Their influence on the party-political landscape of Europe, including the electoral one, is explained by the fact that in the face of the challenges of globalization, many of these parties were able to qualitatively transform their discourse, involving the actualities of our time, adapting them to their own ideological platform. However, there are several facts that distinguish the British case of right-wing radicalism from the continental European one. The author studies the features of the discourse of the right-wing radicals of the Britain using the example of one of the officially registered right-wing parties – «For Britain» - and identifies the main elements of the discourse of this party in the context of globalization, immigration flows, the application of ideas of political correctness to practice. Despite the party leadership's decision in the summer of 2022 to terminate its existence, its ideas do not cease to influence large number of Britons. Finally, the author identifies, the main categories of nationalist discourse, and analyzes how they are instrumentally used by the \"For Britain\" party in constructing its ideology.","PeriodicalId":24044,"journal":{"name":"Вестник Пермского университета. {"title":"RUSSIAN YOUTH’S POLITICAL TRUST: SELF-ASSESSMENT AND EXPERT OPINION","authors":"O.V. Popova, N. V. Empirical studies were a part of the implementation of the research project \"Political Trust of the Russian Youth: Formation Mechanisms, State, Trends, Systemic Risks\". The self-assessment of the political trust of young people included the identification of their attitude towards the institutions of power, as well as to NGOs, and politicians of all levels. The expert survey was based on the application of the non-standardized interview method. A variable was calculated to clarify the issue of the proportion of those who did not trust the authorities, demonstrating low, medium and high indicators of political trust. Compared to previous online surveys, trust anti-rating indicators grew significantly. A split was revealed in the assessment of young people's regard of the domestic and foreign policies and the activities of certain institutions. Data was obtained on the differentiation of the political trust of young people in certain political institutions. Age/generational explanations for the differences in the political attitudes of young people showed differences between the three age groups of young people.","PeriodicalId":24044,"journal":{"name":"Вестник Пермского университета. The research focuses on the population’s trust assessment regarding the activities of government bodies as a predictor of the evolving of their readiness to co-finance projects of participatory budgeting. The leading research method is a questionnaire survey of the population. The results illustrate a rather low interest of the public in participation in the practices of the participatory budgeting. The respondents recognize the relevance of resorting to the mechanism of co-financing only if it affects their individual interests. The results indicate a low level of confidence in the authorities when it comes to the budget spending, meanwhile the insufficient resource of credibility limits the residents' willingness to invest money in the development of the territory. The research finds that the lack of public confidence that the local government acts in the interests of residents and supports local initiatives will reduce public willingness to participate in the implementation of co-financing projects. In addition, the low level of citizens' awareness of the practices of participatory budgeting aggravates the situation and reduces the level of satisfaction with the effectiveness of the implementation of control and budgetary functions.","PeriodicalId":24044,"journal":{"name":"Вестник Пермского университета. The study characterizes the main actors of securitization of international political issues; highlights the key provisions of securitization theory, which can be used to study foreign policy expertise; offers the author's interpretation of O. Khvostunova's typology of political experts regarding securitization in the framework of expert geopolitical discourse. The findings show that the application of securitization theory can contribute to the development of the scientific notion of foreign policy expertise as a specific network of experts engaged in the geopolitical discourse of the state and influencing foreign policy through it. It happens by having an effect on the geopolitical view of the world of both the political elite and the masses. In the future, the study of securitization steps and securitizing speeches in general can contribute to a deeper understanding of how and on what basis perceptions of foreign policy of decision makers in the security field are formed, what channels are used for this purpose, what role foreign policy expertise and pseudo-expertise play in this process.","PeriodicalId":24044,"journal":{"name":"Вестник Пермского университета. This article aims to analyze the implementation of ESG in the context of multi-level governance from the perspective of the subject-actor composition, and models of relationships between these actors. The authors use a case study strategy and examine the implementation of the ESG in two municipalities of the Perm region: Krasnokamsk and Nytvensky districts. The main research materials for this article are the results of 19 in-depth interviews with representatives of municipal authorities and civil society organizations. The study reveals the subjectivity and functionality of specific ESG actors. The key actors are found to be supra-local and municipal authorities, businesses and NGOs. The media and the public tend to act as a source of support for the implementation of ESG by the aforementioned actors. Two models of relationships between actors of ESG implementation in municipalities are formulated: coordinating and implementing. The variability of the models is shown to be due to political, administrative, and other local conditions. The study also confirms the hypothesis that the implementation of a multi-level policy in Russia is largely hindered by institutional, resource and organizational barriers.","PeriodicalId":24044,"journal":{"name":"Вестник Пермского университета. The monograph has both practical and theoretical value: the author aims to create a holistic narrative of the Basque conflict, complementing the existing positions with the life stories of the activists themselves, debating with a number of well-established theses on the problem. The practical significance of the work lies in the possibility of integrating the results of the study into the mechanisms of transitional justice in order to overcome the legacy of the political conflict that resulted in human casualties and systematic violation of human rights. The author seeks to find answers to the question: what factors determine the legislative effectiveness of deputies? The article presents the results of assessing the impact of membership in the parliamentary majority party, formal status in the internal parliamentary hierarchy, work experience in legislatures, as well as legal education on legislative success. The study is grounded on the data on the \"effectiveness\" of deputies of two regional parliaments – St. Petersburg and the Kirov region. The work is based on regression analysis. The results of the study show that membership in the majority party, a position of a chairman of the committee or a leader of the majority party, as well as the previous experience in the legislative sphere are factors influencing the legislative success of a parliamentarian. Also, legislative efficiency rises with an increase of a deputy's term in office. The article characterizes the practices of securitization of the identity politics in the broad sense of the word, used in the international context, when the value pillars of state identity are established in confrontation with the Other/ Aliens. China, the USA and Russia are chosen as examples. The practices of securitization of identity politics are examined in relation to the protection of the identity of sexual minorities that are organized in the LGBTIQ+ community. Such identity politics has spread from the domestic political agenda to the international level by the efforts of Western countries. To counteract the cross-border crisis triggered by the coronavirus, policies within the association and the interaction of member states had to be clearly coordinated. In reality, however, the approaches taken by member states to deal with the pandemic differed at almost every stage of it. An example of that was the Czech Republic and its unique approach to a significant number of aspects of crisis management. Using the concept of societal security as a theoretical basis, the article analyzes the threat of the COVID-19 pandemic to the EU, revealing the specifics of the Czech Republic's approach to crisis management (in comparison with the general European approach), and analyzing the public perception of the COVID-19 pandemic and the related crisis management policies at the EU and Czech Republic levels. According to the authors, the generation is the strongest predictor of authoritarian-populist values and voting for the ones. They understand populism as a rhetoric style, based on two main features: challenging the established power and proclaiming that people are the only source of legitimate power in a society. Old generational cohorts, tend to have more populist attitudes and vote for populist parties, while young cohorts have more libertarian values and less likely to vote for populists. Majoritarian institutional design, such as indirect presidential elections in the USA or plural electoral system in Great Britain exacerbate the rise of populism in these countries. Other contributors to this trend are so called “silent revolution”, a massive change of cultural and societal environment in many countries (access to higher education, women emancipation, migration, etc.), which old cohorts tend to oppose, and economic crises, which make people feel more vulnerable and provoke even the young cohort to incline to authoritarian-populist values.
