Sribnyak","doi":"10.28925/2312-5829.2022.11","DOIUrl":"https://doi.org/10.28925/2312-5829.2022.11","url":null,"abstract":"The article highlights the specifics of the activities of the cultural and educational department (board) of the General Staff of the Army of the Ukrainian People's Republic, the activities of whose staff developed normative and instructive documents, that allowed to properly organize the work of divisional (camp) cultural and educational departments. It was established that the organization of general education of interned soldiers of the UPR Army in the camps was always marked by great difficulties, as a result of which the work of most camp educational courses and schools was irregular, but gave its positive signs. It was also very important that the general educational work in the camps was combined with a set of measures designed to strengthen the foundations of the military's conscious understanding of state needs and consistent defense of national ones – for which Ukrainian studies courses were organized in all parts of the UPR Army.\u0000\u0000One of the main achievements of educational work was the elimination (during 1921) of illiteracy among the Cossacks of the Army of the Ukrainian People's Republic, which was achieved through the daily efforts of the organizers in the camps. Members of public organizations of internees (student and senior communities) also contributed to the intensification of educational work in the camps. They considered it their patriotic duty to carry out such work.. However, it should be noted that the success of educational work in the camps was mostly due to the American charitable organization YMSA, which generously sponsored the vast majority of educational needs of campers. These contributions greatly enabled the work of various camp educational centers, which allowed internees to fill their camp existence with constructive content and adapt to the difficult conditions of stay in exile. Various approaches to the interpretation of the definition of the defined concept have been revealed. Emphasis is placed on the Pedagogy of Empowerment as a resource for self-discovery and self-education of future primary school teachers through activities in favour of sustainable development. The theoretical aspects of the given problem are studied on the basis of the analysis of the scientific literature, comparative and dialectical analysis of the obtained data. The potential possibilities of Empowerment Pedagogy in training of future primary school teachers to the professional activity considering the principles of sustainable development have been clarified. The impact of empowerment on the development of the strategy of individual independent activity of higher education seekers in the area of personal and professional responsibility has been revealed. The experimental study was conducted to verify the theoretical data involving students of the fourth year of study of the educational and professional program \"Primary Education\" of Ternopil Volodymyr Hnatiuk National Pedagogical University. Experimental training took place when teaching the elective course \"Education for sustainable development in modern primary school\" to future teachers. In the course of the research work, the impact of Empowerment Pedagogy on the ability of future primary school teachers to self-analyse and develop transformational empowerment activities was established. The results of control measurements showed an increase in the number of respondents with an active and transformational level of empowerment activities. It is argued that the formation of a strong, conscious personality of the student is identical to the formation of a conscious citizen, which is actually aimed at the New Ukrainian School. First of all, it is expressed in the direction of the development of logic and critical as well as creative thinking. All these three important areas of the learning process contribute to the student's self-reflection and the formation of his personal life position. It is noted that today the public inquiry requires the skills to independently analyze information, to constantly conduct search activities. Learning ceases to be memorization, it appears as a conversation with the teacher, which leads to qualitatively new judgments. That is, modern learning is a triad: search, direct conversation and judgment. Assertive behavior is suggested as the optimal, most constructive way of interpersonal interaction in the learning process. In addition, the personality is formed on the principles of assertiveness, which has critical thinking, expresses its own \"I\", much less likely to be manipulative. It is concluded that the development of critical thinking is not just an integral part of the modern educational process. Within the framework of \"University Studies\" as a sub-direction of \"Educology\", the condition of the network of the state higher educational institutions, their compliance with modern and post-war needs of Ukraine's reconstruction, increasing the competitiveness of domestic universities, have been analyzed. It has been found out that the economy and the country’s state budget are not able to ensure the effective operation of the existing network of the state higher educational institutions due to its scatterization and fragmentation, duplication of training, resource and infrastructural weakness. At the same time, the existing network of state higher educational institutions is not able to fully meet the needs of citizens, society and economy. Therefore, optimization of the university network is needed. There is a need for consistent state policy and a system of appropriate measures to optimize the network of the state higher educational institutions in the regions. Research methodology stipulates application of dialectical, comparative, structural, and functional research