UKS program management has not been maximal, including planning, organizing, operating, and evaluating. The aim of this study is to explain the functions of planning, organizing, operating, and supervising in UKS at preschools in Semarang City. This study used observational research method with a qualitative approach. The data collecting used the deep interview to four UKS trainer teachers at preschools, with the criteria: the school having good and fair UKS programs as the main informants, and three employees of UKS Puskesmas (Pusat Kesehatan Masyarakat), and one employee of UKS Education Service as the triangulation informants. The result of the study shows that the UKS program management had not run well because many schools did not make the planning of activity type, activity schedule, fee, tool needs, and medicine. However, all of the schools made the planning of the number of the employee. The function of organizing had not run well although they had done the activity of resource decision, authority delegation, and coordinating. However, not all of them had done the job description of working group. The function of UKS program implementation was not also good enough. Although all schools had employees and students preparation as well as the service, many schools had not given the service maximally. The service was only given when there was a program from Puskesmas. The function of supervision was not good because many schools had not received supervision, there was no any evaluation and did not report the UKS program. It is suggested that the head and the UKS Trainer Board supervise intensively to the UKS program implementation so that it can motivate the schools to do UKS program in a good and proper way. This research practically assist as an input for the relevant institutions in developing and teaching physical education in elementary schools so that the quality of teaching physical education to be more optimal. The study methodology is designed to research and development approach (Research and Development) with Borg and Gall models and data analysis techniques used are the percentage of quantitative descriptive analysis. This technique is used to analyze the quantitative data obtained from the questionnaire evaluation of teaching physical education experts regarding the results of the products developed. Subject retrieval techniques applied in this study is purposive sampling, which is also known as sampling considerations or based on certain considerations. The results of this study concluded that : 1) The basic learning model movement in long jump through a small game, students can learn effectively and efficiently. 2) Through learning approaches developed have shown the second grade students are more motivated and increase the amount of time students participate in the learning process follows the basic movement in long jump physical education subjects. It is, however, not and easy for a teacher to accomplish develop character. Teachers and educators, in general, should have solid confidence in order for them to be successful in promoting a good character to their students. Based on this understanding, this study tries to investigate the followings: (1) what is the early childhood teachers’ level of Personal Teacher efficacy (PTE) and general teacher efficacy (GTE) in character education (2) is there any difference early childhood teachers PTE and there GTE in character education with regard to their age, education background, and years of teaching experience. Following a quantitative analysis approach, this study employed descriptive analysis and ANOVA. 115 early childhood teachers based in Kecamatan Gunungpati were involved in this study, the total population of teachers in the Gunungpati was actually 120. However, 5 teachers refused to participate in this study. This study found the followings: (1) would teacher level of Personal teacher efficacy (PTE) and general (GTE) has high in there is and was difference one from another in significantly. (2) In terms of age, highest education, and years of teaching experience there were no significant differences between personal teacher efficacy (PTE) and general teacher efficacy (GTE). Function of dance arts education inearly childhood contributes to build the children’s character. The phenomenon of moral crisis is characterized by the attitude of indifference towardothers, selfishness, aggressive behavior, or high destructive behavior in a human. Byintroducing the dance arts education at early age to adulthood, an individual will be trained to besensitive to the unity, harmony, refinement of manners, and taste. Dance activities will be built whensomeone is introduced either through formal and informal education. The dance arts education thatwas introduced starting from the path of early childhood through college, can grow even enhance theappreciation of aesthetic and ethic. From the appreciative activities it can apply character educationin children. The results of the study are grounded on the concept of dance education that is the artseducation that is based on the character that involves aspects of knowledge (cognitive), feeling, andaction. Implementation of dance education in building the character of children is through the fourway consisting of: (1) guidance as a basis for building the character of the child, (2) educationalmaterial, (3) implementation of the method, and (4) implementation of the evaluation. Based onThomas Lickona, without these three aspects, character education will be not effective and itsimplementation must be done systematically and sustainably. With character education, a child willbe aesthetically and emotionally intelligent. Aesthetic and emotional intelligence is an importantprovision in preparing children to meet a bright future.
