Neste artigo, procuro examinar o significado mais amplo do experimento de crescimento liderado pelo consumo de massas e a validade empirica de alguns dos tradeoffs citados no debate, como entre consumo e investimento e investimento do governo e consumo do governo, e sugerir que se levem em consideracao, como unidade de avaliacao do experimento, as brechas de consumo necessario, discricionario e de bens publicos da populacao brasileira. As brechas sugerem um ainda importante espaco para redistribuicao e avanco na provisao de bens publicos sociais. It also presents new econometric specifications for the quarterly dynamics of the Brazilian GFCG in the 1996-2012 years that suggest new causal interpretations to the problem at hand. The data make clear the different dynamics of the GFCF in dwellings and other buildings and structures and in machinery and equipment - and, as a consequence, the crucial role of the latter variable in the dynamics of Brazilian aggregate investment. The work observes that the use of the lexicon emerging - regarding to markets, countries or powers - as qualifier for a range of international relations phenomena became a constituent part of the matter. In spite of that, the empirical denotation of the predicate is ahead of the amount of efforts on its theoretical contextualization. Feijo","doi":"10.1590/0101-31572015V36N03A03","DOIUrl":"https://doi.org/10.1590/0101-31572015V36N03A03","url":null,"abstract":"Este artigo, de cunho eminentemente analitico, mostra que no âmbito da politica macroeconomica, e necessaria consistencia entre as politicas monetaria, fiscal, cambial e salarial para viabilizar taxas de juros reais medias inferiores as taxas de retorno medias sobre o capital, taxas de câmbio reais competitivas (em torno da taxa de 'equilibrio industrial') e taxas de salarios que evoluam de acordo com o crescimento da produtividade, condicoes para que se assegure o crescimento economico sobre bases sustentaveis. Ja com respeito a politica industrial, e preciso perseguir estrategias de diversificacao produtiva, notadamente no setor manufatureiro e nos segmentos tradable do setor de servicos, mediante a identificacao de prioridades estrategicas tanto nas cadeias produtivas, segmentos e setores proximos a base de vantagem comparativa preexistente, como naqueles mais proximos a fronteira tecnologica internacional. Analyzing the system's incentive structure, one can note that its stability depends on the control of imbalances, which are not always harmful for States, creating, thus, a disturbing component in the quest for international financial management. In pursuing this task, the paper also puts forward original estimations of several time-series that are crucial for the study of Brazilian long-term growth and development. Finally, the paper combines the measurements obtained here with those advanced in (Grinberg, 2008, 2013b) to present an approximation to the evolution of the total Brazilian ground-rent during 1955-2005. Dias","doi":"10.1590/0101-31572015V35N04A05","DOIUrl":"https://doi.org/10.1590/0101-31572015V35N04A05","url":null,"abstract":"After more than twenty years of low housing construction output, the housing policy recovered its momentum in the country with the ascent of the Partido dos Trabalhadores (Workers' Party, PT) to the seat of the federal government. This article demonstrates - through the analysis of documents, interviews and research conducted with businessmen - that the impetus of such a state policy is a part of the PT electoral strategy, which is based on economic growth and the expansion of social programs. The research analyses the dovetailing of interests between the Lula (the Brazilian President from 2003 to 2010) administration and the civil construction business - the latter concerned with expanding its business, and the former with increasing the supply of jobs and the level of economic activity. This process culminated in the launching of the largest social housing program to be implemented in the country.