methods. The articles affirms that in the theological system of knowledge the phenomenon of information culture should be studied in view of the systems-based approach according to which society is an integral interaction system of social institutes – economic, political, social, faith-based institutions that guarantees its self-development basing on gained social and cultural experience. The information culture is a dynamic phenomenon that shows a relevant level of intellectual, educational, spiritual development of the society, and predetermines open-minded study of religion as a vital need to build the democratic society under conditions of active development of the globalized multicultural world. The article states that that issue of religion study is caused to a large extent by discussion of its essence that is affected by historical, confessional, political, legal factors, and existing educational practices. The research has established advantages of non-confessional, secular non-biased study of religion in historical, religious, ethical, and philosophic dimensions as lack of adequate knowledge of nature of religious processes in the secular society can have adverse effects not only for development of democratic social values but for preservation of collective memory of the nation. In the hard year of 2020, students and teachers faced a new challenge – the transition to digitally-based distance education. They were forced to master previously unknown educational platforms, change the format and methods of teaching, learning and exams. Therefore, students and teachers’ attitudes and experiences of teaching-learning in such an emergency is a source for decision-making to improve the digital transformation of national higher education. The research focuses on the study of experience and perception by teachers and students of distance learning. The study is based on a survey of students of the capital university and teachers of three national universities, which give a clear idea of the rapid transition of higher education to a new format – to digitally-based distance learning in an emergency – pandemic COVID-19. The questionnaires were developed in Google Forms format and distributed selectively to students and academics online in 2020-2021. It is emphasised that the COVID-19 pandemic tested the autonomy of national universities, their ability to reorganise educational services into an online format in a short time based on various technical capabilities and financial resources. The findings suggest that the COVID-19 pandemic has accelerated the digitisation of higher education, both international and national. It was defined, that institutions of higher education are autonomous institutions of education and science with the right to self-government. The autonomy of higher education institutions is characterised by the division of power and responsibility between the State authorities and the management of the institution of higher education, as well as between the management and the academic staff. The sources of funding of higher education institutions from state sources were found out. They include the financial resources of the state budget for education; income from tuition fees; targeted financial resources. The types of economic activity of higher education institutions were determined. The components of the system of state funding of higher education institutions were highlighted: formula funding (basic funding of studies), which is related to the number of study places; performance agreements for preparation of a certain number of specialists and for development of scientific activity; 3) formula funding (basic funding of science) for institutions of higher education, scientific institutions, and scientific institutes established by institutions of higher education; 4) funding to scientific activities through competitions. The allocation methods of state financial resources for higher education institutions were determined. The first one includes direct allocations from the state budget to higher education institutions. The second one involves indirect subsidies through state-guaranteed loans. The components of new three-pillar model of state higher education funding were presented. They are: basic (base) funding, performance funding, and innovation- and profile-oriented financing. The importance of distance learning as one of the available forms of education for students with disabilities in higher education institutions of Ukraine is emphasized. Information and communication technologies can be a powerful tool to support education for people with disabilities. Monitoring of students with disabilities was carried out to determine their needs in the process of obtaining higher education. The main difficulties that students with different nosologies overcome in the process of studying in higher education institutions are identified. One of the ways to improve the training of students with disabilities in modern higher education is the introduction of distance learning using electronic educational services, including platforms Moodle and Microsoft Teams. The main features and benefits of the distance course \"Psychology of Health and Healthy Lifestyle\", created in the Moodle system, are described. However, the disadvantage of using the Moodle platform to teach students with disabilities is the lack of personal communication with group members, which is very important when teaching students with disabilities. The differences and advantages of the Microsoft Teams service over the Moodle platform in the process of distance learning of students with special educational needs are considered. Microsoft Teams offers technologies for clear audio and video transmission, data exchange, and the organization of separate sessions for collaborative and individualized learning that simplify the learning process.
