Strong gains have been made in faculty numbers at the associate and assistant professor level, but full professors remain predominantly male, and the numbers of women working as lab directors or department chairs is mostly unknown. There has been very little research looking at the participation level of physics women in a broad range of leadership positions such as director, lab manager, dean, or department head. This paper will showcase the double bind that physics women in leadership positions face as they are forced to simultaneously deal with the many barriers facing women in leadership and those specific to women in physics fields. Given the parallel structures of barriers involved, women in physics who want to advance into leadership positions have fewer role models, face more unconscious bias, and have to deal with higher standards.If we are to increase women’s participation in physics, we need to attract and retain women at all levels in the field. Progress has been so slow, however, that convergence may look just like a mirage. Astronomy is no exception. As an astronomer, when a weak signal overlaps a high-level noise, I wonder, “Is there a real detection of gender balance?” In this paper I address trends and correlations versus region, country, and age, as well as my personal experience in a country where science, and astronomy in particular, have “exploded” in the last three decades. The paths to be adopted then were expected to follow those already explored by others. Yet creative new approaches have proven to be very successful. While the drivers of the disparity are clearly multiple and complex, we present examples that demonstrate that the disparity is highest in the higher echelons of the profession. The Government of India, which funds nearly all the research institutes in physics and a significant fraction of the universities, continues to fund interventions instituted several years ago to address the gender gap; we present the statistics on these interventions. For a long time, India lacked an institutionalised framework from within the physics profession that could address the gender disparity in physics. The last three years, however, have seen two major developments that are beginning to fill this gap. The issue of gender inequity in the sciences has begun to creep into the public consciousness as well. With this strategy, we aim to transform our business, improve programme delivery, drive innovation, raise our sense of pride and trust, and build an inclusive culture. Within AWE, a grassroots network called the “Women’s Network” has been set up to provide a place for exchanging information relevant to employees in a more informal atmosphere. Within SET, the focus will be on helping employees to understand the benefits of a diverse and inclusive workforce and the behaviours we need to display to develop our talent. We use the Japan Physics Society (JPS) member records for the past 40 years to estimate the gender difference of obtaining academic positions. More than 17,000 individuals belong to JPS, which covers majority of the researchers working on pure physics studies in universities or research institution. The records show that the ratio for women who remain as JPS members is less than that of men by 30% throughout the past 25 years. The women left physics research at a significantly higher rate over the 10 years since they were admitted as members of JPS. In the mid-career stage, they take more responsibility. In the leadership stage of their careers, they mentor others and develop an environment in which good physics can be done. Throughout their career, they find themselves in the context of the prevailing culture, and they may have family responsibilities as well. In this workshop, the speakers described their experiences in professional development, and recommended best practices that have been tested.Women in physics grow their knowledge and skills all the time, but also develop their understanding of the physics community of practice throughout their careers.
