Therefore the writer develops a multicultural-based management (MBM) which can accomodate the diversity of the school community. Seven schools have implemented SBM but its functions have not been concern with the diversity of the school community.The formulation of the problems are : 1. how is SBM implemented in senior high schools in the former Pati residency? 2. how is SBM developed into a MBM model in senior high school? This research employed research and development method. Preliminary research applied a qualitative approach that yielded factual picture. The development began with the design of the model validated by experts and produced the model I, then it was brought to Focus Group Discussion and produced Model II which described MBM of senior high school. It is concluded that the development of the school management is a must in order to achieve school goals and it is suggested that 1. Multicultural-based management should be appointed as a national policy in order to achieve a diverse society in schools, 2. This research is a qualitative research. This research contains of three sub researches. The comic media that is implemented is an educational comic media. The comic media is implemented in CTL with talking stick variation, Pjbl model with bamboo dancing variation, and CTL model with snowball throwing variation . Comic media developed adapted to the learning model used. Because the learning model used is different, the mathematics learning syntax of the three sub researches is also different. The three sub researches obtaining the same result. Comic media can help in improving the quality of mathematics learning in elementary school even though implemented with different learning model. Penelitian ini menggunakan rancangan penelitian tindakan kelas (PTK)yang terdiri atas dua siklus. Subjek penelitian ini adalah guru dan siswa kelas V SDN I WonorejoDemak yang berjumlah 29 siswa. Data hasil penelitian ini diperoleh melalui aktivitas guru,aktivitas siswa dan tes. Teknik analisis data yang digunakan adalah teknik analisis data deskriptifkualitatif dan kuantitatif. Hasil penelitian menunjukkan bahwa aktivitas guru pada siklus I sebesar60%, sedangkan pada siklus II skor aktivitas guru meningkat menjadi 80%. Aktivitas siswa padasiklus I sebesar 60%, sedangkan pada siklus II mengalami peningkatan menjadi 97%. CD interaktif ini sebagai penunjang pembelajaranuntuk meningkatkan kemampuan pemecahan masalah siswa SMP. Pengembangan CD interaktifmenggunakan model 4D yang dimodifikasi. Hasil penilaian validator menunjukkan CD interaktifpada kategori sangat baik dengan skor rata-rata 4,23 dari rentang maksimal 5. Uji kepraktisan CDinteraktif ditunjukkan dengan adanya respon positif dari guru dan siswa. Hasil uji efektivitasdiperoleh bahwa CD interaktif efektif dalam meningkatkan kemampuan pemecahan masalah. Halini ditunjukkan dengan rata-rata kemampuan pemecahan masalah siswa yang menggunakan CDinteraktif mencapai ketuntasan individu dan klasikal. Penelitian ini merupakan penelitian tindakan kelas dengan dua silkus tahapan pada setiap siklusnya; penyusunan rencana kegiatan, pemberian tindakan, melakukanobservasi, refleksi. Subjek penelitian adalah semua siswa kelas II. Sebelum perbaikan pembelajarandari 8 siswa hanya 2 siswa yang mencapai ketuntasan belajar atau 25 %, sedangkan 6 siswa atau 75% belum tuntas belajar. Pada perbaikan pembelajaran siklus I, dari 8 siswa terdapat 6 siswa yangmencapai ketuntasan belajar atau 75 %, sedangkan 2 siswa atau 25 % belum tuntas belajar.Pemahaman siswa terhadap materi pembagian bilangan dua angka dari sebelum perbaikan dibanding setelah perbaikan pembelajaran siklus I mengalami peningkatan yang signifikan. Dari 25 % menjadi75 %. Dari hasil evaluasi individu yang diberikan sebelum menggunakan model pembelajaran tipeNHT (Numbered Heads Together) berupa pemanfaatan alat peraga sederhana , hanya ada 2 anak dari8 siswa yang sudah mengerti tentang pembagian bilangan dua angka tersebut, itu artinya hanya 25 %siswa yang mampu dan sisanya sebanyak 6 siswa atau 75 % siswa yang belum mampu. Setelahmelakukan kajian tentang media pembelajaran berupa pemanfaatan alat peraga sederhana tersebut,minat dan hasil belajar siswa meningkat menjadi 7 siswa (87,5%).
