From the aspects of the comprehensive effectiveness, scale benefit, input and output analysis, the conclusions are that highway transportation efficiency is too low, there are inadequate investment in highway transportation and production capacity is relatively short. Finally, according to its internal problems, some schemes and countermeasures aimed at these problems are proposed. It can be seen from the results of the analysis that the evaluation to the efficiency of highway transportation in Chang-Ji-Tu area is more scientific and reasonable. Through the modification of classic Shapley value algorithm, the payoff function of cooperative games with fuzzy coalitions is defined and it is proved that the payoff function and modified Shapley value satisfy the axioms of superadditivity and symmetry to solve the no dummy cooperative game. The results indicate that the correcting algorithm Shapley value is consistent with the classic Shapley value in the form of function. Through a detailed analysis of an ICT-enabled rural financial service case in Lishui, China, it is identified that rural ICT solutions are developed as the result of synergy-based partnership among heterogeneous organisations. In addition, ICTs are also the platform to facilitate collaborative service innovation and to help integration of different services for holistic solutions. Furthermore, ICT devices, applications, and infrastructures are embodiments or carriers of rural services. Such characteristics of ICT-enabled service innovation are essentially in line with the Product-Service System (PSS) concept and paradigm. Aiming at these problems existing in time-series prediction, three kinds of researches and improvements are made as follows. This paper proposes a prediction method of combining Empirical Mode Decomposition (EMD) with least squares support vector machines (LS-SVM), the experimental results show that under the same conditions, the testing error of EMD combining with LS-SVM method is 0.1943 which significantly better than any single method of LS-SVM or SVM or BP neural network (BPNN), thus it is better for non-stationary time series. The immune clonal memetic algorithm (ICMA) is employed for resolving the parameter optimization problem in LS-SVM model, by combining global optimization with local optimization, the experiments show that the testing error of this method is 0.0865, which is faster than the optimization with the genetic algorithm (GA) or grid search algorithm. As freight cost accounts for a large part of the total costs for these products, it plays a more important role in the management of inventory. Recent years, phenomenal growth of successful deployments of innovative pricing strategies in a variety of industries makes scores of retail and manufacturing companies started exploring dynamic pricing to improve profit. We study multi-period review inventory and pricing problem under price-dependent deterministic demand with freight cost, in which the capacity of one vehicle is limited and the freight cost is proportional to the number of the vehicles used. In each period, we determine the sale price and ordering quantity simultaneously and the leadtime is zero. The unsold inventory incurs a holding cost and shortages are not permitted. The objective is to maximize the total profit. We first characterize the structure of the optimal policy. We show that the optimal ordering quantity is either zero or some multiple of the vehicle's capacity. The constraints of vehicle's capacity and the time windows are considered. Based on the principles of the intelligent water drops, a fast and efficient intelligent water drops algorithm for solving the VRPTW is designed. Simulation results show that we can find the global optimal solution of VRPTW with high probability by intelligent water drops algorithm. In this paper, we consider a retailer offers gift cards to consumers, and assume that the demand is deterministic, then, we use linear function to describe the retailer's market demand in the condition of no gift card promotion and offering gift cards promotion. Finally, we establish retailer's maximized profit function and derive the optimal solution, so that we obtain a firm's optimal pricing, ordering and gift cards promotion policies. On the basis of Information System Success Theory, we developed a G2C e-government citizen's satisfaction model from perspectives of both online service quality and offline service quality. Considering the influencing factors of e-government adoption, the online service is divided three parts: information quality, system quality and service quality. The empirical method is applied in the research, 121 effective questionnaires are collected, and WarpPLS3.0 is applied to test the measurement model and structural equation model. The results indicate that the perceived online service quality has significant influence on the citizens' satisfaction towards e-government service. However, the offline service quality did not significantly affect e-government public satisfaction.
