This study aims to describe basic public services (health, education and transportation) and models or patterns of cooperation developed by local governments. This study used a survey-evaluative method. Data were collected using observation, interview and documentation techniques. Data were analyzed using descriptive analysis techniques and shift-share analysis. The result is a fairly effective provision of basic public services in education, health and transportation. The provision of effective education services is seen from the aspects of equal distribution and expansion of access, quality of services provided, internal efficiency and effectiveness of institutional management. Provision of health services is quite successful in terms of public access, equity and justice, public health status, and levels of mortality, morbidity and community nutritional status. The provision of transportation services is quite effective, seen from the provision of infrastructure that can open up regional access to remote areas. There are two models of inter-regional cooperation and coordination that are implemented, namely \"service exchange\" and \"consolidation of service mergers\", in addition to the three idealized cooperation models. The three service models that are not optimal in practice are inter-government service contracts, joint service agreements and permanent transfers of interregional government services.","PeriodicalId":185408,"journal":{"name":"Proceedings of the 3rd International Conference on Social Sciences (ICSS 2020)","volume":"19 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-10-15","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"133729162","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This classroom action research refers to the model of Kemmis and McTaggart, in which there are four learning steps, which include planning, acting, observing, and reflecting. The implementation of the action was carried out in three cycles, whereas many as 18 students of the S1 Mechanical Engineering Education study program, Unesa became the research subjects. Data collection on student learning outcomes was carried out using test instruments. The data from the research results are then analyzed descriptively quantitatively based on predetermined success indicators. This study found that the implementation of effective, efficient, and innovative online learning can improve student learning outcomes during the Covid-19 pandemic. Based on the data on learning outcomes in the first cycle, it is known that only 44% or 8 of the 18 students achieved the complete criteria. These results then increased in the second cycle, where there were 61% or as many as 11 students who met the criteria. Meanwhile, in the third cycle student learning outcomes increased again, where 83% or 15 students out of 18 students reached the complete criteria.","PeriodicalId":185408,"journal":{"name":"Proceedings of the 3rd International Conference on Social Sciences (ICSS 2020)","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-10-15","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"129827424","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The application of the jigsaw cooperative model in learning is quite effective. This can be seen from the students' mastery of the material being studied. Students are able to answer questions given by the teacher both directly and through LKS well. Be concluded as follows. (1) The application of a jigsaw type cooperative model to the material \"The Uniqueness of My Place Area\" is quite effective. (2) The role of the teacher in learning using the jigsaw cooperative model is as a facilitator of learning activities, not as a center or source of all information, thus students will have the opportunity to develop in a variety of abilities and will also enhance student creativity. (3) The use of a jigsaw cooperative model is not only able to develop students 'cognitive but also able to develop students' affective domains such as cooperation, tolerance, responsibility for sharing and courage of students in expressing opinions, and other characteristics that are useful in establishing a relationship between students.","PeriodicalId":185408,"journal":{"name":"Proceedings of the 3rd International Conference on Social Sciences (ICSS 2020)","volume":"56 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-10-15","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"116225119","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
