However, the relative risk research in this area is still relatively backward. According to the characteristics of agent construction project, the risk factors and appropriate consequences are summarized, and the concept of the combination weights is put forward. Based on the Rough set theory, the risk combination weighs are calculated. Finally the transitive closure method is applied to make the fuzzy cluster analysis against the risk factor combination. The competitive power of the supply chain comes from the cooperation of supply chain company. This paper made research on the cooperative relationship between supply chain enterprises, analyzed the non-cooperative and cooperative game strategy between supply chain enterprises, compared the cooperation efficiency in both cases. The efficiency of most supply chain is low under non-cooperative strategy, and cooperative game can make the supply chain get greater return in the theory. The conclusion is that long-term cooperation in the supply chain can lead to greater benefits for the supply chain enterprises. Therefore, cooperative game strategy can improve the overall efficiency of the supply chain, and also allows for maximum individual interests. At present EIS shows the characteristics of openness and multi-agents based on innovation stakeholder. The effective and accurate evaluation of EIS depends on rational selection of the target, the model, index system and the method of the evaluation. This article constructs evaluation model of EIS from the view of enterprise innovation actions process, whose evaluation target is innovation capability, designs corresponding evaluation index system, selects close value method as the specific evaluation method. Close value method is an optimum seeking method for multi-objective decision-making, which can integrate multi-targets into a single target to measure overall, and then sort for the evaluation. When the close value is smaller, corresponding innovation capability of the enterprise is stronger. In the research, empirical methods were employed to examine the conceptual model proposed. The results suggest that standards collaboration influences consumer perceived value not only directly but also indirectly through perceived quality and risk as the intermediate variables. The research further reveals that marketing collaboration has more positive effects on perceived value than R&D collaboration. The cooperation between standard initiators and members in value-chain improves consumer perceived value while cooperating with competitors has no significant impact on perceived value. According to the index system, the statistic data of 2008 and factor analysis method are applied in this paper to evaluate the innovation capability of Heilongjiang Province empirically, and the conclusion can be drawn that: innovation policy and environment have made greater contribution to regional innovation system, and the consciousness and behavior of innovation subject takes the second place. It uses the minimization envelopment analysis method to solve the LRP in the emergency supplies center, and then calculates K shorter paths by the application of the nearest neighbor method. Considering the indexes of time, security, economic cost and environment cost of emergency transportation routing, the paper establishes a shortest-path with the method of Analytic Network Process (ANP).
