The vision of the Global Maritime Fulcrume is triggered in the direction of Indonesia's national development based on marine activities. The enforcement of the sovereignty of the maritime territory of NKRI, the revitalization of the maritime economic sectors, the strengthening and development of maritime connectivity, the rehabilitation of environmental degradation and the conservation of biodiversity, as well as the enhancement of the quality and quantity of marine human resources are the main programs in the administration of President Jokowi to realize Indonesia as the global maritime fulcrum. Before the policy of the Global Maritime Fulcrume was initiated, in 2013 the Chinese Government under Xi Jinping will re-establish the concept of \"The Silk Road\" in its foreign policy agenda. Maritime Silk Road which is promoted to become China's new slogan in various international forums become one of the factors that can be utilized for Indonesia or also become one of the obstacle factor to towards the vision of maritime axis of the world considering China is a country that has made unilateral claim of South China Sea area which will surely stand against the stability of the maritime territory of Indonesia. Of course this makes Indonesia take special care in its maritime strategy. {"title":"ETNOSENTRISME DALAM PENYELENGGARAAN OTONOMI DAERAH DI MALUKU UTARA (STUDI KASUS PEMERINTAH KOTA TERNATE)","authors":"Amanah Upara","doi":"10.47313/ppl.v4i7.598","DOIUrl":"https://doi.org/10.47313/ppl.v4i7.598","url":null,"abstract":"This research was motivated by the widespread recruitment of regional government officials in North Maluku who were ethnocentric in the era of regional autonomy especially the regional government of Ternate City. So that gave birth to unrest in the middle of the community or cause social cohesion among ethnic groups with other ethnic groups in Ternate City.This research uses the ethnocentrism theory of W.G. Summer in 1906 to describe the so-called gambudicial attitudes between in-groupos and out-groupos. The attitude, habits, and behavior of the \"us\" group are more suprior than the \"you\" group. Azra in 2001, tends to lead to a decline in national autonomy. Autonomy tends to encourage the strengthening of local sentiments and identities, which in the Indonesian context can be seen from the increasing sentiment of 'sons of the region' in filling positions at the local level. In fact, multi-ethnic nation states will be seriously threatened if provincialism or local nationalism amends with ethnocentrism, so that it becomes ethno-nationalism.This study uses qualitative methods, while the data analysis technique uses descriptive analysis. This study uses two methods of data collection namely: First, in-depth interviews with informants who understand the process of recruiting public officials who are ethnocentric in nature. Second, through documents with data collection, by reading, and analyzing materials that are relevant to research problems, such as books, articles from the internet, texts, and archives related to research topics.The results showed that: First, the recruitment of public officials in Ternate City was ethnocentric. Secondly, the officials recruited to become public officials in Ternate City mostly have Tidore ethnic identity backgrounds. Third, officials from the Tidore ethnic group mostly occupy strategic (wet) positions, while officials outside the Tidore ethnicity occupy dry positions. Fourth, officials outside of the Tidore ethnic group who obtained positions turned out that some wives or husbands had identities as ethnic Tidore.The theoretical implication shows that the recruitment of public officials in the city of Ternate is ethnocentric, because the ruling ethnic groups perceive themselves to be more superior or superior to the non-powerful ethnic groups. In addition, the recruitment of officials who are ethnocentric in nature, so that the ethnic groups in power can give birth to a new leadership cadre so that they can maintain the power of their ethnic identity. However, it turned out that behind this ethnocentrism recruitment of officials, it caused tremendous social upheaval between one ethnic group and another. The power of Soeharto (the second Indonesian President) regime that lasted for 32 years, spread fears to many people which make them silenced. After the reformation in 1998 that led to the collapsed of that regime, Indonesia experienced a period of “freedom from fear”. Since then there are many new mass organizations emerged in Indonesia. Some of these mass organizations are arrogance and causes fear to Indonesian people. Therefore, in the current era of president Jokowi leadership, the government acts firmly on those mass organizations by issuing Government Regulation No.2 which was signed on July 10, 2017. Moreover, this new regulation has raised pros and contras in society. One group of people who care about this is the Women Indonesian Care Group which consists of women from various segments on a racial, religious, educational, work and age basis. The researcher is interested to raise this matter as a research because it is a new thing in Indonesia where group consisting mostly of mothers perform an action in the form of a demonstration conducted in front of Parliament Building/House of Representative on Friday, July 27, 2017. It turns out that those mothers who have been upset and disturbed by the actions done by certain mass organizations. Thus they feel the need to do the demonstration. The method of this research is qualitative, researchers will conduct interviews with the perpetrators of demos, documentation studies and literature studies. {"title":"AN ANNOTATED TRANSLATION OF A NOVEL ENTITLED THE GREAT PATRIOTIC WAR OF THE SOVIET UNION","authors":"I. The problems of this research are: (1) What are the difficulties encountered by the researcher in translating the source text? and (2) How are those difficulties solved in the translation? The aims of this research are: (1) To identify the difficulties encountered by the translator in translating the source text; and (2) How the difficulties are solved which include strategies in translating the source text.  In conducting this annotated translation, the researcher employed introspective and retrospective methods. The researcher analyzed 25 annotations of problems out of 100 items of data related to lexicon, grammatical structure, communication situation, and cultural context, and revealed that there were 17 lexicons, 7 grammatical structures, 1 communication situation. Those difficulties which, at the same time, had become problems were analysed to attain solutions in accordance with the relevant translation strategies and translation theories, namely: descriptive translation, naturalization, paraphrasing, addition, deletion, cultural equivalent. The finding of this research can be concluded that translation theories are still needed or even they are very important in the process of translation to produce a good translation. The data were collected from the distribution of questionnaires to 125 bureau employees as respondents. These culture are the city's cultural resources for tourism. One of them is the Kotatua area of Jakarta, there is a Chinatown area, known as Glodok. This study aims to describe how the Glodok Chinatown cultural area was transformed into an urban tourist destination from the 18th century to the present. This area has many historical attractions or historical tourist destinations such as centers of sacred activity (temples / temples, and churches), as well as profane activity centers (markets, roads / alleys, etc.). Therefore the future development must refer to Law No. 11 of 2010 concerning Cultural Heritage that the use of cultural heritage must be based on protection and development not the other way around. It does not depend on whether the country concerned has ratified the 1951 refugee or not. Why, because the issue of international refugees is a matter of humanitarian universalism, including human rights. Therefore there is no fundamental reason for the State to ignore it. Isn't the state as well as a political unit that lives, grows and develops as a living creature. International refugees should be seen as an international system organ that contributes to the maturation of the State. Humanity values cannot be separated from the dimensions of State management. Emmanuel Kant said that human beings in essence have a behavior that respects and cares for each other. This kind of behavior makes a person called a human being. Likewise, the State, the State is an instrument managed by a number of people and of course based on common sense. For this reason, the action of handling refugees is something that is based on common sense. Treatment options may be chosen based on rules that are in accordance with international refugee law, however, they are not limited in nature, but may also be based on creativity in accordance with what develops in the field. Copyright and Industrial Design are part of Intellectual Property Rights. The dispute between Copyright and Industrial Design is commonplace in the community known as the tangent point. Decision No. 238 K / Pdt.Sus-HKI / 2014 is one of the results of a decision on the case of tangent copyright and industrial design, where the decision of the cassation considers the space for similar violations. Copyright is born automatically in realization without any registration and given to copyright holders, while protection for industrial design is not automatic because it is given in accordance with the registration of the new design.
