Its results were contradictory. On the one hand, in the difficult post-war years, the state managed to temporarily relieve food tension; on the other hand, plowing of large land plots in the east of the country resulted in an environmental disaster, which subsequently caused a new food crisis in the USSR, which led to grain purchases abroad. The lessons of the virgin epic are relevant today. In today’s rapidly changing world, the state must provide its citizens with food security, besides, Russia has a great agricultural potential. One of the main tasks of the Soviet state at the time of the new lands development was the task of providing qualified workers to the developed areas in order to get crops in a short time. Many regions of the country, under the draft of the Communist Party, were to send volunteers to empty lands. Residents of Kostroma region and other regions of the Soviet Union took an active part in the virgin land campaign and contributed to the development of the country’s agricultural sector. The study of archival materials, memoirs of campaign participants, periodicals makes it possible to establish what role the residents of Kostroma region played in implementing the virgin land campaign. The article contains excerpts from the participants’ memoirs about the course of the campaign, the working process and examines the results of the work carried out by Kostroma people on the virgin land. The author studies the electorate, their distribution by categories in accordance with the Municipal statutes of 1870, as well as the estate composition of councilors in city dumas. \u0000 \u0000As a result of the reform of 1870, not all urban residents received the right to vote. The property qualification gave the opportunity to participate in the elections only to the most affluent part of the population. Distribution of voters into three categories, depending on the amount of taxes paid, was one of the characteristic features and one of the main problems of the electoral system that operated in towns of the second half of the 19th century. \u0000 \u0000In practice, as a result of restrictions established by the law, a significant part of urban residents were deprived of the right to vote. \u0000 \u0000As follows from the collected archival data, the persons who voted in the first and second categories showed the greatest activity as voters. At this, the turnout among the electors in the third category was extremely low. \u0000 \u0000The central government, determining the procedure for the formation of self-governance bodies, was interested in ensuring a privileged position of the noble estate. Nevertheless, the analysis of city dumas composition based on the materials of the selected provinces shows that a significant part of councilors was made by representatives of the merchant class and petty bourgeoisie. The appearance of peasant class representatives in the city dumas is noteworthy. \u0000 \u0000Thus, despite equality of estates in the municipal self-governance bodies created as a result of the reform of 1870, not all urban residents could vote. But even those who were granted the right to vote often did not use it. As a rule, the least activity was characteristic for the third category voters, which included the less affluent segments of the urban population and who did not see the point in participating in public life. Among the more affluent citizens who voted in the first and second categories, electoral activity was quite high. Separate problematic plots associated with repressions in relation to the command and control and political composition of the Red Army are highlighted. Mass repressions began in the early 1930s. thanks to falsified charges related to the Viasna case. Based on special research literature, the article reveals the reasons and consequences of the peak of repressions against the military, which fell on the period of the disclosure of the so-called «military conspiracy» in 1937. The background of the conspiracy itself was connected with the fact that around J.V. Stalin there were two large opposing forces, consisting of eminent military men, who had different views on the further development of the army. As a result, the «leader» supported KE Voroshilov’s group, and MN Tukhachevsky’s associates were repressed. The article notes that about 40 thousand people from among the commanders suffered from the repressions of 1937-1938. In 1939, by order of JV Stalin, the mass coverage of repression was suspended, as a result, 11,178 people were reinstated in the army. Any interrelated events inevitably have a cause-and-effect relationship. Many historians, discussing the failures of the Soviet Union in the first year of the Great Patriotic War, come to the conclusion that the professionally formed army, which led to successes during the Civil War, was largely destroyed by the internal policy of the state, which was directly related to the repression of the end 1930s. The massive repressions carried out against the commanding and commanding personnel in the pre-war years inflicted great losses on the Red Army. The fair public administration, taking into account the importance that the Nizhny Novgorod Fair had in domestic and foreign trade, was the center of unification of all Russian merchants. \u0000 \u0000Since the mid-1880s, public administration bodies, in particular the fair committee, formed in 1864, whose powers gradually grew, began to exercise representative functions on the issues of domestic trade and industry development. In particular, with direct involvement of the public fair management bodies in the 1880s, a large range of issues was discussed; these issues related to: the transit of foreign goods through the Transcaucasian Territory, which existed for several decades and caused significant damage to the production of Russian manufactory; sales markets in the Central Asia, Persia and the Far East; transformations of the entire customs system in Russia and changes in existing customs tariffs with the direct participation of the commercial and industrial estate representatives. As a result, a number of measures in the state customs policy carried out by the state authorities ultimately contributed to the development, expansion and strengthening the positions of domestic industrial production and trade. \u0000 \u0000Public administration bodies, including the fair committee, became especially active in the 1890s. It is during this period that the authority of the fair management increases. In the second half of 1941, millions of Soviet people unexpectedly became defenders of the Fatherland: commanders and political workers of the Red Army, ordinary Red Army soldiers and Red Navy men, partisans and members of the underground, some of them were captured and turned into prisoners of nazi concentration camps. The author focuses on the most interesting episodes from the creative and social life of the world-famous Leningrad State AcademicOpera and Ballet Theater named after S.M. Kirov (GATOB) and its artists. How did they meet the beginning of the war? What happened in the theater in the pre-war months of 1941, as well as in the first hours and days of the war? What was the theater’s repertoire in 1941? In his work, the author primarily uses the materials of a number of issues of the theater newspaper «For the Soviet Art», published in January – September 1941 in Leningrad and stored in our time in the funds of St. Petersburg State Theater Library, for the first time introducing them into scientific circulation. He tells about the details of the theater’s creative activity, which today are of undoubted interest to all amateurs of the Russian culture. It is concluded that the outbreak of the war made significant adjustments to the repertoire of the on-stage performance group, radically changed the entire life of Leningrad State Academic Opera and Ballet Theater. It is particularly emphasized that the last pre-war opera premiere of the great theater on the stage in Leningrad was the performance to the music of the German composer R. Wagner «Lohengrin». In those years, Wagner was considered in Germany one of the symbols of the «Aryan culture» of the Third Reich. A number of works were written about Magnitsky’s life and work. The articles published at different times contained mainly biographical information and covered certain areas of the researcher’s scientific interests. Meanwhile, the issues of Magnitsky’s worldview formation, his views on the social reality of post-reform Russia and the study of his legal activities were almost bypassed. The paper attempts to analyze the little-studied aspects of the professional activity of the judicial investigator of the Cheboksary uyezd second district, Vasily Konstantinovich Magnitsky. The methodological basis of the study was the method of complex historical analysis (for studying facts and phenomena in the dynamics of their development), as well as methods of problem-chronological and comparative analysis, on the basis of which the main directions of legal practice were studied. The research is based on previously unpublished materials from the funds of the State Historical Archive of the Chuvash Republic and the Scientific Archive of the Chuvash State Institute of Humanities, as well as data obtained from open sources. The lawyer Vasily Konstantinovich Magnitsky was a bright representative of the generation of the liberal reforms era. In his early youth, Vasily Magnitsky developed beliefs about the role of knowledge and science in human life. The desire to provide benefit for people, to put into practice all his knowledge and experience prompted him to become a graduate in law. Studying law at the university influenced his worldview, professional and scientific activities. Vasily Konstantinovich’s professional activity took place during the years of the reform in the Russian judicial system. The formation of Magnitsky’s personality and his evolution as a human rights activist in the classical sense of the word are inextricably linked with the liberal era of the sixties. According to his views, he was a consistent supporter of justice and humanism ideas, which largely determined his legal practice. As a lawyer, a judicial investigator of Cheboksary uyezd second district, Magnitsky consistently and firmly defended the need to respect the rights of an individual. Protesting against violation of this principle, he often became the object of persecution. Vasily Konstantinovich was critical of the post-reform Russian judicial system, and advocated its further democratization. He drew the attention of the public (including in publications) to the topical problems of judicial proceedings. The role of Magnitsky in high-profile criminal trials (the Multan case) of the second half of the XIX century is noted. Vasily Konstantinovich, along with the performance of official duties, led an active and fruitful work on the study of legal life. The purpose of this article is to summarize the results of the study dedicated to perpetuating the memory of Soviet soldiers who perished when liberating European countries from Nazism during the Great Patriotic War (chronology of events in 1944-1991). There are no special scientific works devoted to this topic that comprehensively consider the activities of the official structures of the Soviet Union abroad. The methodological basis of the research is the modern theory of society cognition, based on the concept of universal connections in its socio-economic, political and cultural life, and the dialectical approach to the analysis of social phenomena. The author analyses various aspects of the problem taking into account the immediate historical situation, reveals objective patterns that determined the goals and content of the process of preserving the memory of fallen Soviet soldiers, he studies the activities of the official structures of the Soviet Union abroad to perpetuate the memory of the Red Army soldiers who perished during the Great Patriotic War when liberating European countries from Nazism. In the course of the study, the author solved a number of tasks: transformation in the order of personal casualty records in the Red Army was investigated; the features of organizing the process of burial of the deceased and creation of military cemeteries in the territory of European states were established, as well as the existing classification of military graves was confirmed; the reasons for the large-scale loss of names of Red Army soldiers who died when liberating European countries from Nazism were determined; the main stages of the process of consolidation and preservation