To collect data from political communities, the author has developed a script that allows parsing data from the VK by the number of friends of each participant within a community (social capital of community participants), as well as getting data on comments left by participants on public pages. Despite the initially different positioning of the two types of communities, political communities of different types are appeared to have a similar social and communicative structures, owing to the topics of communities and their goals. However, informal communities feature a more uneven distribution of participants: there are several leaders in groups forming their clusters inside the public page, and the number of participants with 1 or 2 friends in a group or no friends at all (“observers”) is much higher there. Simultaneously, official public pages have a high density and a quite high clustering coefficient, which suggests that at the right moment those communities' offline political activity can be used to organize people online. Рассматривается вклад Уайта в развитие исследований государственного управления в Соединенных Штатах, прежде всего его анализ меритократического и патронажного подходов к формированию кадров государственной службы. Анализируется роль Уайта в судьбе Чикагской школы политических исследований, его участие в экспертном обеспечении государственного управления, в том числе мероприятий Нового курса Ф.Д. Рузвельта. Особое внимание уделяется исследованиям Уайта по административной истории США и их значению в контексте конкуренции различных подходов к изучению государственного управления в конце 1940–1950-х гг. In conditions of weak property rights, conflicts with the authorities often threaten the existence of businesses and challenge the possibility of deriving material benefits from the positions of power held by entrepreneurs. Conflict behavior contradicts the imperatives of profit and rent maximization and often endangers the personal freedom of entrepreneurs, not to mention their business assets. The article examines the value of the concept of identity in explaining conflictual behavior, which can be considered as deviating from assumed economic rationality. Based on the methodology suitable for studying ideational factors of political outcomes and on the empirical material on conflicts between regional entrepreneurs and regional governors in Russia, it is shown that in the context where economy and politics are closely intertwined, assuming entrepreneurial identity and attributing economic rationality to business owners can be misleading. Salient political identities, formed by both formal and informal institutions, drive political action that cannot be reduced to rational choice models, and its goals contradict commonly assumed motives of profit and rent maximization.","PeriodicalId":24044,"journal":{"name":"Вестник Пермского университета. With the ongoing migration crisis, these states face difficulties in integrating new groups into society and everyday life. Given that Spain and Portugal became countries of immigration almost simultaneously with joining the European Union, this process acquired a key role in determining the Union's policy on migration in general and the integration of migrants in particular. Despite the presence of a command center in Brussels and common standards, each of the EU countries implements them in accordance with their national characteristics. The practical results of the integration of immigrants in Spain and Portugal differ remarkably. With the beginning of the migration crisis in Europe in 2015 Spain has resorted to integration strategies based on sanctions, which can be regarded as restrictive and regressive. The experience of Portugal, as the most successful country in terms of advanced integration practices, indicates that the future of integration lies with intercultural strategies, and moving away from the notorious multiculturalism and assimilation.","PeriodicalId":24044,"journal":{"name":"Вестник Пермского университета. The subject of the study is the theory of post-capitalism - a set of ideas and currents that analyze the prerequisites for the transformation of capitalism into a new stage of socio-economic relations in perspective. The relevance of the topic is confirmed by the intensifying global crisis that devalues the neoliberal system. Against this background, the problems of further development of world politics and economics become particularly acute. The review targetted to examine the political theories of the contemporary Left through the prism of their view on the development of post-capitalist formation, as well as to compare similar views in classical Marxists. The study shows a trend of crisis in contemporary leftist thought (primarily in the West) and its transformation into anarchism, leftist libertarianism, alterglobalism, etc. Generally speaking, contemporary leftist theorists and activists see the construction of a formation following capitalism through the creation of networks of local communities that have no vertical control. Also, one of the main principles of the new system of relations is the complete abolition of human labour and its replacement by robotic production.
