The necessary function of the state is to balance the interests of employers and employees and to assist those who are not covered by social security. This research gives a historical interpretation of the Catholic social teaching in the economic, labor, and social sphere. It is based on scientific literature and theoretical sources, Catholic Church encyclicals. The study analyzes the impact of the Catholic social doctrine on social and economic policy in Western Europe. This research could be useful in promoting reforms that shape a new global economic order and in creating a good legal framework for the welfare state. The main problems of economic development and regional labour markets of the territories of the North Caucasus are outlined. In particular, the impact of migration on the regional labour market and changes in the demand structure of regional employment are assessed. The share of graduate students defending their dissertation on time has decreased to 12%. In our opinion, the reason is a decrease in the level of social prestige of both an academic degree and, in general, the idea of building a career trajectory within the academic labour market. Most master's degree (speciality) graduates consider postgraduate studies as a \"backup option\", which can be used to survive their temporary difficulties in the labour market. The human resources potential of academic organisations is not improving simultaneously. Until now, the bulk of effective scientific research is carried out mainly by fairly old specialists. In recent years, there has been a decrease in the fertility rate among the rural population in the republic. The research method is conducting in-depth semi-formalised interviews in three district centres of the republic (N=30). The interviews made it possible to identify the expected number of children, the age when they plan to have a child, to analyse the factors affecting reproductive behavior, as well as the impact of new measures of state support for families with children and the impact of the COVID-19 pandemic on the desire to have a child. The analysis of the conducted interviews showed a rather serious approach of modern rural youth to the birth of a child. Young people understand that difficult conditions in rural areas can significantly affect a child's health and quality of life. The generally accepted criteria of reliability and power obtained by studying combinations of quantities of results recognised as true or false have been expanded by including the completeness criterion in the methodology. This criterion is obtained by supplementing the classification of research results with an area of undefined values. In addition to the general indicators of the reliability of observations (reliability, power and completeness), intermediate indicators of the data structure are proposed to clarify the results structure of the tests carried out. The universality of the model considered in work allows it to be applied in various socio-economic and other studies. The land resource potential acts as the basis for achieving the declared by Decree of the Government of the Russian Federation No. 717 dated July 14, 2012 \"On the State Program for the development of agriculture and regulation of agricultural products, raw materials and food markets\" of target indicators, since it acts as the basis for the production of crop products, which in turn provides food for humans, raw materials for industry, forms a fodder base for livestock. The basic elements of forming a new mechanism for managing land and resource potential in the digital economy conditions have not yet been sufficiently defined and developed. The methodological basis for this study was the scientific works of economists in land management in agricultural production. Analytical, statistical, logical, comparative scientific methods were used to prepare this article. The development of modern scientific ideas regarding the digitalisation of the economy involves using a significant array of data created and reproduced by digital technologies, requires a revision of targets and mechanisms because the experience and practice of previous years will be an obstacle to a technological breakthrough in the industry. The difficulties of the transition of the agro-industrial complex to a digital platform are because Russian agriculture in the current geopolitical conditions acts as the basis for the development of the national economy, while not being a high-tech industry and not having significant reserves for increasing labour productivity and production efficiency. As a result of the transformation of the organisational mechanism for managing the land and resource potential of the agro-industrial complex, it is possible to consider the optimisation of relations between interested state bodies and services, local authorities and individual economic entities. The quasi-judicial institutions' elements (elements of administrative justice, the monarch's will, corporate public institutions endowed with judicial powers, elements of arbitration proceedings) are summarised. The source basis was the large normative legal systematisation of medieval law (Russian Truth (Russkaya Pravda), Judicial Code (Sudebnik) of 1497 and 1550, the Cathedral Code (Sobornoe Ulozhenie) of 1649), the systematisation of commercial law and acts of local government and self-government. They also consider foreign language studying options at their native universities and compare them with the ways of studying at other universities in the context of educational tourism.
