However, it also makes the intellectual property rights of information not effectively protected. In order to build the data security mechanism in WebGIS based on tile caches and B/S architecture, this paper analyzed the potential data security problem in some main WebGIS from three aspects: client-code scripting, transmission of vector data and request of attribute information. The scripts usually records the calling methods of tile caches with plaintext, which makes the algorithm open and may leak the organizing structure of the tile caches; The transmission way of the vector data is included in the scripts that executed in the Browser, which makes it easy to download them from server side to client side; All the attribute information in WebGIS are classified and usually can be obtained through malicious request continuously. It also presented the corresponding measures of enhancing security mechanism, such as information hiding, digital watermarking, vector data encryption and request information restrictions. Furthermore, this paper gives the implementation of encrypting the http request and vector data using JavaScript program language. The empirical results show that these measures can avoid the data leakage and protect the data copyright effectively. The study is of special importance from the theoretical and applicative points of view.","PeriodicalId":267621,"journal":{"name":"2009 International Conference on Management and Service Science","volume":"56 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2009-10-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"121234690","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

A theoretical analysis is performed to study the sufficient condition for DCT coefficients to be quantized to zeros in AVS-P2. As a result, a sufficient condition derived to early detect all-zero 8x8 DCT blocks. Compared with original algorithms in reference software rm52j, the proposed algorithm provides a new method and efficient condition to predict all-zero DCT blocks. The experimental results demonstrate this new allzero block method reduces the computational complexity of AVSP2 encoder remarkably while the degradation in video quality is negligible. The term 'e-government' has come to capture and de-limit into what might be termed the agenda for government in the age of the Internet. This article questions the value of the orthodox interpretation, the paradigm that has so rapidly emerged around e-government, in particular the casual assumption that e-government is ipso facto 'citizen-centric'. In so-doing this article reveals a concern that different questions must be asked in order to understand 'e- government' and its implications fully and fundamentally. The driving objective of this paper is to identify different approaches to measure the development of e-government.","PeriodicalId":267621,"journal":{"name":"2009 International Conference on Management and Service Science","volume":"20 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2009-10-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"125034479","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This paper reports an investigation of stability issues of the network technologies based on the graph theory. It also presents solutions of the geodetic number of graph Cm × Cn. There are many parameters which can measure to some extent the robustness of an interconnection network with respect to link failures, such as domination number and bondage number. Another parameter, the geodetic number, has been studied widely in the recent literature. Determining the geodetic number of an arbitrary graph however can be proved to be NP-hard. Therefore it is natural to investigate some specific cases for the geodetic number of special graphs. The solving process of one of such cases is presented. It is generally acknowledged that intangibles such as knowledge now lead to firms being more flexible and thus more competitive. To understand the development of competitive advantage, we must understand knowledge especially tacit knowledge and how it is shared. Therefore, based on review of critical literatures, the author first summarizes current views of the definitions of knowledge to six perspectives and classifies views of tacit knowledge to four types. This paper aimed to set a theoretical foundation for studies on the sharing of tacit knowledge in organizations. The author found that there are two different views on sharing tacit knowledge due to the conceptual differences of it. Then the author investigate the difficulty of sharing tacit knowledge and found that the difficulties in the externalizing and sharing of tacit knowledge are linked to perception, language, time, value and distance. Among which, perception and language are the main difficulties in sharing tacit knowledge.","PeriodicalId":267621,"journal":{"name":"2009 International Conference on Management and Service Science","volume":"15 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2009-10-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"125149965","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
