The dynamics of trade between Russia and China, the commodity structure of Russian exports and imports are considered. It is emphasized that the growth of trade exchange between the two countries does not mean that Chinese companies refuse to trade with Western countries. By expanding trade with Russia, Chinese firms are interested in minimizing the risks of falling under secondary Western sanctions. Russia's intention to implement the policy of \"pivot to the East\" is proved. The ability of Russia, despite sanctions, to find markets for energy resources, to reorient Russian oil and gas supplies from the European to the Asian market, where China is the main buyer of Russian energy resources, is emphasized, purchasing Russian oil at low prices. The desire of Chinese companies in the conditions of leaving the Russian market of Western firms to occupy the vacated product niches is noted. The features of the development of investment cooperation between Russia and China are revealed. Emphasis is placed on reaching a qualitatively new level of economic interaction between the border regions of the two countries. {"title":"IMPACT OF THE PANDEMIC ON THE RUSSIAN ECONOMY AND POPULATION INCOME IN 2020","authors":"L. Migranova","doi":"10.26653/2076-4650-2021-3-01","DOIUrl":"https://doi.org/10.26653/2076-4650-2021-3-01","url":null,"abstract":"The article presents dynamics of the coronavirus infection in Russia and analysis of the situation in the national economy and population living standards amid the COVID-19 pandemic. Investigation of the socio-economic situation in the country was performed on the Rosstat preliminary data for 2020. The economy has suffered serious losses from the COVID-19 resurgence already in the second quarter: GDP in constant prizes was only 92% as compared to the corresponding period of 2019, budget revenues reduced at all levels, unemployment increased from 4,7% to 6%. This was immediately reflected in the indicators of well-being. Thus, for example, nominal per capita monetary income of the RF population reduced to 94.6%, and real — to 91,7% against the second quarter of the previous year. Owing to the Government measures to curb the spread of the virus, to provide assistance to business and citizens most affected by the pandemic, the situation began to gradually improve ealready in the third quarter. It is shown in the article that the second, stronger wave of COVID-19, which began in mid-September, did not allow to radically change the socio-economic situation in the country until the close of the year, as follows from the statistics for October-December 2020. The authors make a conclusion that Russia has managed to avoid a deep crisis. They provide a comparative analysis with the crisis situation of 2016. The pandemic will continue affecting the economy and living standards of the Russian population in 2021. Already at the beginning of the year, the RF Government took a series of measures to support the economy and population and to overcome the negative consequences of the year 2020.","PeriodicalId":255412,"journal":{"name":"Scientific Review. The relevance of this approach is due to the fact that at present Russia is experiencing problems in the field of financial interaction with Western countries, and therefore the issues of financial integration with countries that are not involved in sanctions pressure are a priority in terms of the formation of a national financial and credit policy. In this regard, the purpose of this article is to model the readiness for financial integration of the financial sectors of various countries on the basis of their similarity. This goal is determined by the fact that it is the similarity of the financial sectors of the economy that creates the conditions for painless financial integration between countries. The study selected the time interval from 2002 to 2021, as the object of the study selected countries that have not currently accepted the position of Western countries, have abandoned sanctions pressure on Russia. To achieve this goal, the work used the method of correlation-regression analysis, the method of clustering. The analysis used statistical data on the change in the financial aggregate M2 (money supply in the national definition) in connection with such indicators as the growth of foreign exchange reserves in dollars and the growth of real GDP, most of which demonstrate a correlation. These two variables characterize the extent to which the dynamics of the resources of the financial sector is determined by external factors that characterize the financial sector (exports, imports and foreign investment that affect the dynamics of foreign exchange reserves), as well as internal factors (GDP growth). The result of this article was the definition of a list of countries that are currently ready for financial integration with Russia. The legal epistemology of energy cooperation allows a comprehensive analysis of the knowledge of phenomena and processes of international legal regulation of energy cooperation. The meth-odological approaches that make up epistemology are studied. The complementarity of the synchronic and diachronic approaches of epistemology is traced. The contradictions that form the basis of legal epistemology are investigated. It is established that these contradictions con-sist in the opposition of synchronic and diachronic approaches, formalism and realism, spe-cial legal and general scientific methods. A systematic approach is particularly