The reliability concept of the control system includes faultlessness, that is, timely error-free execution of management operations and the process correlation of untimely execution of technological operations is possible. It is believed that in the control system at each moment of time the input elements of the technology are performed independently of each other. Similarly, management operations are also performed independently of each other, and their failure to perform is accidental. Management operations are combined into separate groups of technology elements. It is believed that the errors correction occurs simultaneously with other management operations implementation and the corresponding elements functioning of management technology. The principles of information support of business process dynamic management by collective assessment by a team of insider experts in the conditions of dynamic changes and information uncertainty are developed. Information support of dynamic management is based on the formation of a team of expert insiders who are employees of the enterprise, who know and understand the problems of the enterprise from within and are interested in solving problems of the enterprise. The main stages of collective expert evaluation and its features in the implementation of the concept of \"collective intelligence\" are considered. The main advantages of collective expert evaluation with the involvement of insider experts are shown. The article considers the main definitions of \"value\" according to the theory of labor value and the theory of supply and demand. Analysis of methodological approaches to assessing the value of the enterprise showed that the most recognized cost, revenue and market (comparative) approaches. Approaches to the assessment of the value of the enterprise on the basis of the concept of \"public value of the enterprise\", as well as on the basis of the cost approach, taking into account the hidden assets. The article considers a wide range of methods for estimating the value of enterprises depending on the purpose of its use, the results of the enterprise and the available information about it. The analysis of application of business planning as an element of financing of social projects in the world is carried out. It is proved that business practice requires the search for adaptive tools for financial support of social entrepreneurship by the state. The definition of \"social business planning\" as an element of dialogue between social business and the state is substantiated. It is specified that the state provides financial and economic support, first of all, to projects that have a social effect and are not commercialized.
