The article considers methods for assessing changes that affect the territory development prepared by Russian and Polish researchers. A comparative characteristic of methodological approaches is given. The discussion made it possible to establish that the result of the development of any territory, of course, should be considered in terms of changes in the quality of life of the population. In this regard, the methodology developed by Russian authors, which provides for the gradation of influencing factors by groups of influence, was taken as the basis. In total, four special interest groups on changes in the quality of life of the population were identified, such as factors associated with the population itself; business structure development factors; infrastructural factors, which are the responsibility of the municipalities; and institutional factors providing for the activities of public institutions. The study presented in the article is based on the sociological survey data among young population conducted on the basis of several universities in the two countries of Russia and Poland in the pre-pandemic and pandemic periods, since the youth student environment determines the potential for future development of territories. {"title":"Assessment of factors of regional economic stability using the XGBoost algorithm","authors":"Y. In a pandemic, the key factor for successful development at the meso-level is not so much the growth of well-being, the quality of life, but the preservation of the stability of economic systems, their ability to withstand external influences. Thus, in our study, we equate the economic stability and economic security of the regions. To assess economic stability, it is advisable, in our opinion, to use a group of indicators characterising resource provision, investment climate and the efficiency of functioning of regions. We assigned the rank of economic security to all regions, on the basis of which the regions were divided into two classes – economically safe and economically unsafe. The ensemble machine learning algorithm XGBoost was chosen as a method for factor analysis of economic security. The constructed classification model was interpreted by us using the Shap algorithm, which assumes the analysis of Shapley values for each economic determinant. The applied algorithms allowed us to identify significant factors that determine stable regions. {"title":"Ethnolinguistic contacts as a factor in the formation of a human resource (on the example of a toponymic world picture of a multicultural region)","authors":"Elena F. This article presents the author’s own approach to the study of toponymy of the Krasnodar Territory and the Republic of Adygea. The intensity of the settlement of the southern region made it attractive for the study of toponymic names. The departure or complete disappearance of ethnic groups was fixed in toponyms: the names either disappeared completely or were assimilated into the language of the conquering people. The conceptualization of reality, fixed in the language and transmitted from generation to generation, is reflected in the national picture of the world. If conceptualization occurs through toponymic material, it makes sense to talk about a toponymic picture of the world. Exploring the toponymic picture of the world, the author came to the conclusion that the toponymic world picture itself is a concept, and its plan of expression (signs) includes toponyms (toponymic concepts) that consolidate knowledge about the surrounding world in the minds of ethnic groups. The system of toponyms’ meanings itself is in direct interaction with the culture of the nominating people and the mentality of the people. In this particular article, the author sets the task of analyzing toponymic studies of a multicultural region. In their conclusions, the authors rely on the empirical data obtained during the questionnaire and online survey, indicating that university graduates when entering the labor market are poorly adapted to the employment process, experience difficulties and discomfort when establishing interpersonal relationships in teams and processing a significant amount of professional information. In the model of the stage-by-stage implementation of education and training of a young specialist proposed by the authors, it is noted that the issues of socio-psychological adaptation are associated with the development of the graduate’s competence and require certain adaptation mechanisms. Given the fact that the adaptation process is dependent on the psychophysical properties of the graduate, the time of its implementation and can be repeated at a new place of work, the authors propose to consider it step by step, in relation to the levels of adaptation (adaptation, partial adaptation, full adaptation) and the criteria for achieving adaptation goals by defining the role of the mentor at each stage of the process. We have studied the entities of the Central Federal District in general and the Bryansk region in particular. We have limited our labour market study to the research and development sector. We have used statistical analysis to test our hypothesis that there is no statistically significant correlation between regional enterprise expenditure and the movement of regional gross product. We have found that the structure of the regional labour market in the field of research and development is characterized by a steady downward trend of personnel engaged in research and development. The Pearson coefficient obtained for the analysis of the correlation between research and development expenditure and the gross regional product of companies in the Central Federal District does not suggest a significant correlation between the indicators. In general, we do not believe that it is possible to assert a stable trend in innovative development of the regions of the Central Federal District. The study used a comparative analysis of the employment level statistical base and the dynamics of real GDP growth rates over the last 2 crises based on STATISTICA 10. The non-linear forecast of the employment level in Belarus for 2022 was also made using the Eviews 10 application software packages. The methodological basis for the choice of IT tools was the need to take into account cyclical, seasonal, delayed and prolonged reaction of the labor market to changes in the commodity market. Therefore, polynomial autoregression with distributed lag (PDL) was chosen from econometric methods. The comparative analysis of the employment level statistical base and the dynamics of real GDP growth rates over the last 2 crises showed that the dynamics of the employment level behaves as an acyclic indicator. As a result, an algorithm is proposed for setting a task for programmers when creating a management platform for the labor market and linking it with other parameters of public administration system digitization. The following equivalents of these indicators were identified to form regions into clusters and highlight the main trends in their development: the growth rate of gross regional product (GRP), life expectancy, and poverty level. We studied the nationwide data based on the indicators, analyzed the distribution of regions, and carried out a cluster analysis according to 2017-2019 data. Our results suggest expanding the list of the Russian Federation subjects that require additional support in their development. More than one-third of the regions of the Russian Federation have been developing at a rate of less than one percent per year in the last three years. Considering the consequences of the pandemic, it can lead to serious problems in achieving the declared growth rates. Plans to increase life expectancy have already been adjusted. Considering the little-studied consequences of coronavirus infection, additional measures in the medical field will be required. Statistical data of the Federal State Statistics Service of the Russian Federation, characterizing mortality from various causes, and life expectancy in chronological dynamics in different age groups are given. The article reveals cause-and-effect relations of the necessity of constructive consolidation of power, business, and society to responsible attitude to own personal health while considering external and implemented environmental background factors in raising the economic status of health as public wealth. On that basis, the purpose of the work is to identify modern socio-economic effects in the context of a pandemic crisis, to reveal in action the ‘structural effect of wage differentiation’. The methodological basis of the research is the methods of structural and statistical analysis, systematic, comparative and interdisciplinary approaches, graphic modelling. The article highlights the ‘shocks’ of supply and demand, which increase structural imbalances in the labour market in the pandemic. Specific socio-economic effects are identified (the structural effect of wage differentiation, the effect of hybrid jobs, the effect of washing out generations, the effect of the collapse of professions, the effect of staff burnout, the effect of dissatisfaction with personnel, the effect of profession change mobility and effect of gender inequality), which in synergy lead to an increasing imbalance in the labour market. In the course of the study, it was found that these concepts still do not have a generally accepted interpretation, and their interpretations are subjective-objective. Consequently, there is an inconsistency in experts’ positions on the system of quantitative and qualitative parameters and methods of assessment corresponding to each of the categories. Nevertheless, there is no doubt that the essence of the concept of life quality is much broader than the concept of living standard and goes beyond the minimum essential needs of society. The article summarizes the conceptual and methodological approaches to assessing life quality. The study revealed that the information sources for implementing the objective approach are indicators published by statistical authorities, while the subjective approach is based on expert evaluations, public opinion polls, social ratings.
