New economic challenges pose severe problems in the field of employment: the world's economies face such acute problems as growing unemployment and declining employment due to the COVID-19 epidemic. According to the ILO, the economic and labor crisis caused by the pandemic can increase global unemployment to 24.7 million people; for comparison: the global financial crisis of 2008 2009 increased global unemployment to 22 million people. The pandemic has accelerated the process of digitalisation, resulting in new forms and types of employment appearing, which generates reforms in the economic, social and political spheres. The key problems in the field of employment in Kazakhstan continue to be: intersectoral movement of labor due to structural changes in the economy; high level of self-employed in rural areas; changes in labor relations due to the emergence of new types and forms of employment that conflict with current legislation and increase the risks of social insecurity of workers; disproportions in the professional and qualification structure of employment due to the imbalance between the nomenclature of training specialists in educational institutions and their use in practice; weak mobility of labor resources and inefficiency of state employment programs. The peculiarity of the functioning of the labor market in Kazakhstan is a high level of employment and low unemployment with an imbalance in the supply and demand of labor. The study aims to identify the main trends in the labor market transformation in Kazakhstan. The research aims to study the theoretical foundations and practical issues of the formation and development of the Kazakh labor market. The article talks about the ongoing changes in the economy and the labor market, including under the influence of the COVID-19 pandemic, state support in employment, and identifies critical factors for the future competitiveness of the national labor market. The digital environment completely changes the activities of a higher school teacher, who, in current conditions of interaction with students through distance educational platforms, changes and adapts the theoretical and practical material of the course being studied and the skills of interaction with students. The article raises the question of how the realities of the distance learning format influenced the formation of the teacher's image among the cadets of the departmental university. The authors attempted to study the factors that influence the authority of a teacher working in a departmental university during distance learning. There has been a comprehensive study on various aspects of the digital economy and its impact on the socio-economic sphere. This sphere is also emphasised as a priority at the local level, taking into account regions' disproportionate development. The world economy is becoming increasingly digital and technological, and economic relations are becoming more complex, the virtualisation of the economy intensifies. The analysis of the socio-economic conditions for the development and implementation of the digital competencies model and a comprehensive assessment of the opportunities and the current digital economy status of the country and the region reveals that at the time, Russia is not in the lead. Still, among all its territories, Khanty-Mansi Autonomous Area-Yugra is top-placed in the rankings. The current Russian economy is featured by its transition to an innovative management system and information society, which accelerates the digitisation of life, communication media and technologies. This article is devoted to developing personnel's professional competencies, the factors affecting competitive advantages, and the successful development of both businesses and the area they grow in. The emotional sphere of an individual also does not lose its significance for psychological research, mediating human behaviour. The article considers the conducted research of the influence of the reflexive position on the regulation of students' emotional states. It is revealed that various indicators of students' reflection (retrospective and prospective reflection of activity, reflection of communication, self-reflection and socioreflexion, differential type of reflection) are developed at an average level, manifestations of the emotional sphere (well-being, activity, mood. emotional experiences, self-control in the emotional sphere, activity and behaviour) of students are most favourable. The conducted one-factor analysis of the data obtained showed that the formed reflexive position affects the emotional sphere of students. The following characteristics of the reflexive position have the most significant influence on the emotional sphere: reflexivity, selfreflection, introspection and socioreflexion. It is shown that the components of the corporate culture for Russian small and medium construction companies concern fulfilment of the work time rates for employees and organisation of breaks within work time, a motivational factor of occupational safety observance, the occurrence of accidents, occupational safety in general. It is detected that accidents in the construction companies depend on the season, workers' availability of their own rules, which they consider correct; hurry during plan fulfilment. It is determined that in all groups of respondents, the maximum average values were found out by the index of clan corporative culture, for which availability of common valuables and principles, friendlike, confidential relations between employees, teamwork style, aim to help and train are specific. Degradation of the clan corporative culture can appear as irresponsibility and permissiveness. Confident proficiency in a foreign language is one of the conditions for obtaining a promising job in the future. The article compares the productivity of remote learning technologies and the traditional classroom form of teaching a subject in mastering a foreign language by technical university students in the context of a pandemic of novel coronavirus infection. Remote learning shows its productivity, provided that various psychological and pedagogical technologies are combined concerning e-learning, an example of which is given in the article.
