Moreover, in this paper the teaching model of GIS course has been explored and the linkage between GIS and other landscape architecture courses has been offered. From the perspective of teaching practice, by introducing GIS into landscape architecture curriculum, it enriches the curriculum mode, and the students' rational thinking has been effectively shaped. The most important thing is that the GIS computerized quantitative analysis makes the landscape design more scientific, logical and efficient.","PeriodicalId":200957,"journal":{"name":"Proceedings of the 2nd Symposium on Health and Education 2019 (SOHE 2019)","volume":"15 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-05-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"128086049","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This article analyzes the role of standardization in online government services platforms from three aspects by elaborating on the necessity for on-line government services and the role of and issues about on-line government services platforms and examining the causes for these issues from the perspective of standardization. Standardization shall serve the purpose of economic growth and social welfare as well as deepening reform in all areas and in administrative community, of reforming the system of government administration. These two administrations gave priority to the reform of streamlining administration, delegating powers and improving regulation and services. The reform of administrative licensing is exactly an offensive move for the transformation of government functions as well as central cannon for administration streamlining and powers delegating. As the task of streamlining administration and delegating powers with regard to number of items under administrative licensing has been nearly completed, the reform of the administrative licensing system shall focus on efficient and convenient licensing services. Both national policies and local practices are set to improve the efficiency of government services by building online government services platforms. 1. Definition An online government services platform is a vetting administration platform that integrates application, data exchange, approval, supervision, inquiry and other services, providing companies and the public with one-stop service in an efficient, transparent and standardized way. Totally different from traditional vetting administration mode, it is based on modern Internet and data technologies, creating an innovative workplace. It demonstrates the restructuring and optimization of vetting structure and process and removes temporal, spatial and division restrictions. 2. Justification 2.1. Legal and Policy Background Article 33 of Administrative Licensing Law of the People’s Republic of China states that “administrations shall establish and improve related systems, introduce E-government practices, post licensing items on their websites and enable the submission of e-application for administrative licensing ”. Since 2015, the State Council issued a series of documents, which focused on the reform of administrative licensing system as an offensive move for the transformation of government functions and a central cannon for administration streamlining and power delegating. In Jan. 2017, Notification of Issuing and Distributing Guidelines for Building ‘Internet + Government Service’ Technologies System by General Office of the State Council (hereinafter referred to as No. 108) was distributed to address such issues as an incomplete set of services, insufficient information sharing, low rate of acceptance and inconve","PeriodicalId":200957,"journal":{"name":"Proceedings of the 2nd Symposium on Health and Education 2019 (SOHE 2019)","volume":"56 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-05-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"114767719","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Agriculture, rural areas and farmers are the fundamental issues related to the national economy and people's livelihood. The rural revitalization strategy put forward at the 19th CPC national congress is an important measure to promote agricultural development and rural construction and increase farmers' income. Finance is an important guarantee for the implementation of the rural revitalization strategy and the basis and support for the promotion of the rural revitalization strategy. 1. The Connotation of the Rural Revitalization Strategy China is an agricultural country and rural economy is an important part of China's economy. At the same time of China's rapid industrial development, China's agriculture and rural development has made remarkable achievements at 40 years of reform and opening up. But our country agriculture and the rural domain still have many problems which need to be solved urgently by the influence of economy and ideas. Urban and rural areas are one of the biggest imbalances. In the process of rapid economic growth, the gap between urban and rural areas is still expanding. The government has always made the issue of puting agriculture, rural areas and farmers a top priority in the work of the party and the country, and made a major strategic decision to implement the strategy of rural revitalization in the report at the 19th national congress of the party. Rural revitalization is the needed way and only way to realize the modernization of agriculture and rural areas, win battle poverty and build a moderately prosperous society. Many aspects and fields of the rural revitalization strategy have the attributes of public goods, which cannot be realized only by the \"invisible hand\" of the market itself, and must be supported by the \"visible hand\" of the government. For a language learner, the size of vocabulary directly affects his comprehensive English ability. Quite a few students are not very good at English learning and expression, which is actually caused by the lack of vocabulary. However, in the process of English vocabulary learning, learners often show such behaviors such as fear, avoidance and even boredom.
