With the continuous development of the epidemic, the media of many countries have published relevant news reports about the new epidemic in major newspapers and magazines. This paper will take the foreign media epidemic news report headline as the discourse analysis research corpus, through the critical discourse analysis theory, uses the systematic function linguistic research method, carries on the critical discourse analysis to the world regarding the new coronavirus infection pneumonia epidemic news report headline. Revealing the ideology implied in the western mainstream news media news headlines, showing the world’s living beings in this war fight against the new coronavirus, with a view to combating the shameless behavior of discrediting China’s image while others are at risk, resisting the act of exclusion caused by the Chinese epidemic. Try to advocate that all countries should make concerted efforts in the face of public health emergencies to overcome the challenges and crises together. The audiences will choose to trust the government's news based on media reports. But in the new media environment, short videos are emerging one after another. Everyone is a shooter, and the role of the media is greatly weakened. In the public health emergencies, the audiences' oppositional interpretation of the short video of government affairs appeared. So, does this mean that the index has failed? On the basis of reviewing the literature, the hypothesis of the influencing factors of the oppositional interpretation of the short video of government affairs audiences is put forward. Through the data collection and analysis, it is obtained that the age is significantly negatively related to the audiences' oppositional interpretation of the short video of government affairs in public health emergencies. Party members of the Communist Party of China are not prone to oppositional interpretation. The rapidity and accuracy of the communicator dimension, perceived usefulness, perceived interest, and perceived intelligibility of the audience dimension are significantly negatively related to the oppositional interpretation of the audiences.The secondary transmission of the media helps to reduce the audiences' oppositional interpretation of the short video of government affairs in public health emergencies. When emotional infection reaches a certain level, certain behaviors will occur. This study on the emotional contagion, collective behavior theory, to even take antipyretic capsule during outbreak snapping up as an example, the design of questionnaire, randomly selected WeChat and weibo users, a total of 60, adopts the method of quantitative analysis and research in online communities, public mood generated by browsing, interactive infection and collective behavior.The results show that during the epidemic, users will experience emotional infection when they browse related posts and comments in online communities.
