Duezeh","doi":"10.12816/0060693","DOIUrl":"https://doi.org/10.12816/0060693","url":null,"abstract":"Bureaucratic organization is increasingly dominating the institutional landscape, departments of state, political parties, business enterprises, the military, education and churches are all organized on bureaucratic lines. Managers’ unsystematic and irrational approaches to work create very serious problems between management and employees. Consequently, there is bound to be dysfunctional behaviors and stress set in, thus endangers the growth of such organization. This shows that the organization is having problem with its human organization. The beliefs, values, attitudes, and practices of the members of an organization—is a powerful force in determining the health and well-being of an organization. Decision making is the process of narrowing alternative in order to choose the best course of action. It deals with deciding and doing. It is an important factor that influences the quality of an organization. This study is an attempt to examine the nature of decision making in organization. It is also aimed at unraveling the factors influencing decision making, as well as proffer solutions to the tribulations. Relying on secondary sources, much of the data was accessed through the review of the extant literature and goggle scholars, while Participatory management theory was used as theoretical framework to anchor the paper for more objective insight. Findings show that strict enforcement of bureaucratic procedures, in some contexts, may not fetch the desired results. The culture of uncertainty avoidance tendency negatively affects the achievement of the targeted results of an organization. It bars officials from taking initiatives of innovation. Therefore, this paper called for a paradigm shift from personalization of decision to participative decision making. This study examined the moderating effect of community culture on the relationship between citizen participation and community development in some selected states in Nigeria. A cross sectional survey research design was adopted and the population included 5,641 membership from the selected States; Anambra and Kaduna as registered community associations. Simple random sampling technique was used to arrive at 918 as the sample size. The adapted questionnaire was validated and the reliability established. From the results, the study found that community culture has no moderating effect on the relationship between citizen participation and community development in Anambra State (R2 change = 0.002, F(3,204) = 11.536, p>0.05), and Kaduna State (R2 Change = 0.002, F(3,599) = 104.696, p > 0.05).The study concluded that citizens’ participation in development is not predicated on community culture. {"title":"Annual Appropriation as Instrument of Good Governance and Effective Public Goals’ Actualisation : An Evaluation of Public Policing in Nigeria 2011 - 2018","authors":"Nwobi , Fedelia Obuteaku","doi":"10.12816/0052760","DOIUrl":"https://doi.org/10.12816/0052760","url":null,"abstract":": Annual Appropriation has been the instrument employed by the three tiers of government in Nigeria to mobilise, allocate, and manage resources towards the satisfaction of public needs and monitored through legislative oversight functions. This paper explored the relationship between budgeting and the delivery of good governance with a focus on Nigerian Police Force (NPF), 2011 to 2018.It is the responsibility of NPF to detect and prevent crimes, apprehend and prosecute offender, preserve law and order, protect life and property, and perform other functions as may be required of them by any Act. Empirical evidences reveal that in spite of increasing appropriation of fund to NPF, the Force has failed in its responsibilities. Dominant opinion in the literature tends to support under-funding and corruption as the cause of this failure. However, there is little or no assessment of NPF adherence to conventional budgetary processes, and its impact on the provision of good governance. Generally, this paper seeks to engage in these assessments. It adopted documentary research and content analysis wherein published and unpublished books, journals, conference and workshop papers, government and civil society documents found in Libraries and the internet were explored. The results of the analysis reveal that there is no relationship between the level of annual appropriation and NPF abysmal failure in its responsibilities. It also reveals that NPF does not practice conventional budgetary principles, which would have factored in their justifiable units’ needs; the politicisation and use of the force by dominant ruling elites has negative impact on the image of the force and the approval of their budget proposals; NPF abandoned its conventional responsibilities for private and individual policing; and the unambiguous pursuit of individual economic interest of members of the force turned members of the public into preys. It stems from the fact that over the years the environment of Nigerian universities has been turbulent and characterized by industrial disharmony. Hypotheses were formulated to guide the study, and data were collect4ed using the questionnaire, observation, face to face interview and focus group discussion tools. Data collected were analyzed and hypotheses tested using SPSS version 2. The findings revealed that poor funding of Nigeria universities has negative effect on the quality of teaching and research. Relevant literature was thoroughly reviewed and the study was anchored on the three theories, namely: The Contingency theory by Fred Edward Fiedler in 1964, Resource Based View (RBV) Theory by Jay Barney in 1991 and the New Public Management Theory by Hood (1991). The study revealed that strategic human resource management, digitalization and strategic financial management have effects on public service delivery in selected public sector organisations in Anambra state, Nigeria. The system has, in the last few years brought herders and crop farmers into direct conflicts over grazing resources (most times resulting in deaths and wanton destruction of valuables) The conflits appear to be costing the Country a lot of precious man-hour both in terms of abandonment of farming activities and deaths and is also leading to food shortages, environmental degradation and division among the peoples of the Country. The broad objective of the study therefore is to examine the effects of Open Grazing System on Sustainable Development of Nigeria with particular insight into how it affects food security, economic development, our environment and national integration. The Researchers used the quasi-survey method, comprising of the questionnaire, focus group discussion and content analysis to carry out the study. At the end, it was found out that open grazing system is detrimental to food security, that steady economic development in the country will be hampered if time and resources needed for gainful economic activities are wasted in unnecessary hostilities, that open grazing around physical infrastructure like schools, hospital, highways and on natural vegetation results in environmental degradation and lastly that the foundation of the Country’s continued existence as a nation is in serious jeopardy as acrimony pervades the land.