important for the methodology of the study of international legal regulation of energy cooperation. Systemic laws have been applied to the analysis of Russia's energy cooperation with Brazil, China, India and South Africa. The analysis of the structure of doubtful transactions in banks for two periods: the first half of 2020 and the first half of 2021. The process of introducing the «Know Your Customer» platform into action from the standpoint of legal and technological support has been studied. The groups of clients subject to high, medium and minimum risk levels are considered in detail and their detailed characteristics are given. A study of suspicious transactions was conducted. The mechanism of interaction between the regulator, banks and their clients within the framework of the «Know your Customer» platform has been studied. The algorithm of information and technological interaction of banks with the Central Bank of the Russian Federation is presented. Statistical data of the Ministry of Internal Affairs of the Russian Federation were used. They reflect the dynamics of migration registration and removal of foreign citizens. It is difficult to judge the number of migrants in our country based on these data, but nevertheless it is possible to assess the dynamics and intensity of migration processes. The study revealed that the scale of migration flow from Central Asian countries to Russia in the second quarter of 2020 decreased by 1.5-2 times compared to the first quarter of 2020.The largest reduction is noted among tourist and labor migration. The COVID-19 pandemic has changed the migration activity of population of Central Asian countries in the direction of its decline and transformed the structure of the migration flow from this region. The Russian labor market is experiencing a shortage of labor in some sectors of production. However, the paradox is that it is felt against the background of rising unemployment in the country. Since the state pension still does not provide a replacement rate of 40%, and for Russians who receive twice the average income, in 2018 the replacement rate was 22%, and by 2050 it will reach only 31% — it would be logical to assume an increase in the popularity of non-state pension products, which has not yet occurred. To analyze the reasons for this situation, a number of hypotheses were analyzed and a conclusion was made to confirm the theses about the dependence of the level of readiness of citizens to pension savings on such factors as income level, future orientation, financial literacy, a weak level of confidence in the pension system, dissatisfaction of some potential clients of non-government pension funds (hereinafter — NPF) with their current portfolio of products and conditions for them, as well as the availability of alternative sources of pension income.","PeriodicalId":255412,"journal":{"name":"Scientific Review. On the example of the legislation of Ireland, the study of the categorical apparatus is carried out. The role of the International Monetary Fund and the Organization for Economic Cooperation and Development in the study of tax incentives for R&D is determined. The work is based on the application of general scientific and private scientific methods: statistical, comparative legal, historical, etc. A comparative analysis of direct government financing and tax support of R&D for business is provided. Several methods of evaluating the effectiveness of stimulating research and development are considered. Conclusions are drawn about the key global patterns in the field of assessing the effectiveness of tax incentives for R&D. In conclusion, the author notes that depending on the size of the economy and the level of its development, governments of different countries choose different types and sizes of tax instruments within the framework of fiscal policy. A classification of procurement risks is proposed, including time risk, corruption risk, financial risk, organizational and legal risks and technical risks specific to each procurement entity (customer, contractor and consumer) at each stage of the procurement process (procurement planning, procurement implementation, monitoring, audit and control of procurement), including the allocation of procurement risks before the conclusion of the contract and during the execution of the contract. The risk assessment methodology includes a quantitative assessment of the private risks of all participants at different stages of procurement and the total risk of procurement using matrix and point approaches. The verification of the methodology showed the ability to determine the comparative overall risk in the field of procurement and bottlenecks both in the activities of a particular customer and contractor, and in the industry and the procurement system as a whole. The use of classification and risk assessment methodology in the field of public procurement makes it possible to develop a risk-based approach to management in the russian contract system, which is conceptually based on the concentration of limited state resources in areas of maximum risk and at the same time reducing the administrative burden in areas of reduced risk.","PeriodicalId":255412,"journal":{"name":"Scientific Review. The authors found that there are tangible achievements in the Persian Gulf countries, such as the emergence of high — and medium-tech industries. Their active development provides the GCC countries with relative stability in the economy and social sphere.
