Pada 2013 di Danau Limboto telah dilakukan program pengerukan dan tanah hasil pengerukan dijadikan tanggul penahan air mengelilingi danau. Tulisan ini bertujuan untuk mendapatkan pola pengelolaan perairan Danau Limboto pasca pengerukan. Penelitian perikanan di Danau Limboto telah dilakukan sebelum pengerukan sejak tahun 2006 – 2010 dan sesudah pengerukan pada periode 2014 – 2016. Pelaksanan pengerukan dan pembuatan tanggul di Danau Limboto menyebabkan terjadi perubahan ekologis yang penting yaitu; pendalaman air, tanggul penahan air, habitat lumpur yang terangkat ke atas dan tertutupnya wilayah ruaya ikan yang bermigrasi.Limboto Lake in Gorontalo Province belongs a critical lake caused by sedimentation, eutrophication and water hyacinth ). The dredging program had been initiated at Limboto lake since 2013 and dredged soil has been used as water-retaining embankments around the lake. This paper aim was to derive the management pattern of Limboto lake waters after dredging. Fisheries research was conducted at Limboto lake during before dredging during 2006 - 2010 and after dredging program. During 2014 – 2016. Sumber pencemar berasal dari sisa pakan yang terbuang, tak tercerna dan sisa metabolisme ikan. Pakan ikan mengandung fosfor, apabila terbuang dan terdekomposisi di perairan dapat menyebabkan eutrofikasi. Perlu menciptakansuatu teknologi budidaya ikan di perairan terbuka yang mampu menekan terbuangnya sisa pakan langsung ke perairan umum. Salah satu sistem budidaya yang dapat dikembangkan adalah dengan budidaya ikan dalam karamba jaring apung “Smart” yaitu KJA Sistem Manajemen Air dengan Resirkulasi dan Tanaman yang merupakan sistem akuaponik yang dimodifikasi dan diterapkan di perairan terbuka. Tujuan penulisan ini adalah untuk  memberikan informasi terkait dengan pengelolaan kualitas air melalui penerapan budidaya ikan dalam karamba jaring apung Smart. Data dan informasi diperoleh melalui kegiatan eksperimental maupun hasil penelitian terdahulu. Berdasarkan data dan informasi yang diperoleh,sistem KJA Smart mempunyai konstruksi semi tertutup sehingga sisa pakan dan eksresi ikan akan tertampung dan terendapkan di dasar kolam. Terdapat proses penyedotan sisa pakan kemudian pengaliran ke tanaman akuaponik dan pengembalian air ke kolam. Peran itu telah ditunjukkan melalui berbagai regulasi dan kelembagaan (asosiasi lobster) di Amerika Utara, Australia dan Uni Eropa. Di Indonesia asosiasi atau organisasi yang demikian belum ada. Keberadaan Permen KP No. 56/ 2016, merupakan kontruksi sosial yang penting untuk merintis pengembangan bisnis lobster Indonesia yang berkelanjutan. Tulisan ini mempelajari fenomena kontruksi sosial dari jaringan sosial bisnis lobster pada berbagai kawasan di Indonesia. Bahan tulisan ini, diperoleh dari studi pustaka, hasil survey di Simeulue tahun 2015 – 2016 dan wawancara narasumber yang terkait langsung dengan bisnis lobster pada bulan Juli 2017. Hasil analisis menunjukkan kebijakan terobosan harus dilakukan dalam mengembangkan bisnis lobster di Indonesia dengan membentuk kelembagaan Asosiasi Lobster Indonesia (ALI) atau Konsorsium Lobster Indonesia (KLI). ALI atau KLI berperan tidak hanya untuk berdagang, tetapi membantu pemerintah menjaga stok lobster dan mempromosikan teknik penangkapan/budidaya lobster, serta merancang kebijakan untuk mempengaruhi pasar global.Social construction of lobster business is a social phenomenon to maintain the sustainability of lobster business. The role has been showed by many regulation and institution (lobster associations) in North America, Australia and European Union. Such associations have not been established in Indonesia. The Ministerial Decree of Fisheries & Marine Affair No. 56/2016 is an important social construction as a pioneer to develop sustainable lobster business only in Indonesia. This paper studied the phenomenon of social construction from lobster business network in many areas in Indonesia. The source of data and information were obtained from literature study, survey in Simeulue from 2015-2016, and interview with sources directly related with lobster business in July 2017. Result analysis showed that an innovation in Indonesian lobster business policy should be made by creating Indonesian Lobster Association (ILA) or Indonesian Lobster Consotium (KLI). Mahkamah Agung telah memberlakukan Peraturan Mahkamah Agung (PERMA) Nomor 13 Tahun 2016 yang mengatur tata cara penanganan perkara tindak pidana oleh korporasi. Kajian dilakukan untuk mendalami urgensi pemidanaan korporasi pelaku tindak pidana perikanan menggunakan PERMA Nomor 13 Tahun 2016. Metode penelitian hukum normatif digunakan untuk keperluan tersebut, dengan menggunakan analsis yuridis kualitatif. Hasil kajian menunjukkan bahwa PERMA Nomor 13 Tahun 2016 dapat diberlakukan dalam rangka mengisi kekosongan hukum acara pidana korporasi dalam UU Perikanan.Indonesian Fisheries Laws are not explicitly mention about the corporation responsibilities so that it is difficult for the Court to convict the related and responsible corporations. The Supreme Court has already launched the Supreme Court Regulation No. 13/2016 that systematically legalize the way to deal with any felonies and crimes conducted by corporation. This study was then directed toward identifying to what extend this Supreme Court Regulation could appropriately be applied in dealing with crimes by fisheries corporations. Normative Law research method was applied for this purposes. By implementing Qualitative judicial analysis. Salah satunya melalui pengembangan kelembagaan pengelola di Ohoi Evu, Kecamatan Hoat Sorbay. Inisiatif pengembangan model pengelolaan perikanan kepiting berbasis masyarakat dimulai dengan pembentukan kelompok nelayan Sinar Abadi. Kajian bertujuan menilai dinamika, status dan perkembangan kelembagaan di masyarakat dalam mendukung pengelolaan perikanan kepiting secara berkelanjutan. Dinamika kelembagaan dianalisis melalui penilaian domain kelembagaan dalam Ecosystem Approach to Fisheries Management (EAFM) dan pendekatan flag model. Status dan perkembangan kelembagaan dianalisis dengan pendekatan Institutional Development Framework (IDF). Penelitian ini menemukan dinamika kelembagaan pengelola perikanan kepiting bakau di Ohoi Evu tergolong dalam kategori sedang. Status kelembagaan cukup baik, berada pada tahap pemantapan dan kebutuhan pengembangan kelembagaan mendesak. Implikasi pengembangannya adalah peningkatan kapasitas kelembagaan dalam pengelolaan perikanan kepiting bertanggungjawab, penetapan dan implementasi Rencana Pengelolaan Perikanan Kepiting, serta penguatan sumberdaya manajemen kelompok dan kemitraan.The management of crab fishery in the Coastal and Small Islands Conservation Area of Kei Kecil Island and the surrounding Waters of Southeast Maluku Regency of Maluku Province has been conducted. One of them is through the development of management institution in Ohoi Evu, Hoat Sorbay Sub-district. The initiative of developing a community-based crab fisheries management model begins with the formation of the Sinar Abadi fishing group. The study aims to assess the dynamics, status and institutional development in the community to supporting the sustainable management of crab fisheries. The institutional dynamics are analyzed through the assessment of institutional domains in the Ecosystem Approach to Fisheries Management (EAFM) and the flag model approach. Institutional status and development are analyzed by Institutional Development Framework (IDF) approach. This research found that the institutional dynamics of crab fishery management in Ohoi Evu belong to medium category. The institutional status is quite good, at the consolidation stage and the urgent institutional development needs. Tujuan dari penelitian ini adalah menganalisis kontribusi rantai nilai perikanan tuna terhadap daya saing industri perikanan tuna di Kabupaten Cilacap. Penelitian dilaksanakan pasa bulan April sampai dengan September 2017. Hasil analisis Second Order Structural Equation Modeling didapatkan bahwa rantai nilai berpengaruh terhadap daya saing industri tuna dengan loading factor 0.540 dan nilai p yang signifikan. Pengujian terhadap model secara simultan terbukti bahwa model telah fit dengan telah dipenuhinya semua ukuran fitting model yang diindikasikan dengan nilai Chi-Square kecil yaitu 301.252, RMSEA = 0.072, GFI = 0.907, CFI= 0.923, dan CMIN/DF = 1.814. Temuan penelitian ini membuktikan bahwa rantai nilai mempunyai pengaruh yang signifikan terhadap daya saing industri