{"title":"Integrated SDGs on the Korean Peninsula and Inter-Korean Cooperation","authors":"Yul Kwon","doi":"10.2139/ssrn.3901581","DOIUrl":"https://doi.org/10.2139/ssrn.3901581","url":null,"abstract":"The United Nations adopted the 2030 Agenda for Sustainable Development in 2015 and presented 17 goals and 169 detailed targets to eradicate poverty and achieve sustainable development by 2030. Accordingly, as a member of the United Nations, North Korea also established a new strategic framework for cooperation with the United Nations in 2016 to implement the Sustainable Development Goals (SDGs). This UN Strategic Framework (UNSF) has covered the period 2017-2021 and was co-signed by the UN Country Team (UNCT) led by the Resident Coordinator in DPR Korea. Under the international sanctions leveled against North Korea, it has reflected its strategic focus for implementing SDGs in its five-year national development plan adopted at the seventh party congress held in May 2016, and announced measures to implement the SDGs in major areas such as energy, food and agriculture, drinking water and sanitation, forest restoration and environmental protection. Since the UN has also pushed for voluntary review and sharing of best practices in the regional cooperation, the establishment of SDGs on the Korean Peninsula linking the two Koreas could greatly contribute to enhancing global partnerships. Stranded assets arise due to uncertainty about the future timing of these two types of events and substantial intertemporal and intersectoral investment adjustment costs. Stranding of assets mostly affects the 20 biggest oil, gas, and coal companies who have been responsible for at least one-third of global warming since 1965, but it also affects carbon-intensive industries such as steel, aluminum, cement, plastics, and greenhouse horticulture. A disorderly transition to the carbon-free economy will lead to stranded assets and legal claims. Institutional investors should be aware of these financial risks. This study adopts the Ricardian approach to investigate whether people’s confidence in such local and national organizations is reflected in farmland rents in rural India. By using repeated cross-sectional household and monthly rainfall data, econometric modeling results indicate a positive relationship between farmland rents and a constructed index of confidence in different organizations. Accounting for the potential endogeneity in this index, TSLS results, with a monthly marginal implicit rent (M-MIR) of $13.32 per acre, reveal an even stronger and significant impact. This implies that the M-MIR of farmlands, of people’s confidence in institutional arrangements is equivalent to 83% of the monthly rural poverty line for a five-member household. The instrument selected to address the potential endogeneity in the confidence index is men’s exposure to mass media in the household. Factors controlled for include - households’ participation in community groups, land area, mode of irrigation, seasonal rainfall, village level information on cattle prices, and distance to different amenities. The shared use of infrastructure built by mining companies can spur and support additional mining projects and other economic activities and services to the benefit of surrounding communities and other third-party beneficiaries. From the viewpoint of a mining company, however, such arrangements pose risks to profitability and may, in some instances, benefit competitors. In general, their effects are positive (or non-significant) in both directions. However, none of the existing works control properly for double causality. In this vein, energy governance has a remarkable importance to regulate energy use, which may favor economic growth through a more efficient use of energy in the production process. For a set of 32 OECD countries, we construct an energy efficiency governance index for the 2000-2015 period, which is used as an external instrument to characterize the effect of energy consumption on income growth. We find that the index only affects income growth through its impact on energy consumption growth. The estimated elasticity between (energy-governance-driven) energy consumption and income growth is close to unity, which almost double the elasticity commonly found in the literature and triple the one estimated under OLS fixed effects. For the other side of causality, we use the previous estimations to construct an adjusted GDP growth series, where the response of economic activity to energy consumption growth (driven by energy governance) is ruled-out. We obtain a large negative elasticity (about -3.0), which is of opposite sign to our OLS fixed effects estimates and to the usual finding in the literature. For yam, a crop with high prevalence of bargaining between traders and farmers, the intervention leads to a 9% increase in the prices received by farmers in the treatment group and to substantial indirect benefits for control group farmers with strong marketing ties to the treated group. As these control farmers do not gain price information, we speculate that the spillovers might be driven by bargaining spillovers, and capture this intuition in a formal model. The intervention has no impact on other crops grown in the area, which are characterized by different market structure and lower incidence of bargaining. The S-estimation method of the robust least squares estimator was employed for analysis of annual time series data spanning the period from 1990 to 2017. The study finds that energy poverty adversely affects the nation’s economic development, implying that improved access to electricity is development-enhancing. Domestic investment and labour force are also found to be crucial development factors in the country. However, FDI inflows, trade openness and currency depreciation are found to have adversely affected the development of the nation’s economy, highlighting the (low) extent of preparedness of the country for the vagaries of globalization. (2017), and test the empirical relationship between environmental regulation and corporate financial performance using a fixed effects model. We find that: First, the Porter hypothesis per se is not supported in China’s manufacturing sector, and environmental regulation often lowers manufacturing enterprises’ financial performance. Second, property rights protection has a positive impact on corporate financial performance, and a good property rights environment can mitigate the negative impact of environmental regulation on corporate financial performance by inducing corporate innovations. Third, property rights protection exhibits differential extent of its moderating effect on the relationship between environmental regulation and enterprise performance across different types of enterprises in terms of their ownership natures and the regional economic development level of their geographic locations. All of our main results survive several robustness checks that we performed.
