However, prolonged exposure poses a risk to the health of the skin and eyes that can lead to premature aging and even cancer. Moreover, the quick technological development shows some barriers for visually impaired users because they require special help via audio devices, in order to access to any kind of technology. For these reasons, in this paper we present a wearable UV sensor prototype integrated with an audio notification system based on a smartphone app for blind people. In the development and design phases an objective metric is more cost-effective and less time-consuming than a subjective assessment. The behavior of the impairment caused by packet-delay-variation (PDV) over quality inspires the conception of the viewing-quality-objective metric (VQOM), which is proposed here. A single spline function is used as a prototype whose parameters are trained by a deterministically constrained mean square error statistical method. This prototype is oriented to education and entertainment in aerospace technologies. Aiming to reducing the costs, commercial off-the-shelf devices (COTS) were used. Thus, a Atmel 8-bit AVR microcontroller was utilized for computational work, a couple of 2.4GHz transceiver for communication between CubeSat and base station (where is the set point command), accelerometer and gyroscope sensors, H bridge circuit for driving a DC motor. The firmware was divided in two parts: The setup and the principal loop. After tests was noticed that the controller performance is restricted to nonlinearities that appear due to reaction wheel nature (saturation). In this context, if a system can understand what type of data is being sensed and merges them with different data sources, it can provide a wide perspective and bring benefits to the population. For this reason, this study highlights the importance of fused data and suggests an application that will use data coming from wearable devices combined with different data sources in order to extract relevant information. It is adaptable for 34 kinds of the FFT length with a trivial multiplications and multiplexing of data in the LTE uplink.