tuna. Dengan demikian strategi yang tepat untuk memperkuat daya saing industri tuna dapat dilakukan dengan cara meningkatkan rantai nilai perikanan tuna terutama dari aspek operasional, outbond logistic, dan services.Indonesia is the world’s larget tuna produser with contributing 15 percent to the world tuna market. However, the competitiveness of tuna fishery is still low. The aim of this research is to analyze the contribution of value chain of tuna fishery toward competitiveness of tuna industry in Cilacap. The study was conducted from April to September 2017. The results of analysis using using second order Structural Equation Modeling method (SEM) found that the value chain influenced the competitiveness of tuna industry with loading factor of 0.540 and significant p value. Tests on the model simultaneously proved that the model has been fit with the fulfillment of all fittings of the model. It gives indication with variables value, such as : Value of Chi-square is low with value 301.252; 0.072 for Root Mean Square Error of Approximation (RMSEA); 0.907 for Goodness Fit Index (GFI); 0.907 for (CFI); and 1.814 for minimum discrepancy (CMIN/DF). Salah satu faktor pemicu awal (primary impact) adalah terjadinya kekurangan nutrien (nutrients shortage) pada perairan laut. Pada pihak lain, ketersediaan nutrien di perairan laut pada wilayah-wilayah tertentu sangat dipengaruhi oleh fenomena upwelling. Fenomena upwelling terjadi karena adanya arus lintas Indonesia yang juga turut berpengaruh terhadap musim. Makalah ini membahas keterkaitan antara serangan penyakit ice-ice, arus lintas Indonesia, fenomena upwelling, downwelling dan musim dalam kaitannya dengan upaya untuk mencegah potensi dan mengelola serangan ice-ice melalui perendaman pupuk yang mengandung sumber unsur N (nitrogen), P (fosfor) dan K (kalium) dikombinasikan dengan pembersihan rutin dan pengaturan posisi tanam terhadap permukaan air. Tindakan manipulasi terbatas lingkungan budidaya rumput laut pada periode musim ekstrim terbukti efektif mengendalikan penyakit ice-ice sekaligus diyakini mampu mempertahankan kontinuitas produksi.Ice-ice disease attacks in certain season on seaweed cultivation Kappaphycus alvarezii are a serious problem, which are caused by interaction of various factors. One of the primary impact is the occurrence of nutrients shortage in marine waters. Meanwhile, availability of nutrients in marine waters in certain areas is strongly influenced by upwelling phenomenon. Upwelling phenomenon occurs due to the Indonesian throughflow which also affect the season. This paper discusses the correlation between ice-ice disease attacks, Indonesian throughflow, phenomenon of upwelling, downwelling and season in connection with efforts to prevent potential and manage ice-ice attacks through immersion of fertilizer which containing source of N (nitrogen), P (phosporus) and K (potassium) elements in combination with regular weeding and setting position of planting towards  water surface. Dalam makalah ini dikembangkan model evaluasi pengelolaan perikanan melalui pendekatan berbasis ekosistem (Ecosystem Approach to Fisheries Management = EAFM). Evaluasi pengelolaan dilakukan secara kuantitatif agar jelas arah dan besarnya upaya yang mesti diambil untuk perbaikan kinerja dari evaluasi tersebut. Evaluasi dilakukan melalui pembobotan pada setiap aspek pengelolaan yang kemudian diakumulasikan untuk mendapatkan gambaran hasil evaluasi yang lebih utuh. Dari setiap aspek pengelolaan dikembangkan indikator-indikator beserta nilai acuan/baku untuk membantu proses evaluasi. Hasil akhir dari model evaluasi ditampilkan dalam bentuk peta kombinasi tingkat pengelolaan sumberdaya ikan (SDI) dan tingkat pengelolaan (pengendalian upaya) pemanfaatan, yang dibagi kedalam 4 kuadran. Kuadran I (warna merah) menunjukkan bahwa tingkat pengelolaan SDI dan pengendalian pemanfaatan yang dicapai masih rendah/buruk, sebaliknya apabila tingkat pengelolaan SDI yang dicapai adalah tinggi/baik dan demikian pula dengan tingkat pengendalian pemanfaatannya maka hasil evaluasi berada pada kuadran III (hijau). Sementara itu, apabila tingkat pengelolaan SDI rendah/buruk, namun tingkat pengendalian pemanfaatan tinggi/baik maka hasil evaluasi berada pada kuadran II (jingga). Apabila tingkat pengelolaan SDI tinggi/baik, namun tingkat pengendalian pemanfaatan rendah/buruk maka hasilevaluasi berada pada kuadran IV (kuning). Dengan demikian, dapat diketahui sejauh mana pencapaian pengelolaan perikanan, khususnya pengelolaan perikanan pada WPP yang dilakukan dari waktu ke waktu, sehingga dapat diberikan arahan/rekomendasi dan rencana aksi yang tepat untuk meningkatkan kinerja kegiatan pengelolaan perikanan di WPP tersebut. One major management problem related with capture fisheries in Indonesia is the lack of practical evaluation model to comprehensively observe and effectively measure management measures initiated by different authorities. In this paper we have developed fisheries management evaluation model utilizing ecosystem-base approach. Management evaluation was measured quantitatively by means of weighted analysis to each management aspects, thus direction and the amount of effort for improvement could be develop effectively. To assist the evaluation process, management indicators and treshold value were developed, followed by analyzing existing fisheries management condition and presented in the form of map with four quadrants combining aspects of fisheries utilization and control (conservation measures). The first quadrant reflects a poor condition on fisheries management and regulation (red colour). CARANGIDAE) merupakan komponen utama dari sumberdaya ikan pelagis kecil di perairan sekitar Laut Jawa-Selat Makassar. Peningkatan upaya secara tak terkontrol pada perikanan purse seine telah mengakibatkan penyusutan biomassa yang berdampak pada penurunan hasil tangkapan, sehingga tujuan pengelolaan yang berkelanjutan tak tercapai; ditambah lagi pengetahuan tentang karakter biologi dan keterkaitan diantara stok di sekitar zona utama belum diketahui secara jelas. Paper ini membahas dugaan sebaran stok dan risiko pengelolaannya berdasarkan data penstrukturan populasi dua species ikan layang (D. russelli dan D. macrosoma) dan aspek perikanan tangkap (komposisi jenis, sebaran fishing ground). Data struktur populasi diperoleh dari hasil analisis genetik terhadap marker DNA mitochondria (metode RFLP) yang telah dilaporkan sebelumnya; sedang data aspek penangkapan diperoleh dari tempat pendaratan utama di Pekalongan, Samarinda, Mamuju dan sekitarnya. Hasil menunjukkan kedua species layang memiliki masing-masing dua sub populasi (2 unit stok). D. russelli, tersebar di Laut Jawa bagian timur, Laut Flores bagian selatan dan Laut Banda bagian barat (sub populasi atau unit stok 1), sedang unit stok 2 tersebar di Selat Makassar laut dangkal di timur Kalimantan. Sedangkan pada D. macrosoma, unit stok Laut Banda (unit stok 1) terpisah (berbeda) dengan unit stok lain yang tersebar di Laut Flores zona pantai, Laut Jawa bagian timur dan Selat Makassar laut dangkal. Dari hal tersebut pengelolaan ikan pelagis kecil di Laut Jawa (WPP 712) dan Selat Makasar laut dangkal (WPP 713) sebaiknya disatukan sebagai satu unit stok dan satu unit managemen. Di pihak lain, perikanan pelagis di Selat Makasar laut dalam di perairan barat Sulawesi disarankan dikelola dalam konteks penstrukturan populasi ikan pelagis kecil lautdalam di sekitar Sulawesi (malalugis, D. macarellus). Pola migrasi ikan layang/pelagis dalam arah Laut Jawa – Selat Makasar dan sebaliknya dimungkinkan juga terkait dengan penstrukturan populasi layang tersebut.Layang scad (Decapterus russelli) and round scad (D. macrosoma) was a main component of small pelagic fishes around Java Sea-Makasar Strait. Increasing of uncontrolled effort of purse seine had caused a biomass decrease and clearly impact to the lower catch, so that a goal of sustainable fishery was difficult to reach; in addition, knowledge on biological characteristics and inter-relationship within the stock unit in the main zone was not understood yet. Study on stock distribution and its management impacts was conducted based on the population structuring of the two scads species exist (D. russelli and D. macrosoma) which was observed fromthe genetic analyses of the mitochondria DNA marker (RFLP method), and the capture fishery data (species composition, distribution of fishing ground) from some main landing sites such as Pekalongan, Samarinda, Mamuju, and Bone.
