The research sought to achieve a set of objectives, the most important of which are: To recognize the nature of the requirements of quality of higher education, to demonstrate and diagnose quality requirements, Influential relations between the requirements of quality of higher education and organizational excellence. The current research started from a problem expressed by several questions, namely: (What is the nature and level of some quality requirements in the investigated universities? What is the level of recognition of the dimensions of organizational excellence by the sample members in the investigated universities?) Does quality lead to achieving organizational excellence in the investigated universities? The correlation between higher education quality requirements and organizational excellence? Is there an impact between the requirements of quality of higher education and organizational excellence?). Based on this problem and objectives, and to clarify the relationship between the variables of research, we formulated two hypotheses, which were separated by five sub-hypotheses. The questionnaire was selected as a tool for data collection and analysis, as well as personal interviews on the practical side of the research. A sample of 88 members of the departments and teaching staff at the faculties of engineering and law at the universities of Baghdad and Nahrin were selected. The research found a number of conclusions, the most important of which were: All the correlation relations for the quality of higher education and organizational excellence were strong and significant, and the relations of influence were all significant. A questionnaire was designed for this purpose, which included two axes: academic freedom and organizational loyalty. It included (45) paragraphs to measure the exercise of academic freedom and the organizational loyalty of the college teachers and the relation between the two variables. The study found that there is a relationship between academic freedom and organizational loyalty in general. It also emerged that there is an acceptable level of academic freedom and good organizational loyalty to teaching the college, although there was no significant statistical relationship between some variables of academic freedom and organizational loyalty. These changes have been in response to global developments and developments that have changed many concepts and attitudes towards higher education. According to this vision, the current research aims to identify the possibility of abandoning the civil education in Iraq from the traditional perspective aimed at education and scientific research and turning to the modern perspective which works to build an integrated system to reach the approach of sustainable development in education by focusing on the environmental, \u0000The transformation of education from a traditional perspective to a modern perspective based on sustainable development requires an increase in its capabilities and capabilities. Therefore, educational institutions need to increase their sources of funding and resort to Islamic finance as one of the main sources of funding.                                                                               \u0000In order to achieve the objectives of the research, a questionnaire was designed to show the extent to which Islamic banks have access to the funding structure of the faculties of Islamic studies (Islamic University, Al-Sheikh Al-Tusi College, Al-Kafeel College). The questionnaire was distributed in full, (Spss, v.15), where the results showed a relationship of correlation and effect between the variables of the study. The study also examined the size of the financial qualifications for the Islamic banking sector to enter the field of financing private education. The financial analysis was conducted for a sample of banks which reached (6) banks and over a period of time (2013-2016).
