E-learning technologies in Yamalo-Nenets Autonomous Okrug

Abstract

The paper is dedicated to the development of modern education technologies in distinct regions on the example of Yamalo-Nenets Autonomous Okrug. The author showed that students in this region are underprivileged besides the level of average income and salary because of a lack of ordinary higher education programs and low Internet quality. The development of e-learning opportunities can increase quality of education in the region. It has to include four aspects: developing and improving communication technologies, improving of knowledge of foreign languages; developing of distant higher education, especially programs in technical and technological fields. E-learning technologies in Russia have to provide an association with a particular group of people as ordinary higher education does.
