Vorobyev","doi":"10.2139/ssrn.2537348","DOIUrl":"https://doi.org/10.2139/ssrn.2537348","url":null,"abstract":"Assuming that there is a “missing factor” in the modern corruption studies, authors develop a new conceptual approach to the study of corruption and effectiveness of anti-corruption regulations in the public service. This “missing factor” is a “corruption market”, particularly, its size, type and nature. Conflict of interest regulations aim at controlling key channels of corruption behavior, and corruption market in its turn determines prevailing channels of existing corruption behavior. Misidentification of corruption market’s type is the main reason for the failure of anti-corruption policies, no matter how new and effective models are imported.Corruption market’s size is defined as the number and average price of corruption deal. The nature of corruption market depends on the side, capable of setting the final price of corruption deal. Resulting from institutional characteristics of public administration, corruption markets are either seller’s or buyer’s markets. Seller’s corruption markets are sensible to ethic regulations of public service, and the only effective way of tackling buyer’s corruption markets are “cut-red-tape” reforms and introduction of compliance-based regulation of conflict of interest. Type of corruption market encompasses 3 dimensions: quality of institutions, scope of regulations and degree of regulations. Basing on the introduced model, authors identify and analyze 8 types of existing corruption markets. Each type of corruption market has its own transformational dynamics and, consequently, own opportunities for anti-corruption policies.A new conceptual model of corruption market evolution is introduced in the article. Transformations of corruption markets depend on several factors. It then gives an insight on the current state of Turkey's development assistance to fragile states and briefly explains major characteristics of Turkey's aid policies and practices in fragile state contexts. The sitting of Seventh Pay Commission was declared just before the election. The expected benefits to the Government employees and pensioners would be considerable. The study surveyed articles on earlier pay commissions and their impact on income distribution in India. The study found that the implementation of earlier Central Pay Commission (CPC) recommendations put tremendous pressure on the state exchequer. Although beneficiaries of CPC recommendations would enjoy good life, the number is negligible. The paper also compiles expert opinions and comments from industry bodies. In this paper, the author puts forth the stories of exploitation of private employees which the victims described during interaction. This paper aims to help the reader study the impact of seventh pay commission from different angles and would probably suggest to the Government of India to take a fresh look to the issue. It would perhaps help individuals and social institutions come out to the open for establishing a stable and more equitable society. Os dados historicos do Demonstrativo das Receitas Realizadas e Despesas Empenhadas, Liquidadas e Pagas da Uniao (Orcamentos Fiscal e da Seguridade Social) dos exercicios de 2000 a 2009, foram extraidos do sitio eletronico da Secretaria do Tesouro Nacional (STN). Em termos metodologicos, trata-se de uma pesquisa bibliografica, quantitativa (media aritmetica, desvio padrao, coeficiente de variacao, coeficiente de correlacao e os numeros-indices) e qualitativa. Os resultados revelaram que dos dez anos analisados (2000 a 2009), o Governo Federal apresentou como quociente do resultado da execucao orcamentaria o superavit orcamentario total (receitas executadas superiores as despesas executadas) em nove anos (2000 a 2007 e 2009) e um ano de deficit orcamentario total (2008) ao considerar as receitas e despesas executadas totais. Separadamente, o deficit orcamentario corrente em quatro anos (2001, 2006, 2007 e 2009) e deficit orcamentario de capital no ano de 2008. Foi observado que o Governo Federal deixou de gastar em media, aproximadamente R$ 41 bilhoes, e isto representa a diferenca media entre o que foi arrecadado e gasto no periodo de 2000 a 2009.English abstract: This research aims to highlight the Quotients of the Budget Outcome (QRO) of the Federal Government, verified in the Budgeta ry Balances, in the period from 2000 to 2009, and to analyze their consequences on the budgetary execution. The historical data from the Statement of Generated Revenues and Committed, Liquidated and Paid Expenditures of the Union (Fiscal and Social Security Budgets) of the years 2000 to 2009, were extracted from the electronic website of the National Treasury Office (STN). In methodological terms, it is a bibliographical, quantitative (arithmetic mean, standard deviation, coefficient of variation, correlation coefficient and indexes) and qualitative research. The results revealed that of the ten years analyzed (2000 to 2009), the Federal Government presented as quotient of the outcome of the budgetary execution the total budget surplus (executed revenues exceeding the executed expenses) in nine years (2000 to 2007 and 2009) and one year of total budget deficit (2008) when taking into account the total executed revenues and expenditures. Separately, the current budget deficit in four years (2001, 2006, 2007 and 2009) and capital budget deficit in the year 2008. This 'e-governance' can make governance more efficient and more effective, and bring other benefits too. This paper outlines the three main contributions of e-governance: improving government processes (e-administration); connecting citizens (e-citizens and e-services); and building external interactions (e-society). Case studies are used to show that e-governance is a current, not just future, reality for developing countries. However, most e-governance initiatives fail. Countries therefore face two challenges. First, the strategic challenge of e-readiness: preparing six identified pre-conditions for e-governance. Second, the tactical challenge of closing design — reality gaps: adopting best practice in e-governance projects in order to avoid failure and to achieve success. This is the Mixed Methodology Research and Quantitative Research using the questionnaires on 394 persons who are administrators, members of council, government officials, employees, and people in Phra Nakhon Si Ayutthaya Municipality. This is also the Qualitative Research studying the documents, Buddhist principles, leadership, administration of local administrative organization, and creation of integrated participation for the administration of local administrative organization in Phra Nakhon Si Ayutthaya (Documentary Study) and the In Depth Interview on 17 key informants in order to obtain the elements of the leader's approach to leadership of local administration, creating integrated participation, and Focus Group Discussion to create the model of Buddhist Leadership of 12 local government administrators for 2 rounds. The research results reveal that: 1) The level of participation in the integrated development of local administrative organizations in Ayutthaya Province is found to have the mean, standard deviation, and levels of opinions about leadership to create the engagement in the integrated development of local administrative organizations in Ayutthaya Province overall at the highest level. When considering each aspect, it is found that the highest mean is in the aspect of characteristics of leadership in order to create the participation following the principles of Sangahavatthu 4 followed by the characteristics of leadership in the principles of Papanikkadharm 3 at the high level. The least is in the creation of participation in the development of local administrative organizations. 2) Concepts, theories, and Buddhist principles appropriate for the development of Buddhist leadership of the administrators of local administrative organizations to create an integrated participation in Ayutthaya Province are participation, planning, implementation, and monitoring for evaluation. But, there has been consistent demand-supply gap. Barring last 5 years, total production of pulses remained stagnant at 12-14 million tonnes over past five decades. Over the last 20 years, more than 550 improved varieties of different maturity periods and for different regions have been released by public research organisations, but the availability of quality seeds remained a serious concern, thereby resulting yield uncertainty. Yet the domestic supply fell short by 3-4 million tonnes every year. Also owing to increased consumption by diet conscious growing urban population in India, the price rose by 150% to 200% in recent years, affecting millions of poor in the country. Despite several initiatives by the government of India and recommendations of expert committee, situation continues to remain worrisome.
