The essay presents a reading of Albert Hirschman' work aiming at highlighting his differentiated approach to economic development while exploring the economic, social and political dimensions involved in joining economic growth and social equity. Some concepts and references gain importance in this effort such as possibilism, hidden rationalities, unbalanced growth, social conflicts, unintended consequences and open solutions. Alem disso, utilizaram-se dados sobre imigracao no Brasil nos EUA para identificar o papel da importacao de capital humano na geracao das disparidades entre Brasil e EUA no seculo XIX. As conclusoes mostram que essa foi responsavel por 50% a 88% desse crescimento das desigualdades entre 1820 e 1900. {"title":"The developmental state in Brazil: comparative and historical perspectives","authors":"B. Schneider","doi":"10.1590/0101-31572015V35N01A07","DOIUrl":"https://doi.org/10.1590/0101-31572015V35N01A07","url":null,"abstract":"The record of successful developmental states in East Asia and the partial successes of developmental states in Latin America suggest several common preconditions for effective state intervention including a Weberian bureaucracy, monitoring of implementation, reciprocity (subsidies in exchange for performance), and collaborative relations between government and business. Although Brazil failed to develop the high technology manufacturing industry and exports that have fueled sustained growth in East Asia, its developmental state had a number of important, and often neglected, successes, especially in steel, automobiles, mining, ethanol, and aircraft manufacturing. Where Brazil's developmental state was less successful was in promoting sectors like information technology and nuclear energy, as well as overall social and regional equality. In addition, some isolated initiatives by state governments were also effective in promoting particular local segments of industry and agriculture. Facing inflation, government prints money to avoid a liquidity crisis. This conception implies a double opposition to monetarist thought: conceives inflation as functional phenomenon and reverses the causality established by the quantitative equation. Bresser and Nakano were highly influenced by Rangel and stress that inflation is caused by oligopolies and also propose a \"sanctioning role\" of the state. The works of Nicholas Crafts, Gianni Toniolo, and Barry Eichengreen are reconstructed in order to reveal the main characteristics of this research program. Its narrow quantitative focus, its reliance on theoretical propositions borrowed from neoclassical economics, and its auspicious interpretation of the postwar reconstruction are the main focus of the criticism presented. To see this, we have classified into several categories all articles published in three major economic journals of the country (Revista Brasileira de Economia, Estudos Economicos and Revista de Economia Politica) and the publications made in the meetings ANPEC from 1981 to 2010, according to the type of argument used. The total of articles analyzed adds up to 5.733. We try to see how the path of economic discourse, making it more mathematical, did develop. We found that there was an increased use of a formalized language from the mid-1990s onwards. National policies, institutions, and capabilities are the most important factors in influencing whether a country like Brazil will unleash its economic potential or grow at disappointing rates.
