Pupyshev","doi":"10.47026/2712-9454-2021-2-2-94-100","DOIUrl":"https://doi.org/10.47026/2712-9454-2021-2-2-94-100","url":null,"abstract":"The article examines the main trends in the demographic situation in the Chuvash Republic in 2000–2020, discusses the migration processes in Chuvashia in this period of time, their causes and direction, analyzes the results of statistical data from 2000 to 2020, considers the measures taken both at federal and regional levels to change the migration situation. Currently, the republic is observed to experience problems related to the natural decline of the population, as well as relocation of young people and the working-age population to the most attractive regions of the country. There is another negative pattern associated with «aging» of the population: demographic problems have an impact on the economic development of the Chuvash Republic. Since 2000, the working-age population has been gradually declining. A systematic decline in the population of the region is primarily due to migration processes. Every year, more people leave Chuvashia than arrive. This dynamic is primarily due to the growth of unemployment, low living standards of the population and undersized wages. In addition, there are issues related to illegal migration from the Central Asia states and the CIS, and the increase in the number of foreign workers in the republic. To prevent this from happening, strict supervision over implementation of the Russian labor legislation is needed. The socio-economic problems that resulted from the revolutionary events of October 1917, the First World War of 1914–1918, famine and pestilence in the Volga region, and other upheavals of the early twentieth century, gave rise to a huge number of problems that the Soviet authorities immediately addressed. However, not all the actions of the Soviet government achieved their goals; there were unresolved issues in the field of healthcare, in particular, in protecting and preserving the health of female workers and peasants. The interruption of childbearing not in medical organizations due to infection, illiteracy of abortionists in matters of abortion resulted in a high mortality rate of the female population of the country, which could not but cause concern to the authorities and the general public, who understood the social reasons for such actions. The legislative act «On Protection of Women’s Health», adopted on November 18, 1920, was the basis for the diverse work carried out with women, which established not only the conditions for legal abortion, but also established penalties for both a doctor who decided to perform such an operation and for a woman who consented to a miscarriage. For a region where the share of rural population in the total population is quite high, the study of this topic is in demand. The article briefly covers the main aspects in the development of the rural community and the state policy in rural areas. The analysis of this topic coverage in domestic and regional historiography is carried out. The main attention is paid to the history of forming the institute of village elders, the characteristics of the legal status and functions of village elders, and the main forms of their activities are shown. The village elders and organization of their activities in the 1990s were caused by the need to represent the interests of the population in the authorities of different levels. At the first stages, their functioning was initiated by the residents of villages themselves. Subsequently, the regional authorities and municipalities also began to deal with the organization and legal regulation of village elders’ activities. Legislative formalisation of village elders’ institute at the state and regional level took place in 2018. The practical activities of Chuvashia village elders cover most issues of developing and improving rural territories, they are the main assistants of local authorities and guarantee of public territorial self-government in rural areas. At the same time, alienation of rural residents from solving issues of rural society was noted, for this purpose, the materials of a sociological population survey were used. It is shown that formation of the institute of elders and regulation of their activities in the republic took place on the basis of rural elders’ practical work, the analysis of the experience of interaction with local self-government bodies and taking into account the experience of other regions. At present stage, interaction with the republican authorities at various levels is being improved. That is why the issues of evolvement, formation, as well as the legal regulation of the court system, improving the legislative framework of the judicial system’s activity are a serious link in the construction of a democratic state governed by the rule of law. A comprehensive and complete study of construction and transformation of the Soviet judicial system in this context is extremely relevant and is of paramount importance both for the Russian society and for the Russian state, since it was the Soviet judicial system that was the basis for constructing the current Russian judicial system. In this aspect, the post-war stage in the formation of the judicial system in the USSR is of particular interest, its study requires a particularly careful attention and detailed analysis, including due to its originality and uniqueness in the context of world history. The article considers the features of the formation and activity of the judicial bodies in the Khanty-Mansi National District, as well as the problems faced by the district courts after the end of the Great Patriotic War in the first year of the post-war five-year plan of 1946–1950, aimed at restoring the national economy. The article shows the specifics and uniqueness of the district judicial system functioning, reflects the main directions to which the district courts directed their efforts, describes the main problems that the courts faced in their work. The article presents statistical data on key positions that characterize both criminal judicial and punitive policy and civil law proceedings. Problems and shortcomings in the activity of the Soviet judicial system in the territory of the district are reflected. It is noted that the courts made a significant contribution to the national economy restoration and the establishment of peaceful life in the region. Despite the existence of certain problems in the activities of the district courts, despite the difficulties in their work, including due to the geographical features of the district, the judicial authorities ensured the fulfillment of their extremely important tasks in the field of both administration of justice and ensuring punitive policies and, consequently, following the party’s policies. Several transformation stages in the elite of functionaries that was in power in Mordovia from the 1930s to 1991: \u0000 \u00001) early 1930s – mid-1937 The national elite, formed during the Mordovian statehood formation, consisted, first, of autonomy supporters who were active in the 1920s; secondly, of people who came to the system of power as a result of Soviet «localization policy» applied to the control organs. They held leading positions until mass political repressions of 1937–1938.; \u0000 \u00002) the end of the 1930s – the first half of the 1950s. There was an advancement of representatives of the so-called Stalinist control organs. Soviet «localization policy» was