All content, (information, people, objects etc.) which we process, buy or study, reaches us through a recommender system filter. After all, internet browsing would be impossible without them, since information overload would paralyze any attempt. Nevertheless, many concerning issues identified over the last few years have - with more or less certainty - been connected with the recommender systems activity. Issues of privacy, personal data, fairness and transparency, but also issues concerning personal identity and the proper functioning of society and democracy have risen. In the publication at hand, the recommender systems technology is analyzed with a focus on the different techniques and effectiveness measures employed to address the aforementioned issues. Furthermore, different problematic sides of recommender systems operations are identified and categorized, and a measure of a recommender system’s criticality is developed. Different case studies are presented, under the perspective of criticality, based on the proposed measure. Finally, a series of regulatory actions is proposed. Existing surveys focus on country-based or continent-based health metrics combination and do not address all the continents. Thus, this work provides a systematic literature review on the field of country-based health metrics combination. While there are many platforms for domestic energy analytics and for engaging citizens and transition stakeholders on energy topics, context-specific information is frequently lacking. This article outlines the development of an Interactive Policy Platform that aims to provide contextualized, impact-driven, and ready-to-use information on the role of citizen initiatives in the energy and low-carbon transition in Europe. Specifically, it will help researchers, policymakers, and citizens to explore different dimensions of energy citizenship, understand the decarbonization potentials of diverse clusters of citizens, and identify the conditions under which citizen-led energy initiatives are currently operating. The Platform will be co-designed together with a sample of its future users, ensuring the usability of its interface and the relevance of the provided information. This leads to a whole emerging era of Human-AI Interaction which is increasingly affecting working and everyday lives of all people. The promise of AI is big in assisting humans through all sorts of interactive applications including smartphones, wearables, self-driving cars, smart homes, and offices, virtual assistants as well as contributing to the advancements of human achievements in science and arts. AI alleviates human cognitive overload both on the use of complex software and in difficult problem-solving situations, it provides orientation in the vast cyberspace navigation, it offers enlightening visions in huge accumulated human knowledge all through deep learning, machine learning, decision making methods, cognitive theories, fuzzy logic and more but with a degree of uncertainty and possible consequent errors in results. The amount of data generated from these sources is vast and the need for storage, fusion with secondary datasets (such as weather data) and aggregations has arisen in order to enhance building automation control activities. These data are stored on various data-sources, relational and non-relational, using different data formats. The combination of data coming from multiple data-sources constitutes a hard task, since each database uses different query language and structure. However, by combining all the available data-sources, it would be beneficial to reduce the volume of data during the training process. Initiatives in the field of Big Data Reference Architectures, like IDSA, GAIA-X or FIWARE provide generic frameworks to share, manage and process Big Data. Through alignment among them and integration of missing aspects, an interoperable and secure framework for the energy comes into view. The Reference Architecture presented in this paper moves towards this goal and will be instantiated in a set of concrete use cases within the European Energy Sector. Previous studies demonstrated improvements via simulation at the level of 7-12% or more. In this paper, we describe solar array topology optimization systems based on quantum machine learning algorithms. The idea of using quantum machine learning can be useful in cases where the objective is to optimize power output in large sites with several thousands of panels. We specifically propose and assess a quantum circuit for a neural network implementation for photovoltaic topology optimization. Results and comparisons are presented using classical and quantum neural network implementations. This paper deals with the problem of providing personalization services in an art education environment. Specifically, we are interested in assisting art teachers to initiate an art exhibition for their students, art students to create virtual exhibitions and art exhibition visitors to have immersive and interactive experiences. The results discussed here are one of the first outputs of an EU-funded research project, namely CREAMS which aims to design, develop end evaluate a framework and open-source tools based on virtual, augmented, and mixed reality for the creation of virtual exhibitions for art students. Specifically, in this paper, we present a literature review concerning eXtended Reality (XR) technologies and personalization for art education purposes. Based on the findings of the literature review, along with expert opinions, we present a system design incorporating specific personalization services. We integrate this technology in a crisis information dashboard system to consolidate significant information. The instantaneous nature of data obtained from social media makes it an ideal medium in emergency situations. Using a multiclass SVM with categories (1) Announcement, (2) Casualty and Damage, and (3) Call for Help, our test case involving typhoon Hagupit with a total of 1690 tweets resulted with an accuracy rate of 63.238% as baseline. In a simulated deployment, 67 mislabeled tweets were corrected by the users, which increased the accuracy by 1%. Future work on this study can include increasing the added instances to observe a more significant difference in metrics, and to compare the difference if only corrected mislabeled tweets were added in each iteration of retraining.