of Soviet military cemeteries in the territory of European countries were determined; the process of creating memorial structures and objects in Central and Eastern Europe was analyzed and its features were established; implementation of commemorative practices which formed in the Soviet times the historical memory about Red Army’s liberation mission in European countries; the author defines the peculiarities of inter-state cooperation on the issues of restoration and preservation of Soviet military graves and monuments in European countries; he defines the classification of the process of perpetuating the memory of Soviet soldiers in the countries of Central and Eastern Europe. The study performed suggests that it was during the enlargement of the Soviet military cemeteries after the war that a large-scale loss of the names of the fallen Red Army soldiers occurred. They reveal the concept of «military neutrality», its essence and content. They define the basic principles of the world colonial system in the XVIII century, the foundations of interrelation between world powers and their colonies. They identify the priorities and interests for the development of foreign policy relations. They establish causal links between the war of the North American colonies of Great Britain for their independence and the policies of a number of European powers (Russia, Great Britain, France), as well as the consequences to which it led. \u0000 \u0000The article considers the history of the struggle for independence and the formation of a new state of the United States of America, the development of foreign policy relations. The authors focus on the history of Russian-American relations in the second half of the XVIII century in the political aspect, and emphasize the increasing penetration of Russia’s influence in the scientific and cultural spheres which directly influenced and enriched the two countries. The relations between Russia and the United States and their history are studied. The history of relations between Russia and Great Britain is shown. The authors analyze the history of attempts to involve the Russian Empire in the war on the side of Great Britain, the position of the Russian government and Catherine II, as well as their attitude to these attempts. \u0000 \u0000The authors give prominence to a number of world political figures and note their personal contribution to the process of struggle for independence and the further development of the United States of America. Baryshnikov","doi":"10.47026/2712-9454-2021-2-2-85-93","DOIUrl":"https://doi.org/10.47026/2712-9454-2021-2-2-85-93","url":null,"abstract":"The article deals with the issues of the settlement of the Russian peasantry, demographic processes, certain aspects of interaction and mutual influence of ethnic groups’ cultures in the multi-ethnic space of the «Udmurt uyezds» of the Kama-Vyatka region in the post-reform period. The Russian peasantry settled on the designated territory for a long period and with varying degrees of intensity. The pacemaker process before the Great Reforms of Alexander II was migration from various Russian regions. In the second half of the XIX century, the priority direction was the process of internal migration. The Russians are becoming a numerically predominant ethnic group in the «Udmurt uyezds». In Glazovsky Uyezd, the increase in the number of Russian peasants was associated with the formation of settlements around mining and metallurgical enterprises. As a result, their population became mono-ethnic. In Sarapul uyezd, the main part of the settlements was formed in the second half of the XVIII – early XIX centuries. In the second half of the XIX century, there was a change in the ethnic composition of individual villages. The Russian newly-arrived peasantry more often settled in the already existing Udmurt small settlements and villages. There are cases of Russian peasants ousting representatives of other ethnic groups from the territories they inhabited. Similar trends can be traced in Malmyzh district. Based on the actual material of this uyezd, the reasons for the contradictions that arise between different ethnic groups are viewed. Most often, they occurred in the field of farming, which is characterized by technological techniques, established community traditions and ethno-confessional commitments. In Yelabuga uyezd, in contrast to Malmyzh uyezd, the process of cultures’ mutual influence developed widely. A joint good-neighborly settlement of the Russian, Udmurt, and Mari peasantry brought fruitful results in the exchange of agricultural experience and technological techniques in craftsman enterprises. Moreover, heterogeneous marriages often occurred here, which intensified interaction of ethnic traditions. Cases of indigenous population displacement by migrants were rather an exception. The dynamics of interethnic relations development in uyezds had its own peculiarities, however in the Kama-Vyatka region in the post-reform period, it can be described as moderately good-neighborly. The author characterizes the content of main scientific works on this issue published over the past twenty years. On this historiographical basis, the aspects of the topic the content of which was contributed by one or another researcher are marked out. There is a significant differentiation in the exploration maturity of various aspects of the topic: the role of small and medium-sized businesses in the economy of the country as a whole and Chuvashia in particular is best reflected in historiography; many works list the main difficulties faced by entrepreneurs in their practical activities; as a rule, researchers list various forms of state support for small and medium-sized businesses, although most often only some of them are covered; the regulatory framework for state support of entrepreneurship in the Chuvash Republic is sufficiently fully characterized, the content of approved strategies and development programs is analyzed; many authors put forward proposals for improving the state policy of supporting small and medium-sized businesses. At the same time, other aspects remained poorly covered in historiography, for example, regional features in the development of small and medium-sized businesses in the territory of Chuvashia at the beginning of the XXI century.
