Particular attention is paid to the institute of all-Russian voting. An assessment of the role of the all-Russian vote in the context of the norms governing the forms of direct democracy is given. The prospects of the institute of all-Russian voting are analyzed from the point of view of integration into legislation. The legislation of the Russian Federation, dedicated to direct democracy, is characterized by stability in terms of the existing forms and the mechanism for the exercise by the people of their sovereign power, at the same time they are detailed, the emergence of new institutions. A new mechanism of legal regulation has been created for the all-Russian vote held in 2020 on amendments to the Constitution.
