The system exploits small size satellites (up to 250-280 kg). GONETS satellites are not equipped with a correction subsystem. Therefore the task is to improve the efficiency of the space communication system to correct the orbit parameters without satellite modification, increasing the number of satellites in the orbital group and without changing the type of launch vehicle used. To tackle this task the specialists and engineers of NPO PM carried out investigations into the influence of the compensation accuracy of the initial injection errors and the orbit keeping accuracy on the time probability response (any time during which the communication session will probably take place). The work is being carried out with allowance made for the state budget and market economy mechanism. It is vital for the Russian Satellite Television System to be based, mainly, on local budgets and regional market structures. The plans made for the development of this system are to cover special needs of the country regions and their economic possibilities which have strong dependability of both the density of population and the production development level in a particular region. It is possible to simplify the calculations of the effects of the link signals interaction in their passage through the transponder if the pair of weight functions of the non-linear input-output power and phase-input power relationships are used for interpolation of the non-linearity. Taking into account that the signals at the input of the earth station decisive units are represented in the form of the sum of components with known probability density functions and changing the order of the averaging over the random signals' parameters in calculating the error probability, the estimations of the signal probability density function characteristics at the decisive unit input are obtained. This has resulted in the enlarging of the amount of data obtained by the onboard instrumentation together with the data transmission capacity of the communications channels. As a consequence, data reception from the main space systems which observe the Earth from space (Landsat, SPOT, \"Resurs-O\") can only be carried out by special receiving stations equipped with sophisticated, and, sometimes, unique devices. In the present situation it is necessary to search for simple and effective technological solutions capable of eliminating the contradictions between the methods of data acquisition and data processing and of reducing the distance between the source of information and the real user. The organization of spaceborne data reception directly by users themselves could be such a solution. To fulfil this provision of the program, the data transmission space system for air traffic control has been developed. This system is designed to provide automatic air traffic control system operation in Russia. It performs the following tasks: global navigation support of planes under accuracy of coordinates definition better than 100 meters; precise navigation support in airport areas; communications services between regional air traffic control centers and aeroplanes (mobile telecommunications); automatic dependent tracking of aeroplane flights; and voice and data communications between components of the air traffic control system.
