as well as the analysis of its textual content and the circumstances of its creation. The author makes conclusions about Böttiger’s private initiative to publish the panegyric and the reasons for destroying the most part of the print run (which probably included copies on plain paper). Firsov to the development of librarianship and library science. V.R. Firsov formed and continues to develop the new direction in library science — regulatory support for the activities of libraries; he is one of the main creators of the existing regulatory framework for the development of libraries in Russia. V.R. Firsov took an active part in the development of the most important legislative acts related to the library sphere: Federal Law of December 29, 1994 No. 78-FZ “On Librarianship”, the Concept of Part II of the “Model Library Code of the CIS Countries”, the Model Law “On Public Library”.Under the leadership of V.R. Firsov, the Russian Library Association (RLA) adopted many legal documents, including “Priorities for the Development of the Russian Library Association for 2011—2015”, “Code of Professional Ethics of the Russian Librarian”, “All-Russian Program for Preservation of Library Collections. The Second Stage: 2011—2020”, “Model Standard for Public Library Activity”, “Model Standard for the Activity of Special Library for the Blind of the Subjects of the Russian Federation”, “Guidelines for Public Libraries of Russia on Services for Young Adults”, etc.V.R. Firsov is the main developer and author-compiler of documents defining the status and development of the National Library of Russia (NLR): the Charter of the National Library of Russia, the Strategy for the Development of the National Library of Russia for the period up to 2020, the Concept for the Development of the National Library of Russia for 2018—2025. Thanks to his efforts, the role of the NLR as scientific and methodological centre of Russian libraries and modern scientific institution has increased; there have been created conditions for the development of the NLR as institution of additional professional education.V.R. Firsov is the author of more than 400 scientific publications (monographs, reference books, articles in the leading professional periodicals); a number of his collections on international acts in the field of librarianship, cultural policy in Europe and reading problems have been published. He took part in the creation of the “Library Encyclopaedia” (2007). V.R. The main purpose of its holding is the development of science and technology in our country. Support and improvement of the effectiveness of scientific research are directly related to libraries — scientific-research institutions. Within the framework of the Year of Science and Technology, the Ministry of Culture of the Russian Federation resumed the All-Russian competition of scientific works in the area of library science, bibliography and book studies, which took place in 1978—2014. The competition has established itself as one of the most effective methods of evaluating and encouraging the results of research work in librarianship. In 2021, it was organized and conducted by the National Library of Russia and the Russian State Library. On November 18, 2021, within the framework of the Annual Meeting of the Heads of federal and central regional libraries of Russia, the solemn awarding of the winners took place.In 2021, the jury of the competition considered 105 works (42 — in library science, 17 — in bibliography, 22 — in book studies, 24 works related to other categories). 150 authors from 41 subjects of the Russian Federation presented their works.The article presents in tabular form the winners in six nominations (“Best scientific work in the field of library science”; “Best scientific work in the field of bibliography science”; “Best scientific work in the field of book studies”; “Best scientific multimedia project”; “Best scientific work of regional libraries”; “Best scientific work of young specialist under the age of 35”). The article also presents the winners in additional nominations established by national libraries.The competition has shown significant scientific-research potential; and the materials presented are of great importance not only for the development of libraries and the branch as a whole, but also largely serve to solve social and humanitarian problems set out in the “Fundamentals of State Cultural Policy”, established by Decree of the President of the Russian Federation No. 808 of December 24, 2014.It is advisable to consider the holding of the All-Russian competition of scientific papers in library science, bibliography and book studies in conjunction with other major scientific events in the library field that took place in 2021: publication of the collective monograph “Scientific research in libraries: topics, organization, presentation of results” and the International scientific and Practical Conference “Library science in the XXI century: content, organization, digitalization and scientometrics”. The model reflects the sequence of actions taken within the subsystems of the library’s marketing policy, focusing on the need to monitor both the use of resources and services and changes in the state of the target audience for a qualitative and quantitative assessment of the implemented promotion strategy. The model also takes into account the need for different promotion strategies, depending both on the lifecycle of the resource or service and its uniqueness, as well as on the attitude of users toward the library as a whole. Modern reality offers the reader a huge amount of digital information. The difficulty, especially for schoolchildren, consists in logical comprehension and critical evaluation of the information received. These qualities directly depend on the skill of semantic reading. The author analyses content of the types of activities in electronic educational resources available of institution of additional education. Comparison of the content of the types of activities offered by electronic manuals and the recommendations of the scientific and pedagogical community on the development of semantic reading skills led to the conclusion that there are practically no types of activities aimed at the development of semantic reading in the electronic educational resources. The author carried out theoretical analysis of the properties of electronic resources that can become factors of its development. The article defines the property of interactivity as a reserve for the development of semantic reading. Interactivity is divided into “managing”, in which no new information is created, except for information about the management itself, and “complementary”, where the new information is created. The “complementary” interactivity is the reserve for the development of semantic reading. For experimental verification of this statement, there has been created the electronic educational resource — the workbook “Questions of the Computer”. The influence of this resource has been studied in the course of classes in additional education programs. The article confirms the assumption about the effectiveness of using the property of “complementary” interactivity for the development of semantic reading skills when working with electronic educational resources.
