This study is dedicated to the analysis of the existing system of indicators used for the assessment of intellectual potential. The main goal of the work is to study the international experience in the field of intellectual potential assessment and the main indicators of intellectual potential measurement. The article examines the main components of intellectual potential (scientific-technical, innovation, educational and cultural potential) and assessment levels (micro, meso and macro). It analyzes the system of indicators offered by several researchers, developed countries and international organizations for the assessment of intellectual potential. It also interprets the intellectual potential assessment indicators of the of higher educational institutions and informs about the international rating systems used for the world universities ranking. This article indicates the relevance of expanding online transactions with the application of industry 4.0 platform technologies in business activities. The sharp increase in demand for e-commerce due to the pandemic has made it one of the key trends of the modern era. Modern electronic commercial systems and technologies are required to be applied in the organization of business activities. The work shows the significance of forming the necessary infrastructure for e-commerce in the country and solving the problem of integration into the global digital ecosystems. The characteristics of electronic commerce technologies in ensuring economic development are determined. The stages of its life cycle are displayed based on the results of the analysis of many research works related to electronic commerce. Aspects of the impact of the application of modern electronic commerce technologies and tools on economic development in commercial activities are explored. The article also highlights the main procedures of online purchase process in the main electronic trading systems on the Internet. It classifies the electronic commerce system according to various characteristics, and studies the aspects of its implementation in Azerbaijan. It proposes the methodology of comparative evaluation of the development rate of electronic commerce technologies and develops systems and relevant indices. In the end, the results of the final scores on the weighting coefficients of the indicators characterizing B2B electronic commerce are introduced. From this point of view, the problem of information security culture in organizations becomes very relevant in modern times. Obviously, the majority of incidents related to information security violations in organizations are associated to the human factor. To overcome this problem, the research in the field of the evaluation of information security culture is urgent. Measuring and evaluating information security culture can enable an organization to identify its weaknesses in this area and take measures to eliminate them. This article examines various approaches to the concept of information security culture, and analyzes the affecting factors within the organization (management’s attitude towards information security, information security policy, information security awareness and employee’s behaviors). It also studies the documents adopted in the field of development and evaluation of information security culture in the European Union countries and the United States, and implemented projects. It analyzes proposed methods for measuring the information security culture in the organization using various methods. Moreover, the article reveals existing problems in this field and provides certain recommendations for their elimination. As an example, the index of the Dow Jones Industrial Average is chosen, the readings of which are established by usual arithmetic averaging of cоntextual indicators. This allows to consider the daily readings of the Dow Jones index as weakly structured, and to interpret the dynamics of its change as a fuzzy time series. The data fuzzification is realized by applying the fuzzy inference system that provides the values of the membership functions of the appropriate fuzzy sets on the universe covering the set of Dow Jones index for the period from June 15, 2018 to October 10, 2019. The prоpоsed predictive mоdel is based on the identified internal relatiоnships, designed as 1st оrder fuzzy relatiоns between evaluation criteria (or fuzzy sets) that describe weakly structured Dow Jones indexes. The application of information communication technologies has stimulated the development of intellectual and scientific potential all over the world and has been successfully applied to all fields. Gestures are the only means of communication for hearing and speech impaired people. Automatic recognition of gestures in order to facilitate communication through gestures is an urgent issue from both scientific and practical point of view. This article highlights the static and dynamic gestures. The process of gesture recognition collects data by means of various sensor technologies. The article analyzes the image-based and non-image-based technologies and presents their advantages and disadvantages. It also comparatively analyzes the working principle of existing methods proposed for the gestures identification, explores their advantages and disadvantages and interprets the performance of the software which localizes the hand showing the gesture in the video frame. As a result, it develops a machine learning method based on neural networks for high accuracy identification of gestures. Based on the Common European Framework of Reference (CEFR), which is promoted by the Council of Europe and used in language teaching and assessment in Europe and other countries, language proficiency levels, assessment, goals, CEFR Global Scale, global English language assessment programs similar to CEFR descriptors are studied. Information is provided on the works carried out on the application of CEFR international standard in Azerbaijan. The application of information and communication technologies, including automated speech recognition systems, in language learning, teaching and assessment are analyzed. The advantages of effective use of Information and Communications Technology (ICT) in the process of improving the knowledge and skills of language learners, checking and evaluating the development of language skills are indicated. The Internet, mobile phones, remotely controlled devices designed to perform various operations have become ordinary for people. Concepts such as smart city, smart home, cyber-physical systems and cloud technologies become an integral part of the information society. The concept of a smart home can be seen as an environment equipped with sensors, cloud computing and user directives. A smart home works on the principle of collecting all information about the house and its inhabitants from the bottom up, that is, sensors monitor all the behavior of people in and around the house. The data collected in these sensors is collected and processed to identify and predict daily life activities of the people in the house. Evaluating and predicting human behavior in a smart home environment is both interesting and important in studying society, managing e-government and ensuring its security. The article studies the approaches related to the analysis of human behavior in the smart home environment, the influence of cyber-physical systems on the behavior analysis, and the role in the formation and functionality of smart homes. It defines existing problems related to the security of smart homes, and proposes a new model for analyzing human behavior based on the sensed data. Based on the discursive-communicative methodology, it analyzes the ontological aspects of the development and functioning of artificial intelligence in modern law reality. It is concluded that artificial intelligence has a dichotomous law nature. On the one hand, as a tool for working with information, it has the features of an object of law. On the other hand, it itself produces information and participates in communication, in terms of its qualities approaching the subject of law. This implies a reassessment of the law system as a whole due to the possibility of the formation of norms by artificial intelligence itself. The legal definition of artificial intelligence at the moment is intended to construct the appropriate relationship and requires further clarification. Meaning that doctors and nurses had to spend more time on diagnostics. Therefore, one of the methods for reducing this load was to use a neural network for differentiating between covid and pneumonia cases. This citation showcase how neural networks can be used to detect lung x-rays having covid and pneumonia. Recall, precision, and f1-score measures are utilized to optimize the adaptive brightness of the images, selection process, resizing, and tune the neural network architecture parameters or hyperparameters. Classification quality metrics values over 91% depicted a decisive difference between radiographic images of patients having COVID-19 and pneumonia. Making it possible to make a model with strong forecasting capacity without pre-training on data from the 3rd party or engaging ready-to-use complicated neural network models.
