Obviously, there are not only enterprise technological innovation activities centering on the private goods but also public goods technological innovation activities which serve for the supply of public goods. There are significant differences between enterprise technological innovation and public goods technological innovation. However, the same as enterprise technological innovation, public goods technological innovation is also developed by the behavioral subjects under the motivation of certain motive mechanism. In this paper, the concept of public goods technological innovation is elaborated and the differences between public goods technological innovation and enterprise technological innovation are analyzed, then a brief review on the researches the predecessors have done about the motive mechanism of enterprise technological innovation is given and based on that, the motive factors of public goods technological innovation and its motive mechanism model is discussed. From the perspective of agglomeration externalities, this paper selects 229 prefecture-level cities' panel data of 29 provinces from 2006 to 2008 as samples, calculates the specialization index and diversification index of these cities and analyzes their characteristics. Through theoretical analysis and empirical research this paper studies the interaction mechanism and corresponding contribution of specialization and diversification externalities to cities' technological innovativeness. The characteristics of dynamics of trust mechanism and competition and cooperation among members in CoPS cooperative innovation network are analyzed. The trust generation and evolution mechanism in CoPS cooperative innovation network is proposed from the perspective of asymmetric trust by using evolutionary game theory. Results show that trust between members in CoPS cooperative innovation network is asymmetric most of the time during the evolution process. The long-term evolutionary equilibrium structure may be mutual trust among members in CoPS cooperative innovation network, and may not trust each other. The path which trust evolves along and the state it will reach are closely related to the payoff matrix and the game's initial state. Trust in CoPS cooperative innovation network evolves through the dynamic process of development, maintenance, and repair of violation. Trust repair strategy is discussed.
