Firstly, the paper describes the incentives implemented in the last decades were designed to promote the sector’s competitiveness. Secondly, this article presents a qualitative assessment of the role developed by the State in this segment. Based on literature on political economy and regulation, the claim of this research is that tax policies adopted in favor of automobile sector have favored more a “husbandry” State, rather than a “midwifery” one. In other words, the public policies established were typically oriented to protect a previous defined segment, instead of stimulating new competences and capabilities. While they had been created initially to represent an additional asset to complement the existing reserves of u.S. dollars and gold, after the crisis of the Bretton Woods system the SDR was considered a possible substitute of the u.S. dollar. Relying on a consolidated literature, this article aims at demonstrating that the origins of the SDR were not the exclusive result of technical financial negotiations, but of the convergence of higher political interests against the united States and the dollar dominance. Despite maintaining its space, however reduced2, in the international monetary order, this monetary instrument was reinvigorated after the outbreak of the 2008 crisis. It had an important role as it provided liquidity to the global economy and supplemented international reserves of the member countries. In 2009 the highest issuing of the SDR since its creation occurred, accounting for a total of uS$ 250 billion. Important proposals to reform the international monetary system after the 2008 crisis, among them the one presented by the united Nations Organization (uN)3, emphasized a more active role of the SDR in order to minimize the instability and inequality caused by the dollar dominance in the contemporary international monetary system(OCAMPO, 2012). As well as in debates on reform proposals in the international monetary system after 2008, the SDR is called upon since its origin to minimize economic and political instability generated around the global structural dependence on the u.S. currency. Investigation of tax data reveals a high degree of income concentration at the top of the distribution, low progressivity and violations of the principles of horizontal and vertical equity. The main reason for these distortions is the complete tax exemption of dividends for shareholders, a benefit that is very rarely seen in developed countries. We propose a return to a progressivity-focused tax reform plan, a theme that has returned as a focus of debates with Piketty (2014). Bruno, Ricardo Caffe","doi":"10.1590/0101-31572016V37N01A02","DOIUrl":"https://doi.org/10.1590/0101-31572016V37N01A02","url":null,"abstract":"This paper discusses the ontological arguments in favor of a methodological approach that recognizes the specific characteristics of economic phenomena, compared with those found in inorganic and organic systems. Their epistemological position is anti-positivist and anti-neoclassical because it rejects the attempt to analyses the socio-economic system by analogy with the physical and biological systems. In fact, this is a methodologic mistake, which occurs since the birth of Economic Science with the Physiocracy. These physicalist and organicist views contributes to weaken the heuristic, explanatory and predictive ability of the economic theories. To explore this issue, the present paper starting with a comparative analysis of the Regulation Theory and the Social Market Economy, theoretical currents where the concept of the institution and the historicity inherent in the production and distribution relationships are considered central. Unlike the objects of Physics and Biology, whose regularities and processes were not originally created by the human praxis, the economic object is socially and politically constructed and must have therefore specific theoretical and methodological status.
