The integration processes of both countries, initiated in the 1990s, are an element of the strategy of domination in the post-Soviet area, which is consistently implemented by Russia. The authors conclude that this strategy in the case of Belarus is a kind of mixture of soft power and hard power, and the choice of instruments depends on the stability of the authoritarian regime, which is embodied by Alyaksandr Lukashenka. The rigged presidential elections triggered a wave of protests, leading to the gradual loss of social legitimacy by the Belarusian president. Russia has a dilemma: whether to continue to support Lukashenka, who is losing support, or to look for a “new personal alternative”, a politician that would guarantee the implementation of a “pro-Russian vector” in Belarus’s domestic and foreign policy. {"title":"International aspects of the disintegration of the Socialist Federal Republic of Yugoslavia","authors":"Sławomir L. Szczesio","doi":"10.36874/riesw.2021.4.1","DOIUrl":"https://doi.org/10.36874/riesw.2021.4.1","url":null,"abstract":"This article analyses the international conditions during the disintegration of the Socialist Federal Republic of Yugoslavia. It is an outline of a broad research problem, a historical analysis from the perspective of the decades-long evolution of Yugoslavia’s international position. After its expulsion from the Eastern Bloc in 1948, the country balanced between East and West, becoming one of the founders and leaders of the Non-Aligned Movement. The author focuses on the aspect of Yugoslavia’s role in the politics of the West, especially the US and the EEC, during and at the end of the Cold War. It was the West that could, possibly, have played a role in preventing the disintegration of the country in the early 1990s, in contrast to the USSR, which had its own internal problems at that time. What factors influenced Western support for the SFRY during the Cold War? How did Yugoslavia’s position in Western politics change when the Cold War rivalry ended? The author points out the temporal connection between the disintegration of the SFRY and, among other things, the collapse of the Eastern Bloc and the Soviet Union, the democratisation process in Eastern Europe, German reunification, European integration, and the crisis in the Middle East. In the end, there was a lack of real and coherent action by Western countries to bring about a peaceful solution to the crisis in the Balkans. {"title":"Thirty years of relations between the Republic of Turkey and the Republic of Serbia: Changing political and international dynamics","authors":"Karol Bieniek","doi":"10.36874/riesw.2021.4.9","DOIUrl":"https://doi.org/10.36874/riesw.2021.4.9","url":null,"abstract":"Bilateral relations between the Republic of Turkey and the individual successor states of former Yugoslavia differ, after thirty years since its dissolution, in form and in substance. While just after the breakup of the Socialist Federal Republic of Yugoslavia Turkey managed to establish and sustain cordial ties with such countries as, for instance, Macedonia, Bosnia and Herzegovina, relations with Serbia (Serbia and Montenegro) remained tense and the two countries perceived themselves, in the best case, as traditional opponents. The basic aim of this paper is to analyse the bilateral relations of these two states and Turkish foreign policy towards Serbia, a country currently perceived as a ‘neighbour,’ despite the fact that they do not share common border. The paper argues that rapprochement of two countries, so clearly visible in several dimensions after 2002, marks a new phase in Turkey’s general foreign policy. The paper will trace the thirty-year evolution of bilateral contacts while arguing that the current positive relations have their source also in the domestic arena, both of Turkey and Serbia, which is willing to increase influence in the Western Balkans and institutionalise her international position. Thus, the two states for the first time share similar foreign policy goals. The whole analysis is theoretically anchored in the behavioural approach of the ‘middle power‘ paradigm. An author-applied qualitative content analysis is the main research technique. An important sphere of cooperation is the public sector, in particular at the level of local government. The local government cooperation of both countries was already visible at the beginning of the social and political transformations after 1990. The development of this cooperation, with varying results, took place in the 1990s and, to an even greater extent, after Poland’s accession to the European Union. In the last three decades, local and regional communities in Ukraine have become an important partner for Polish local governments, both at the local and regional levels. The local government cooperation that has been implemented is based on the diversification and multidimensionality of forms and models. Some result from legal regulations, while others are based on mutual experiences, previous contacts, and sympathies of public authorities. The aim of the study is to analyse and present the conditions and forms of Polish-Ukrainian local government cooperation. The aim is also to show the barriers to cooperation and to define proposed solutions to improve partner contacts of territorial units. The local government cooperation of the two countries is undoubtedly hindered by the fact that Ukraine is not a member of the EU, and often by mutual misunderstanding and non-acceptance of historical experiences. Due to the growing political instability of countries exporting energy resources, the energy security category should be perceived in a special way. Energy security is expressed, first of all, in stable access to energy resources at an acceptable price. The aim of the article is to determine to what extent the strategy of diversifying the sources of crude oil imports to Poland and Belarus is implemented in practice, and to what extent the implementation of this strategy is conducive to building energy security for both these countries. It seems that despite the similar geological and geographical conditions, as well as the common historical infrastructure heritage, Poland and Belarus shape their energy policy differently. The conducted analysis has an empirical dimension, as the REES index is used to measure the concentration of imports and the short-term risk for the security of crude oil supplies. The main research question concerns the effectiveness of the process. When describing the decommunization of public space in Ukraine, it should be stressed that it was characterized by varying intensity and regionality. The process can be divided into two main phases – 1990- 2014 and after 2015. The first period was determined by the historical policy pursued by the presidents of Ukraine. During the presidency of Yushchenko, with the increasing interest in historical politics, and especially the theme of Holodomor 1932/33, the names and monuments in honor of those responsible for these events were removed. The last phase of decommunization involves four acts passed in April 2015. The pace and consistency with which the laws were implemented, especially 317-VIII on communist symbolism, was linked to the Ukrainian-Russian conflict. It determined the need for radical steps towards the Ukrainian state taking control of its own symbolic space. A parliamentary majority and a social atmosphere have made the implementation of the laws effective and today Ukraine can be considered to have decommunized public space. We have considered its importance from the point of view of the domestic and foreign policy of the state. Since 2000, with the beginning of Vladimir Putin’s first presidency, we have been observing a significant increase in the importance of the immigration policy of the Russian Federation, which was an important component of the Russian population policy and one of the key instruments to counteract the deepening depopulation of the state. However, the growing popularity of labor migration to the Russian Federation and the low effectiveness of managing migration flows resulted in a massive influx of irregular migrants, which have used some of the Russian political circles to fuel anti-immigration sentiments. Because of this politics, since 2007, we have been observing a gradual departure from the earlier model of immigration policy, open to labor migration from the Commonwealth of Independent States, towards a policy limiting the influx of Muslim migrants from Central Asia. At the same time Russian government have invited Russian-speaking people from the post-Soviet area to settle in Russia. The introduced restrictions allowed the Russian Federation to use the facilitation of access to the Russian labor market as an instrument encouraging the political and economic integration of the post-Soviet states within the structures controlled by the Russian Federation. The increase in the political component of immigration policy did not change the fact that it was thanks to the influx of people from the post-Soviet area that Russia avoided the depopulation that is currently observed in Ukraine. This was the moment that redefined the Lithuanian-Belarusian relations, which until 2020 were satisfactory for both sides (especially in the economic aspect). However, Lithuania began to pursue a reactive policy of promoting the democratisation of Belarus and provided multi-level support to Belarusian opposition forces.
