The authors consider the peculiarities of teachers' continuing education development and present a unique model based on the process approach and the design of training in the form of a project which includes formal, non-formal, and informal learning. The paper demonstrates the role of internal and external recognition of learning outcomes for development of the continuing education system. The paper deals with the issues of initiation of the teachers' continuing education process. With a view to support and disseminate this process, a technique for the proactive development of vocational education organizations' project teams and an algorithm of its implementation have been developed. The algorithm is completed with guidelines for the implementation of each step of the presented technique. The effect of Internet on the feel of danger and risk, power and sense of domination over other people, belonging to a certain group, popularity and acknowledgment and education are considered. The author showed that students in this region are underprivileged besides the level of average income and salary because of a lack of ordinary higher education programs and low Internet quality. The development of e-learning opportunities can increase quality of education in the region. It has to include four aspects: developing and improving communication technologies, improving of knowledge of foreign languages; developing of distant higher education, especially programs in technical and technological fields. The evolution of the social capital' forming and development reflects the new forms and models of communication, the extended possibilities of choice and of presence into the Web as a unique space of exchange. This article presents the theoretical approach to the analysis of behavior' regulation within the framework of social technologies implemented to the digital space. Social engineering represents an important factor of the violation of information security' rules, the IT-specialists attribute the majority of the crime in the sector to the insiders of private business companies and to the imprudence of individuals.
