Information literacy is associated with the development of lifelong learning capacity and social inclusion for individuals. Therefore, information literacy has become increasingly important, becoming a popular topic in education research, especially in the current context of the 4th Industrial Revolution. Since the 70s of the 20th century, information literacy has been widely discussed and developed by educational institutions, especially higher education ones, in Western countries. Concepts, theoretical frameworks and practices for developing information literacy for learners have been established and mostly applied in Western countries. However, with a different educational context, such as the one in Vietnam, how should information literacy for university students be conceptualized and developed? This paper firstly presents an overview of how the concept of information literacy has been changed globally and those aspects that impact the way information literacy has been conceptualized and developed. Key points discussed are educational context, academic culture, teaching and learning practices. Throughout Vietnamese history, youth have always served as the strike force in the cause of national construction and defense. Youth is also an important factor in developing political-military strength, socioeconomic development, and cultural creativity. In the context of globalization and a dynamic society such as Vietnam today, young people are emerging as a source of \"knowledge\" labor and the country's creative subject. Our Party and State have always placed a high value on youth development work, with a particular emphasis on the social responsibility of Vietnamese youth. Whether or not the Doi Moi is successful, whether or not the country enters the twenty-first century with a worthy position in the world community, and whether or not the Vietnamese revolution firmly follows the socialist path depends largely on the youth force, on fostering and training the young generation\". Article 4 of the Law on Youth (2020) states unequivocally: \"Youth are a great social force, who is impulsive and creative, leading the process of renewal, construction, and defense of the Vietnamese Fatherland and society\" tenet; play an important role in the country's industrialization and modernization, international integration, and socialism building\". Therefore, along with the rights and obligations of citizens according to the provisions of the Constitution and the law, it is also important to promote the social responsibility of the youth. A research that clarifies the concept and characteristics of social responsibility of youth in the current context is meaningful in orienting the youth social responsibility framework and is the foundation for proposing solutions to encourage young people to demonstrate their social responsibility. The pandemic not only threatens people's health, but it also threatens the global economy. Workers in industrial zones risk losing their jobs, being laid off, or having to work from home. When faced with problems such as changing jobs, reducing income, and complying with epidemic prevention measures, they must change their daily living habits. The purpose of this article is to investigate the impact of COVID-19 on the lives and jobs of workers in industrial zones. After surveying 356 associations’ members (questionnaire and in-depth interviews), the result showed there has been an increase in social capital; and with it, relationships between members have improved, as evidenced by the formation of self-help groups, increased participation in social organizations, and members' ability to establish relationships and business connections using the human resources acquired via the Vietnam Bank for Social Policies in community. One of the unique and significant findings is the diversity in how the members developed said capacity and how much they have accomplished. This result brings great meaning by demonstrating the effective social impact of the social welfare policies to its beneficiaries. Due to the change in policy and practical development needs, the management of science and technology tasks at public non-business units under the Vietnam Academy of Science and Technology has made changes in accordance with the Law on Science and Technology in 2013 and Decree No. 60/2021/ND-CP dated June 21, 2021 of the Government stipulating the mechanism of financial autonomy for public non-business units. As climate change continue to be complicated and unpredictable, L&D will increase, especially for highly vulnerable countries like Vietnam. Therefore, the assessment of L&D caused by climate change is very important and necessary. This article presents the results of an overview of L&D assessment methods applied in the world. The review showed that, L&D assessment have either disaster risk reduction (DRR) or climate change adaptation (CCA) approach and is classified in qualitative and quantitative assessments or ex-ante and ex-post assessment. In general, the methods of assessing L&D caused by natural disasters have been developed and guided, whereas the methods of assessing L&D by climate change adaptation approach have not been popularly developed. Currently, the most popular method is still ex-post assessment while the models for evaluating/forecasting L&D in the future have not been widely applied in practice. As in an industry with a high content of innovation and intellectual properties, ICT firms are required to have a wise intellectual property strategy to assure their preposition and sustainable development. Meanwhile, studies on intellectual property of Vietnam have hardly touched upon the management perspective, especially the firm management perspective. Therefore, this study examines the impacts of intellectual property management on firm performance in ICT industry of Vietnam. Intellectual property management is assessed through four levels, namely Awareness, Registration, Exploitation and Management, and Protection. Four measurements of firm performance are profitability, revenue growth, market share and the ability to maintain stable jobs and benefits for employees. Data obtained from 122 Vietnamese ICT firms indicates that each level of intellectual property management has a positive impact on firm performance.