curtailed, and the number of the Moravians in the Soviet authorities decreased; the majority in the Council of People’s Commissars of the Mordovian ASSR was relatively young managers aged 30–40 years. Despite a frequent change of personnel, already in the second half of the 1940s there was a tendency of relative stabilization in the government composition; \u0000 \u00003) mid-1950s – late 1960s. A core of experienced leaders who were working in their positions for quite a long time formed in the Council of Ministers. Its chairman I.P. Astaykin, who held this position for more than 15 years, had a great influence on the government; \u0000 \u00004) the 1970s – late 1980s. After the change in the Republican party leadership, representatives of a new generation came to power. However, renewal of personnel was subsequently replaced by «stagnant» phenomena: a long stay in power of individual managers, gradual aging of the Council of Ministers members, the growth of the total number of managers; \u0000 \u00005) late 1980s – 1991 As a result of the union center’s initiatives, as well as attainment of the maximum age by many regional leaders, there was some renewal in the composition of the Council of Ministers. It is concluded that the works of modern researchers provide little information about individual structural subdivisions of the regional public education department and their activities, and do not study the history of the Chuvash ASSR People’s Commissariat for Education, its successes and failures in the advancement of education. The purpose of this article is to analyze the main aspects of the Russian teacher’s position in the society by the end of the reign of Emperor Nicholas I, by the middle of the XIX century. To date, there are no special scientific papers devoted to this topic. Different methods of historical science were used in this study. For example, the historical method (for studying the facts and phenomena in the dynamics of their development), the historical-comparative method (for analyzing and systematizing the factual material to identify the general and differences in the status of teachers in different regions of the country and different types of educational institutions), etc. The paper characterizes the main requirements for the professional activity of teachers in accordance with the normative legal documents. It provides information about their educational level and job responsibilities as well. The social origin of teachers and the conditions of their professional activity are analyzed. A distinctive feature of the school system development in the Russian Empire at this stage was a rapid increase in the number of primary and secondary educational institutions. At the same time, the number of students in them increased as well. However, there were not enough teachers in the country for a number of objective reasons. The article also discusses these reasons. The results of studying the historical experience in implementing reforms and transformations in the field of school education can be used in modern conditions in the development of approaches and methods for solving specific problems in this area. The study performed is not exhaustive. It is necessary to continue studying the issue of the teacher’s position in the society on the example of teachers of provincial schools, working conditions in national regions, etc. The study suggests that by the middle of the XIX century, the number of teachers in Russia significantly increased. This happened against the background of the school system expansion. Therefore, there was still a shortage of teachers. The status of teachers in the country was not the same. It was during the period of Mordovia’s national statehood formation that a high percentage of representatives of the titular nation in the Soviet and party authorities was observed. The example of the supreme body of state administration of the autonomous republic shows the influence of indigenisation process in the administrative apparatus on the upper level of the regional Soviet and economic elite of functionaries, which managed to form in the post-revolutionary decade and a half. Data on individual members of the CPC, including their origin, age, and previous activities, are provided. A significant influence of the national factor in selecting executive officers is noted, which was of greater importance than the level of education and previous work experience. At the same time, promotion of the national cadres in accordance with political requirements did not always take into account objective circumstances, and a rapid rise of untrained people often led to a decrease in the quality of the Soviet bureaucracy. During Lenin’s illness in 1922–1923, Stalin and his allies began to solve all the issues in the highest party leadership. During this period, a struggle for power began between the Bolshevik leaders, which found expression in the subsequent party discussions. In May-June 1927, a Statement of the 83 appeared, which at that time collected about 1.5 thousand signatures of representatives of the old Leninist Guard. This statement was signed by supporters of Trotsky in the opposition of 1923–1924 and supporters of Zinoviev and Kamenev in the opposition of 1925–1926. They shared a common goal — the desire to change the intra-party regime. \u0000 \u0000Since the party-state apparatus prevented the opposition from forming a legal faction, it was forced to use the methods of illegal work familiar from pre-revolutionary times: creation of a coordination center, its own channels for distributing information, issuing statements, «platforms», leaflets, sending representatives to the places, organization of secret meetings. Under these conditions, a political circle formes among Nizhny Novgorod students, basing on the ideas of the opposition. Students with the help of leaflets called on the population to unite those who disagree with the political arbitrariness of the authorities and create an opposition movement «Union of Struggle for the Dictatorship of the Working Class», which could resist the party and state bodies basing on «militant Marxism». OGPU rapid operational actions led to finding and eliminating the political circle among Nizhny Novgorod student youth. Thus, the forced use of illegal methods by the opposition gave Stalin a reason to strengthen punitive measures against dissenters. Сoncurrently, in France, the events of this historical period also left an indelible imprint in the memory of the French society. Based on a historiographical review of the historical works written by French historians (Frédéric François Guillaume de Vaudoncourt, R.J. Durdan, E. Labaume, Gaspard Gourgaud, Philippe-Paul de Ségur, L. de Gouvion Saint-Cyr, G. Chambray, A. Jomini and J. Pelet-Clozeau) the author analyzes the development of French historiography devoted to the personality of Napoleon Bonaparte and the historical period of 1812 taken as a whole. It should be noted that Bonaparte’s invasion into the territory of the Russian Empire entered the Russian historiographical tradition as the «Patriotic War of 1812», while in France these events became known in history as the «Napoleon’s Russian Drive» or «Napoleon’s Russian Campaign». The author analyzes the influence of Bonaparte’s personality on the historical consciousness of the European and the Russian society of the XIX century, when the so-called «Napoleonic myth» was very popular, which idealized the personality of this person.
