We find the power allocation strategy minimizing the outage rate under a constraint on the average transmitted power. Numerical examples for the Rayleigh fading channel are provided. In particular, an explicit formula for the delay-limited capacity of the 2-block Rayleigh fading channel is derived.","PeriodicalId":218354,"journal":{"name":"ICC '98. 1998 IEEE International Conference on Communications. Most notably, in the area of optical communications, avalanche photodiodes (APDs) and optically amplified detectors in general, exhibit such noise. In such cases, encoding the binary data with a Manchester format and decoding using a weighted processing of the two bit halves allows a large improvement in the bit error rate.","PeriodicalId":218354,"journal":{"name":"ICC '98. 1998 IEEE International Conference on Communications. The basic characteristics of this model are: (i) the elementary switches can assume any size; (ii) multicast connections can be characterised by any fan-out distribution; (iii) both single request and additive request scenarios are analysed. Moreover, three network operation alternatives are analysed, i.e. multicasting is carried-out in: (a) the first and the third stages; (b) the second and the third stages; (c) all the three stages. The model uses a mixed approach derived from approaches proposed by Lee (1955)and Jacobeus (1950). The analytical results are compared with those arising from simulation. The good accordance of the two series of results demonstrates the soundness of the model assumptions.","PeriodicalId":218354,"journal":{"name":"ICC '98. 1998 IEEE International Conference on Communications. In order to meet these requirements we develop a monolithic single chip device which can handle VPI/VCI address translation, cell appending, counting, and OAM (operation and management) processing for 65,536 VCs (virtual circuits) in real time. This paper describes the architectural design of a 622 Mbps ATM layer ASIC (application specific integrated circuit) which is under development. This ASIC is applicable for developing network equipment in B-ISDN. This supports both the NNI (network-network interface) and the UNI (user-network interface) and has ITU-TS based F4 or F5 level OAM function processing in real time. Also this chip can measure QoS (quality of service) and network parameters related to such OAM functions.","PeriodicalId":218354,"journal":{"name":"ICC '98. 1998 IEEE International Conference on Communications. Java/sup TM/ is designed to meet the challenges of application development in the context of heterogeneous, network-wide distributed environments and provides the capabilities of simplicity, object-oriented concept, reliability, portability, multi-threading, and viewer capability. Thus, it is proper to make the development environment using Java for network management system. The usage of long codewords makes it possible to approach a code rate which is as close as desired to Shannon's noiseless capacity of the constrained channel. Enumerative encoding is prone to massive error propagation as a single bit error could ruin entire decoded words. This article evaluates the effects of error propagation of the enumerative coding of runlength limited sequences.","PeriodicalId":218354,"journal":{"name":"ICC '98. 1998 IEEE International Conference on Communications. The optical link uses a ceiling-directed beam and a wide-field-of-view receiver. The system uses 4-pulse-position modulation (4-PPM) with scalar decision-feedback equalization (SDFE), achieving low bit-error rates with a range of two meters in the presence of background light and multipath-induced intersymbol interference. We observe that the gain in electrical SNR efficiency from equalization is about 0.5 dB larger than theory, which we attribute to timing-offset errors in the unequalized system. We verify that the near-DC noise caused by electronic ballast-driven fluorescent lamps has a negligible impact on the system performance.","PeriodicalId":218354,"journal":{"name":"ICC '98. 1998 IEEE International Conference on Communications. It shows the allowable acquisition errors of the satellite position as functions of angle, satellite path length, and acquisition time. We propose two methods to obtain the allowable acquisition errors.","PeriodicalId":218354,"journal":{"name":"ICC '98. 1998 IEEE International Conference on Communications. Conference Record.
