The paper presents an attempt to comprehend the essence of the concept of economic specialization of the territory in modern conditions. Various approaches to its definition are presented and analyzed, both by great Soviet scientists and modern interpretations. A methodology and formula for determining the economic specialization of subjects of the Russian Federation is proposed, taking into account the existing limitations of publicly available statistical information. Based on the identified economic specialization, the similarity coefficient of the economic specialization of the subjects of the Russian Federation was calculated. The calculation method includes computer data processing in the M language in the Microsoft Power Query environment. All subjects of the Russian Federation were divided into 9 groups in accordance with their economic specializations in order to determine a list of comparable territories. In order to identify the real potential of economic cooperation of adjacent territories, on the basis of the grouping, a cartogram of the economic specialization of the constituent entities of the Russian Federation was formed using the MapChart software tool. In the course of visual analysis, zones of similar economic specialization were identified, and the degree of cooperation potential was determined based on the similarity coefficient. This study is of an applied nature and is intended to expand the tools for developing a targeted state policy for managing the development of territories. The identification of economic specialization is intended to form groups of comparable territories for a one-time solution to emerging problems of the same type. Identification of the cooperation potential of the subjects of the Russian Federation is in demand from the point of view of the formation of interregional industry clusters, which corresponds to the current trends in the formation of state policy in the development of agglomerations and the transformation of the settlement system.","PeriodicalId":255412,"journal":{"name":"Scientific Review. The author examines the legal principles of regulation of the organization of agricultural markets, as well as analyzes the system of intervention prices and threshold prices. The main legal acts regulating agricultural trade in the European Union are the acts of primary EU law - the Treaty on European Union and the Treaty on the Functioning of the European Union. Besides that, a solid base of secondary legislation is applied, consisting of regulations and ordinances. The prospects of development of the organization of the agricultural market depend largely on certain economic indicators, such as production and consumption, exports and imports of both raw materials and finished products, the area of cultivated land, etc. At the same time, there are some factors that can significantly affect the legal aspects of agricultural trade in the EU: some of them are the system of mandatory compensations, new environmental standards, the system of subsidies for farmers, etc. Special attention is paid to the result of the agrarian sector reform: the system of lump-sum subsidies for farmers was introduced. The author separately examines the grain market within the EU, its characteristics and legal regulation. The author pays special attention to the price formation process and its legal basis. It is noted that due to the inability to protect the EU grain market from cheaper imported grain, the EU uses the compensation fee as a mechanism to equalize grain prices on the domestic market.","PeriodicalId":255412,"journal":{"name":"Scientific Review. Currently, there are practical limitations to the widespread use of hydrogen, including a physical property (density) that makes storage and transportation difficult, as well as high operating costs for new technologies. Corresponding challenges can be solved on the basis of regulatory measures and on the basis of scaling up the production of key technologies. The purpose of the study is to analyze the regulatory component to determine the main development trends and priorities of the hydrogen economy in the United States and Japan to ensure carbon neutrality. A systematic and comparative analysis was chosen as the main approach to the study, various approaches to the development of hydrogen energy in various countries of the world were considered. The materials of the article are of practical value for the fuel and energy complex of countries, for improving systems based on control, planning and coordination systems of the leading countries in the hydrogen field. Ryazantsev","doi":"10.26653/2076-4650-2021-3-05","DOIUrl":"https://doi.org/10.26653/2076-4650-2021-3-05","url":null,"abstract":"The paper provides some results of a study of changes that have occurred in the labor markets of Russian regions during the \"first\" and \"second\" waves of the COVID-19 pandemic. In particular, it is shown that in 2020 — 2021 there were transformations in the structure of employment of the population of the Russian regions, for example, the number of vacancies in the industries that were most severely affected by the introduction of restrictive measures in the economy decreased, the unemployment rate increased significantly. The negative consequences of the pandemic in one way or another manifested themselves in all Russian regions. However, in a number of regions, which even before the pandemic showed an unstable dynamics of socio-economic development, the impact of the COVID-19 pandemic had a more significant negative impact. This indicates that during a pandemic, divergence processes have intensified in the national economy. At the same time, during the pandemic, some new forms of employment were developed, associated with the need to switch to a remote mode of work. We believe that these new forms of employment will remain relevant both in Russian and international practice even after the end of the pandemic. The paper also analyzes the main measures of state support for the population, small and medium-sized businesses, and migrants. It is shown that, in general, the measures of state support during the pandemic were timely and made it possible to avoid the collapse of the national economy. It is concluded that support measures should be more regionally differentiated in order to take into account the specifics of the economy of the regions of the Russian Federation.","PeriodicalId":255412,"journal":{"name":"Scientific Review. External labor resources have been one of the factors in the development of agriculture in the Far Eastern regions over the past 20 years. Attraction of foreign labor and investment in the agriculture of the regions has ambiguous consequences for the development of these regions. The current situation in the spring of 2020, associated with the closure of the borders of the Russian Federation, revealed the role of the Chinese factor for the regions of the Russian Far East. The peculiarities of attracting Chinese workers to the agriculture of the Russian regions are well traced in the example of the Jewish Autonomous Region, which is located on the border with Heilongjiang Province (PRC). The peculiarities of the region's geographical location influenced the formation of stable Russian-Chinese relations in agriculture. The paper examines the processes of Russian-Chinese interaction in agriculture on the example of the Jewish Autonomous Region. The change in the role of Chinese citizens in the development of agriculture and rural areas of the border region of the Russian Far East is shown. Two periods of Russian-Chinese interaction in agriculture of the Jewish Autonomous Region are highlighted and characterized. The first period (early 2000s - late 2000s) is characterized by a decrease in the area of arable land in the region, attracting cheaper Chinese migrants by local and Chinese agricultural producers. The second period of 2010-2020, this time, a system of lending to local farmers by Chinese partners for the future harvest, an increase in the area of arable land, an increase in the yuan exchange rate led to a higher level of wages of Chinese workers. Chinese farmers are hiring local people. It is concluded that the peculiarity of the development of agriculture with the participation of the Chinese factor in the Russian Far East is that the Chinese were present and are present as investors, producers, workers, and farmers.
