It has an important position in logistics optimization and supply chain management theory. Due to traffic flow, traffic incidents and other factors, the travel speed and travel time of road has large time-variability and randomness in real transport network. The study of vehicle routing problem in time-dependent network has even more practical value. This paper combines features of time-dependent networks and gives the mathematical models of time-dependent vehicle routing problem. On this basis, the traditional ant colony optimization algorithm is improved. A new path transfer strategy of ants and new dynamic pheromone update strategy applicable to time-dependent network are proposed. Based on these strategies, the improved ant colony algorithm is given for solving the vehicle routing problem in time-dependent network. The management of IP networks has exclusively relied on the SNMP. Today, researchers and developers in the network and system management area have begun to investigate the use of Extensible Markup Language (XML) technologies seems to promise a fancy way out of this trouble. This paper introduces the concept of applying XML technologies to developing XML-based management systems to solve the problems that exist in the SNMP-based network management. We present a kind of network management system based XML which has advantage in platform-free, efficiency and flexibility. This system is applied to verify certain vehicles and its result is exactly the same with the result that is acquired through the recommended method by IMO. In order to improving the safety status caused by drink driving in China, a questionnaire study was conducted with drink driving behaviors in Beijing to help understand the attitude, subjective norm, perceive behavioral control and intentions of drink driving in Beijing using the theory of planned behavior (TPB). The direct and indirect factors involved in self-reported drink driving behaviors are examined. Perceived behavioral control appears to be the best direct predictor of self-reported drink driving behavior. Subjective norms and intentions have weaker direct links with drink driving behavior. Past drink driving experience is the obvious factor which greatly effects the attitudes, subjective norms, perceive behavioral control and intentions of the drink driving. As the implement entity of the home-appliance replacement, the enterprise may have two choices: with and without the replacement. In this paper, we analyzed the behaviors of the government and the enterprise based on a mixed-strategy game by system dynamics methodology. According to the simulation of the long term behavior, all of the enterprises will chose to carry out the replacement no matter with or without financial subsidy if they can obtain profit from the replacement; all of the enterprises will chose to give up the replacement even though with financial subsidy if they can't obtain profit from the replacement. As the communication system may be subjected to intentional or unintentional external attacks, the application of specific safety techniques is necessary. In this paper, a safety protocol is designed. Compared with the general TCP/IP protocol, a safety layer, on which several safety measures are applied to defense against the possible threats or attacks, is inserted between the top application layer and the lower transmission layer.
