This paper is motivated to understand the adaptability issues related to governance given these complexities through a comparative analysis of diversified regions. We adopted a two-stage clustering along with regression methodology for this purpose. The results show that the formation of advocacies and networks depends on the context and institutional framework. The paper concludes by exploring different strategies and dynamics involved in network governance and insists on the importance of governing the networks for structural reformation through regional policy making.","PeriodicalId":280476,"journal":{"name":"2011 International Conference on Management Science & Engineering 18th Annual Conference Proceedings","volume":"30 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2011-11-07","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"114725993","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Based on China's provincial panel data from 1987 to 2008, this paper investigates into the relation between economic growth and education acquisition. The empirical study denotes that human-capital-based product function is convex, which denies the traditional hypothesis of linearity and that education ac economic growth changes coincidentally with acquisition variance, provided the average education year of people. Therefore, the author proposes to adjust the structure of education expenditures while increasing education expenditures.","PeriodicalId":280476,"journal":{"name":"2011 International Conference on Management Science & Engineering 18th Annual Conference Proceedings","volume":"122 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2011-11-07","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"132157191","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

To verify the effects and potential risk of the pilot program, we selected seven indicators, used the survey data from twelve Chinese provinces and empirically assessed risk disparity between different regions. It also reflects the score status of three common factors: rural resident factor, system performance factor and external capital factor. The paper hereby holds that we need to link up rural social insurance policies, advance the program according to different regions, rationally plan the responsibility of the Central and local finance for subsidy expenditure in new rural old-age insurance and promote the full coverage of new rural old-age insurance in a step-by-step manner.","PeriodicalId":280476,"journal":{"name":"2011 International Conference on Management Science & Engineering 18th Annual Conference Proceedings","volume":"170 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2011-11-07","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"133165259","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

According to the results of data mining, this paper represents the credible association relationships and the probabilities of these critical incidents in different areas. Moreover, the paper discusses the results of maximum clique to prove the exactness of these credible association relationships, and reflects the effectiveness of the CAR and its mining algorithm based on maximum clique to a certain degree. As a result, it could be used to broadcast the occurring probability of the relevant critical incidents under the situation of the earthquake, in order to achieve the purpose of forecasting and early warning.","PeriodicalId":280476,"journal":{"name":"2011 International Conference on Management Science & Engineering 18th Annual Conference Proceedings","volume":"126 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2011-11-07","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"116781797","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The research results we found are as follows: Firstly, the culture distance between different nations could affects on the choice of foreign partners to some extend. The similar background of east culture urges more enterprises from Asia area cooperate with companies from China. There are 7,111 from Asia in all research samples, account for 61.5%. Besides, the influence of culture on the joint venture is different during the different period of economic developing. In the early, the culture has an important effect on the joint venture which belong to high labor demanding industries, but in the upper phase, the technology resources has more significant influence than the culture on those from high technology demanding industries. Secondly, the 6 joint venture earlier created in 1979, the foreign partners are all from HK; At last, during the first stage of joint venture developing, there are 3,376 foreign partners from Asia area of 3,707 piece of samples, account for 83.61%.
