We estimate quantile regression models to measure the sensitivity of remunerations to business cycle along the conditional and unconditional distribution of salaries, thus capturing the asymmetry of economic activity impacts on workers’ remunerations. The main result is that income risk decreases along the conditional and unconditional distribution of salaries, showing that individuals located at the lower part of the distribution are more exposed to the fortunes of the aggregate economy. One important factor that probably explains this asymmetry is given by the role of the unions. On the other hand, unconditional poor individuals are not only more affected by business cycle fluctuations, but they suffer a stronger fall in wages when activity declines than the increase that their experiment when business cycle is in its expansion phase. We contacted the mayor’s office in over 6,000 cities asking for information about procedures for starting a new business. Chinese and German cities responded to 36-37 percent requests; American cities responded to only 22 percent of requests. We randomly varied the text of the request to identify factors that affect the likelihood of receiving a response. American and German cities were more responsive to requests from citizens than foreigners; Chinese cities did not discriminate on this basis. Chinese cities were more responsive to requests from men than women; German cities did not discriminate on this basis and American cities had a slight bias in favor of women. Cities in all three countries were more responsive to requests associated with starting a construction business than a green business, but especially Chinese cities. Chinese cities were more responsive when the mayor was being considered for promotion than after a promotion decision, suggesting the importance of promotion incentives in China, but low responsiveness to green investment suggests limited incentives for environmental improvement. Esto se desarrolla a partir de dos enfoques: (i) una evaluación de algoritmos de aprendizaje supervisado para la predicción directa de variables relacionadas con la corrupción y, (ii) una evaluación de aprendizaje no supervisado para la segmentación de riesgo relativo de corrupción. Los resultados indican que, pese a que se obtienen resultados satisfactorios en la evaluación de aprendizaje supervisado, el aprendizaje no supervisado se perfila como la herramienta más útil para la detección temprana de corrupción municipal en Colombia. A partir de estos hallazgos, se crea un Índice de Riesgo Relativo de Corrupción Municipal para el periodo 2020-2023. Este índice busca servir a los organismos de control en la la focalización de sus esfuerzos de investigación y prevención de la corrupción. English Abstract: This research evaluates the application of machine learning algorithms for the early detection of corruption in the Colombian municipal administration. Two approaches are considered to achieve the objective: (i) An evaluation of supervised machine learning for the prediction of variables related to corruption and, (ii) an evaluation of unsupervised learning for the segmentation of relative risk of corruption. The results show that, despite the acceptable results of predictions, unsupervised machine learning is emerging as the most useful tool for the early detection of municipal corruption in Colombia. Based on these findings, I created a Relative Risk of Municipal Corruption Index for the period 2020-2023. The purpose is to examine public sector reforms between 2015 - 2020 that support transparency and accountability. We further examine to what extent the objectives have been attained and factors or challenges militating against efficient public sector reforms in Nigeria. We focus on a three specific proxies and their dimension of transparency and Accountability-Ease of doing business, Open Budget Initiative and Corruption Index using World Bank's Indicators and Transparency International Rankings. We carry out a thematic survey and find that in the Nigeria context, several public sector reform initiatives have been implemented over the years covering all sectors and different levels. The reform measures vary depending on the priority of the political leadership, however, it all anchored on the principles of economy, efficiency and effectiveness, transparency, social growth, innovation, and good governance. In the end we discovered that some of the reforms initiatives yielded moderate result why other have little or no impact on transparency and accountability. We concluded that, though, Nigeria has developed general guidelines and evolve initiatives to improve the ease of doing business and its budgeting processes, corruption is a widespread problem and is responsible for poor socioeconomic growth and development. We recommend that government take a more direct and frontal route, like imposition of death penalty in the fight against corruption. This will create an environment in which graft and fraud are less likely to proliferate. The net effect is particularly consequential for the cost of public employee compensation, which accounts for more than half of local government spending. Examining two decades of U.S. teacher salary data and changes in local teacher labor markets over time, I show that jurisdictional competition is associated with lower teacher salaries. One mechanism consistent with the evidence is that competitive markets help encourage lower spending through \"yardstick competition.'' This paper examines how government's fiscal supports and the capacity of fiscal risk management explain the short survival of PPP contracts. The analysis shows that budget-constrained governments tend to adopt debt-hiding fiscal operation by structuring PPPs with guarantees when budget transparency is weak. After addressing contract endogeneity, the hazard estimation finds that guaranteed contracts face significantly high dispute risk due to fiscal manipulation and adverse selection. We define clientelism as the discretionary distribution of public resources by politicians. We distinguish clientelism that occurs in the pre-electoral period (electoral clientelism) from that which occurs between elections (welfare clientelism). We provide new cross-national evidence questioning whether clientelism is actually effective in the sense of securing reelection for the politicians who engage in it. We offer ideas to understand why politicians continue to practice it nonetheless. The procurement markets of international organizations and advanced countries are already saturated with competition, and it is difficult to expand in the procurement market of advanced countries such as the United States, Canada and the EU as they are strengthening their preferential purchasing system in line with protectionist trade policies. Therefore, this study aimed to find a market for competitive companies in Korea by comprehensively grasping the current situation, openness, growth potential, and potential market demand of emerging markets. In particular, we focused on analyzing the possibility of Korean SMEs advancing into the government procurement market of emerging countries, and to offer suggestions on the direction of procurement policies and trade policies in order to effectively advance into these emerging markets. Kenya transformed its financial reporting system with a view of enhancing credibility of its financial reports. The objective of the study was to examine the relationship between financial reporting reforms and the performance of selected County Governments in Kenya. The study was guided by descriptive research design and the target population was 184 treasury staff from Bomet, Kericho, Nakuru and Narok County Governments. Census sampling technique was employed in selecting the respondents to the study. Data were collected using semi-structured, self-administered questionnaires. Data was analyzed using descriptive and inferential statistics. The findings revealed that financial reporting reforms showed statistically significant correlation (r=0.673) with the performance of selected County Governments in Kenya.
