Its participants are the economically active part of the population, public and private economic entities. The main mechanisms of the functioning of the labour market are the creation of labour force and jobs, through which the demand, supply and distribution of labour force, employment levels of the population are regulated. It is obvious that the efficiency of the economy, as a rule, largely depends on the labour resources of the state. The factors determining the growth of the national economy are labour productivity, labour potential and the level of expertise of the workforce. The paper examines the main trends in the labour market in the conditions of economic modernization, for example, the forced transition from the production to the demand sector, the increase in the vertical and horizontal gap between supply and demand. The labour market of the last decade has been characterized by a worldwide increase in the level of qualification of employees due to an increase in the number of specialists with higher education. This trend can be traced according to the requirements of employers about the availability of the necessary skills of applicants depending on the area of responsibility. The paper analyzes the dynamics of the main indicators of the labour market in modern economic conditions. The authors of the article assert and substantiate the opinion that the main driving force behind the growth of the knowledge economy of developed and developing countries is a social group of people characterized by a high level of education, creative abilities and entrepreneurial behavior. This social group is “creative class”. During the interviewing process, practical ways of working with creative staff in such areas were discussed. How to attract, develop and retain creative employees. Based on the expert opinion studied, the authors identified the main directions in the management of creative personnel in modern organizations, revealed the difference in the methods of working with creative employees in Russian and foreign HR practice. At the same time, it should be noted that both logical (universal) and idioethnic information can be embedded in them at the same time, therefore, toponyms acquire special linguistic and cultural significance, by combining universal and idioethnic reflection of Space. Initially, the toponymic concept of \"Space\" in the toponymy of Krasnodar Territory and the Republic of Adygea was associated with the idea of time, structurally constituting it and fixed in the concept of \"Time\". Sacred and mythologized objects of Space organize it in time and consolidated in the culture of the folk that gives toponyms. The mythological archaic consciousness defined the center of Space – Human – and ordered its tribal territory, by reflecting the horizontal and vertical models of Space construction. In the toponymic concept of \"Time\", the figurative and value component is fixed, on the one hand, the semantic field includes the properties of the surrounding world reflected by the human consciousness, and on the other hand, it fixes in the toponym the ability of consciousness to reflect the surrounding world. In this study, we have set the comprehensive analysis of the conceptualization of time in the toponymy of a multicultural region as the objective. The disproportionate development of economies at the mesolevel is associated with a number of risks affecting various markets and industries, which in turn necessitates the development of effective methods for identifying regional clusters and the search for effective methods for assessing the interconnections of regional economic determinants. To conduct the study, the authors accumulated data on 25 indicators reflecting the investment, resource, production and financial performance components of the socio-economic development of Russian regions. Applying machine learning algorithms such as XG Boost, Gradient Boosting, CART, we identified the most significant factor for assessing regional sustainability and established the regional development indicators associated with it by calculating the non-linear correlation coefficient Phi_K. The use of the DBSCAN algorithm allowed us to identify two regional clusters, while per capita consumption, the level of demographic load and urbanization were significant factors for the clustering of regions. Income growth as a source of human capital development is impossible without effective state regulation at the current stage of economic development. Regular changes in Russia’s foreign economic activity, economic and political problems at the national and international levels, and the widespread use of modern technology pose a threat to both national and economic security. All this creates the need for regular analysis of statistics on individual indicators, including the detection of violations of currency legislation. The study also analyzed the issue of legal and illegal capital outflows and their impact on the economy; it was determined that the outflow of funds due to legal transactions exceeds illegal ones by many times. This fact underscores the need to introduce measures to minimize net outflows. The factor that determines people’s standard of living has been chosen GDP (PPP) per capita, and reflected the impact of the foreign exchange market on public welfare using regression analysis. Such employees must not only be attracted initially, but also be retained further, which requires their desire to cooperate with the employer for a long time. As an indicator of attractiveness, the authors consider the willingness (or unwillingness) of employees, who rated the level of their own professional skills by 4 or 5 points out of 5, to change their current job. The authors substantiates the relevance of the process of increasing the level of conflict competence of Customs students (Samara State Technical University), heads and officials of customs authorities. The results of various sociological studies conducted among employees and officials of customs authorities are presented. The authors analyzed the relationship of job satisfaction with subjective factors of the organizational environment (stress of the organizational environment, moral and psychological climate, comfort level of the organizational environment, staff loyalty level, etc.). Methodological recommendations for the formation of conflict competence among customs officials have been offered. By studying the ethno-psychological characteristics of coping strategies, the Department of Internal Affairs (DIA) psychologists will provide adequate psychological assistance select competent methods and techniques aimed at the impact of destructive coping strategies and the development of constructive ones. The study aims to research and compare personality coping strategies in different ethnic groups of DIA officers of the CIS countries. The hypothesis of the research: one of the manifestations of ethnopsychological features of the personality of DIA officers of the CIS countries can be considered the differences in the set of coping strategies. The scientific novelty of the research: for the first time, the ethno-psychological peculiarities of coping strategies of the personality of DIA officers of the CIS countries, which are included in the implementation process of professional activity, were studied and revealed. SACS questionnaire was used for the study (S. Hobfall, 1994). Evaluation of the effectiveness of the implementation of national projects and state programs in the field of healthcare was carried out on the basis of the final standardized indicators of achieving the goal. The indicators take into account the immediate results of national projects, government programs, the financial potential of short-term and long-term healthcare financing in Russia. The research methodology is based on a series of neoliberal and neorealist approaches of the international relations theory. As part of the research, a comparative analysis of the innovative development indicators in the Human Capital and Research area was carried out when assessing the global innovation index for such countries as China, Russia and the United States. The results of the article demonstrate that strengthening the training of China’s research personnel is an essential component of China’s strategy to strengthen its ‘soft power’. The educational sphere, the activities of research institutes in large companies of the country and the think tanks of the PRC have been studied.
