According to the index system, the statistic data of 2008 and factor analysis method are applied in this paper to evaluate the innovation capability of Heilongjiang Province empirically, and the conclusion can be drawn that: innovation policy and environment have made greater contribution to regional innovation system, and the consciousness and behavior of innovation subject takes the second place.
