The authors provide a short list of agreements between the EU and Kyiv. They list the problems facing Ukraine on the way to accession. The main one is the war with Russia. The unresolved problems listed include the fight against corruption and reforms of the judiciary and economy. The authors note the attitudes of Ukrainians and EU citizens towards Kyiv's accession to the European Union, its achievements, and analyses the synchronisation of legislation with the European one. A brief overview of the EU’s problems, such as the problems caused by the disappearance of Russian energy supplies and the Ukrainian refugee crisis, is given. The article also analyses economic cooperation between the EU and Ukraine. The EU is Ukraine’s main trading partner and its role is increasing. It is the economic basis of European integration. In the modern economy, personal consumption is the most important factor, which largely depends on economic growth and directions of structural restructuring of the national economy. Determining the role of taxes and government spending on the purchasing power of the population plays an important role in increasing income growth and the population's standard of living. It was established that the growth of state payments to the population became one of the factors of increasing disparities between the amount of solvent demand and the level of development of the national economy. The dynamics of state payments to the population significantly exceeded the capabilities of the real sector of the economy. It is emphasized that the formation of a company's financial and economic security strategy begins with a detailed analysis and assessment of the company's financial condition, its current situation, internal and external factors affecting its financial security. The task of forming a strategy for financial and economic security of the enterprise is defined: assessment of financial stability; determination of financial and economic risks and development of risk management mechanisms; financial planning and budgeting; attraction of investments and resources; monitoring and control; staff training and development, communication and cooperation; increasing competitiveness. A significant number of communities do not have the resources to perform new functions, the transfer of certain functions to the local level is not always appropriate, there is a need to consider the possibility of \"recentralization\" of certain powers from the local level to a higher one. The district level of local self-government was almost leveled and it cannot represent the common interests of communities. At the legislative level, there is no clearly defined division of powers between local self-government bodies and executive bodies. Tsynalievska","doi":"10.15276/ej.02.2022.5","DOIUrl":"https://doi.org/10.15276/ej.02.2022.5","url":null,"abstract":"The review established that, despite a significant spread of the concept of territorial cohesion over the past twenty years in numerous documents of the European Commission relating to cohesion policy, the aspect of forming a single generally acceptable definition of the concept remains insufficiently disclosed. Based on the analysis of main conceptual foundations and practical aspects of the cohesion policy implementation in the EU countries, which are mostly disclosed in the documents of the European Commission, it has been established that the concept of territorial cohesion acquires different contents, evolving in response to challenges that arise during the emergence of crisis phenomena, that the EU member states are facing, as follows: the global financial and economic crisis, a migration crisis caused by the military aggression of the Russian Federation in Syria, as well as a crisis caused by the COVID-19 pandemic. In the course of the analysis of the conceptual foundations of the territorial cohesion policy, it was revealed that results of scientific research made by European scientists confirm difficulties of forming a single generally acceptable definition for “territorial cohesion”.
